SAVE THE CHILDREN INTERNATIONAL PROGRAMS VACANCY ANNOUNCEMENT (FOR MYANMAR NATIONAL ONLY) ROLE PROFILE TITLE: Project Coordinator Business and Financial Development TEAM/PROGRAMME: Child Poverty/ LOCATION: Pauktaw / Sittwe Township, Rakhine State Programme Implementation Number of Position: 1 CONTRACT LENGTH: Fixed Term GRADE: C-1 CHILD SAFEGUARDING: Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff. ROLE PURPOSE: The post holder will be responsible for the successful management and implementation of the Business and Financial Development component of a livelihoods program implemented in Sittwe and Pauktaw Townships, in villages and IDP camps. The program aims at increasing households income and financial security through the support to nutrition-sensitive productive activities. The Project coordinator for Business and Financial Development will plan and implement the activitites related to the development of household businesses, through technical and vocational trainings as well as productive grants and financial and business literacy. This position holder will also have the responsibility to manage performance and develop capacity of project staffs. This position will closely work with the Program Manager and other Project Coordinators of the program. SCOPE OF ROLE: Reports to : Program Manager - Livelihoods Staff reporting to this post: 3 Project Assistants Budget Responsibilities: Authorise expenditure up to 3,000 USD Travel: Frequent (over (12) days per month) Role Dimensions: Regular contact of detailed explanations of policy, regulations, programs, services and representation of SCI at the local level or with mid-level counterparts

2 KEY AREAS OF ACCOUNTABILITY : Program Delivery: Business and Financial Development Together with the PM and Technical Advisors, design and implement the Business and Financial Development scheme for community/villages. Responsible for identifying and monitoring the roll-out of the Business and Financial Development training modules at village/community level as well as the provision of productive grants, ensuring accountability and transparency at all levels, in line with donor and organization s procedures and regulation. Design and implement community sensitization on business and financial development at village level, to ensure the project targets those with greater needs, based on the defined criteria, and in a transparent, accepted and self-led manner. Ensure community/village members involve at all steps of the project, through consultations, decision making and monitoring of the programn, enhancing the necessity for the community to take ownership on the process. Supervise and support the Project Assistants and Community Development Facilitators in their daily work. Coordinate closely with the poublic work scheme Project Coordinator and team to ensure complementarity and value for money of all interventions conducted at community level. Coordinate and facilitate capacity building workshops, awareness sessions, review meetings and training sessions for a variety of stakeholders. Coordinate and monitor effectively and efficiently the implementation of the business and financial development component at field level. The position holder will be expected to spend the majority of her/his time in the villages and communities of intervention, together with the Project Assistants. Conduct monitoring visits to villages/communities; collect data according to monitoring plan defined with the Program Manager; report accordingly. Be proactive in coordinating and sharing information with other stakeholders in the area which present similar focus, approach or target groups. Other program delivery tasks As part of a multisector project, the position holder will be expected to work closely with all thematic sectors of this project, coordinating all activities with the other PC and providing support and information whenever necessary. Support the MEAL team in the identification, establishment and roll-out of an effective Complaint Response Mechanism (CRM) in each location of intervention. Ensure staff are assisted and equipped to regularly monitor their work collecting quantitative and qualitative data for both process and impact. Ensure the information and data required by the MEAL team and MEAL plan is collected by the team, of quality and accessible by the MEAL team. Actively involve in the baseline/endline surveys, the Households Economy Analysis, formative research for life skills and data entry of project activities. Assist in producing resource materials, deliver training, make presentations and organise events/other activities to ensure that SCI develops and maintains sound monitoring, evaluation and impact assessment in business and financial development. Assist and facilitate capacity building workshops, awareness sessions, review meetings and training sessions for sound implementation of the program. In coordination with the PM and other Project Coordinators, prepare the sector workplan, detailed implementation plan and other planning tools, as well as support budget analysis and forecasting. Prepare all documentation required for the procurement of materials, supplies, equipment required for the Business and Financial Development activities, in line with SCI procedures and lead time. Ensure that project resources for the Business and Financial Development component are used optimally and that expenditures comply with internal controls set by the Finance/Grants Units.

3 Assist the Program Manager in producing timely and quality reports that ensure appropriate capturing of programme impact and outcomes as well as programme outputs based on theory of change and M&E tools. Grant Management Assist the Program Manager in managing the budget, ensuring that transactions comply with Save the Children s and the donors financial and compliance policies. Make sure that any particular issue, information or change on context, project or resources and which requires informing the donor is informed in written to the Program Manager. Communications and Coordination Ensure that project related information is relayed to the Program Manager and other Project Coordinators. Contribute to the preparation of internal and external reporting. Assist Program Manager in maintaining program documents and coordinating with all departments. Ensure good communication and coordination between the team members working in the different contexts of intervention of the project. Capacity Building and Technical Support Identify key learning opportunities and processes from the project and proactively design and organise opportunities to share key lessons to inform project design. Team Management and Development Ensure the effective use of the Performance Management System including the establishment of clear, measureable objectives, ongoing feedback, periodic reviews and fair and unbiased evaluations. Support project staffs through coaching and other developmental activities. Ensure all team members have the opportunity to build greater capacities in line with their expectations. Any other duties and tasks assigned by the supervisor. Child Safeguarding Responsibilities: Ensure that your staff is providing all beneficiaries of your programme with ongoing, age-appropriate verbal or written information in relevant languages about Save the Children s Child Safeguarding Policy and Code of Conduct. Integrity: Honest, encourages openness and transparency; demonstrates highest levels of integrity Always acts in the best interests of children QUALIFICATIONS Degree in related field EXPERIENCE AND SKILLS Essential A minimum of 4 years experience implementing aid projects, preferably in livelihoods, vocational training, financial education and other related sectors. Good written and spoken English. Good knowledge of project management cycle. Good people management skills/experience and proven ability to create an environment which encourages team-working and motivates a team across various geographical areas. Ability to work well in a team and train other staffs and demonstrate experience efficiently managing a team. Very good interpersonal, communication and presentation skills. Experience in conducting needs assessments, project design, monitoring, and evaluation. Demonstrated skills, experience, and knowledge of community development; working with children and on children s issues. Very good people management skills/experience and proven ability to create an environment which encourages team-working and motivates a team across various geographical areas. Ability and willingness to travel remote area as assigned. Desireable Experience with multi-sectorial programming, or experience managing programs in several different sectors. Experience working with community groups in humanitarian, post-conflict and recovery development context. Commitment to and understanding of Save the Children s aims, values and principles. Willingness and capability to comply with all relevant Save the Children policies and procedures with respect to health and safety, security, equal opportunities and other relevant policies, including the Child Safeguarding Policy. Prior experience with Save The Children Experience working with children and on children s issues.
