2 Quality Assurance (QA) The Marketplace of Credentials Is Confusing and Complex: Many different types of credentials with variation in content, quality and value. The market is expanding - well over 500,000 confirmed in the U.S. alone. There was no common language to describe or compare credentials Misalignment between industry needs and educational offerings There was no mechanism for stacking credentials based on competencies. No ability to search, discover, compare and analyze across differing credentials 2

Students, workers, guidance counselors, and veterans can Access comprehensive and comparable data which empowers them to make informed education and career pathway decisions. Employers and HR systems can Integrate Registry data to help find, signal, and understand the credentials that have value to their business needs, and add context to the hiring process. Policymakers can Make better decisions about how to address economic, workforce, and education challenges, as well as break down data silos. 10 Retail & Hospitality Credentials Initiative National Retail & Hospitality Initiative Initiative: Identify, collect, and publish retail, restaurant, and hospitality credentials from badges to degrees and everything in between to the Credential Registry. Engage certification bodies, industry associations, community colleges, unions, apprenticeship programs, employers, and more in publishing credentials. RHCI Working Group Priorities: Contribute to the credential inventory (180+ initial credentials identified) and outreach to credential issuers. Recommend applications and tools that ensure the data gets into the hands of employers, workers, students, and more. Participate in breakout groups tackling different topics (i.e. career pathways, employers, credential quality). Recommend next steps or phase two of the project. 10

11 Public Service Non-Profit supporting what is essentially a public utility No Fees to Publish Data No Fees for Non-Commercial Use Our language is an open, Creative Commons Licensed schema Our role is NOT to define quality, but to provide all appropriate ways to have quality described for others to use to make more informed decisions; For example, states make quality determinations for their ETPLs, lists of high-quality credentials for Perkins, State-approving agency functions, etc.; Employer associations (e.g. NAM, BRT, Chambers, etc.) could do the same for their members; Employers, HR & recruitment vendors will be able to integrate the data into their tools and services Job and guidance counselors can help students navigate the data to make decisions We do not collect or track individual level data 11

12 Adopt and utilize CTDL/CTDL-ASN across all credentials in your state Diplomas, badges, certificates, certifications, licenses, apprenticeships, degrees Explore how such common, open, transparency credential data can support uses such as Eligibility lists for WIOA, Perkins, GI funds, etc. Education, job and career counseling Competency (skills)-based hiring for employers Transfer and articulation agreements, among and between high schools, community colleges, four-year providers, military, etc. Participate in a (planned) multi-state working group to consider how CTDL and credential transparency can be leveraged across states for a more efficient marketplace for students, workers, employers, educators, program operators, policymakers and others Consider state policy for advance a unified, coherent, aligned approach to credential transparency 12
