1 Classification Description Executive Director of Research, Outcomes & Implementation Summary of Scope of Classification This class is accountable for administering the District s evaluation and assessment programs. Areas of focus include research based analysis, program evaluation, and student testing and assessment. The purpose of the position is to provide data for instructional decision making, school improvement, accountability to staff, member districts and Board members, to ultimately increase student outcomes. Education and Experience Requirements Ph.D. preferred in education research and evaluation, educational psychology, educational administration, educational testing and measurement, statistics and experimental design or related field from an accredited college or university. At least three (3) years professional level experience working in collaboratively-delivered academic programs. CHARACTER REQUIREMENT: In addition to the checking of references and of facts stated in the application, a thorough background investigation of each candidate may be made prior to appointment. Knowledge, Skills, and Abilities Considerable knowledge of evidence-based practices shown to increase student achievement; Knowledge of K-12 laws, rules, and regulations as related to the assignment; Superior organizational skills; Excellent communications, interpersonal and leadership skills; Considerable knowledge of educational curriculum, student testing and assessment standards and processes, evaluation techniques, statistical analysis and experimental design; Demonstrated ability to prioritize and implement professional learning that will have the greatest impact on student learning; Ability to demonstrate best practices in a variety of teaching methods and to model a repertoire of teaching skills; Ability to work with individuals from diverse backgrounds; Ability to prepare and present data and reports to a variety of professional audiences; Ability to manage and coordinate key initiatives, budgets and departments to promote successful outcomes and implementation; Ability to anticipate data needed for instructional and programmatic decision-making; Reports to Superintendent Department Student Outcomes Bargaining Unit Unaffiliated- Administrator FLSA Designation Exempt Position Supervises Supervises professional, paraprofessional, and administrative support staff as assigned.

2 Ability to integrate and produce data and reports in a reliable, readable, and timely way across many platforms for a variety of stakeholders; Considerable knowledge of student state and federal testing regulations and expectations; Considerable knowledge and commitment to administering with integrity a student assessment system; Excellent interpersonal, negotiation and conflict resolution skills; Considerable ability to communicate both verbally and in writing, including public speaking; Considerable ability to work flexibly and collaboratively and with individuals from diverse backgrounds; Ability to design and implement educational research; Ability to be analytical and objective in problem-solving and in conducting program evaluation and related research activities; Ability to implement policy and procedures; Prior experience working with a culturally diverse population and the ability to navigate intercultural issues with sensitivity and awareness and with a high level of cultural proficiency. Essential Functions The following identifies the primary and essential functions of the position and is not intended to be an exhaustive listing of all duties. Provide leadership to support program evaluation, evidence-based practice, and implementation fidelity; Promote the organization publicly through research and evidence (White papers, presentations, publications, etc.); Embed implementation science and evaluation into daily practice; Lead the district s work in a continuous improvement cycle, providing feedback on systems changes, and maintaining district alignment with the strategic plan; Lead professional development efforts across the district, ensuring support is aligned with district needs, as indicated by data and by school improvement plans; Coordinate instructional leadership and support for our schools and programs; Coordinate external and internal expertise to support the department s work; Connect research to practice, supporting district-wide efforts to adopt evidence-based practices and eliminate practices not supported by evidence; Manages the program budgets related to assignment; Communicates with all internal audiences about planning and implementation of staff development goals and activities to meet program needs; Creates and manages professional development opportunities related to evidence of student learning, data analysis and instructional best practices; Models collaborative leadership and effective decision making; Fosters a culture of innovation and promotes innovative ideas in order to achieve District s mission; Develops and maintains a comprehensive school improvement program and process that ensures accountability and ownership for specific outcomes associated with student achievement;

3 Assists site and district leadership by collecting, interpreting and communicating findings, and integrating data into the school improvement process; Manages the student testing and assessment process for the district that conforms to state and federal regulations and laws; Trains and supports data-driven decision-making in district departments, schools and programs; Conducts research from a variety of sources to collect information on the latest assessment tools and best practices and methods used in developing new strategies for assessing student performance; Analyzes data and reports associated with instructional evaluation and assessment from a multi-faceted perspective and offers advice and direction for improvements; Measures and reports on the impact of programs, interventions, curriculum and strategies on student outcomes; Seeks out and capitalizes on the identification, development, and implementation of innovative products and services that will assist with effective program delivery; Works cooperatively with internal departments, member districts and agencies to identify and resolve issues associated with testing and assessments and evaluation; Presents program evaluation, student performance and school improvement information to the school Board and cabinet; Models collaborative leadership and effective decision making; Directs and performs special assignments and initiatives as assigned; Promotes achieving racial equity in teaching practices and learning for students; Evaluates staff performance.

5 Mental Requirements and Stress of the Position: Exposure to stressful situations, such as demanding students, visitors, public. Must be able to concentrate on work tasks amidst distraction, such as distractions from telephone, customers, co-workers, etc. Must exert self control in very difficult situations or when dealing with difficult people.
