1 Bangladesh Skills for Employment and Productivity (B-SEP) Project ILO, Dhaka Component 4: Improved Access to Skills Terms of References (ToR) Implementing Specific Programmes (Skills Development/ Self-employment/ Apprenticeship) for the Persons with Disabilities in Partnership with selected Organization(s) or a Consortia of Organizations 1. Introduction The International Labour Organization (ILO) is committed to promoting social justice and internationally recognized human and labour rights. It supports its member States to promote Decent Work. Globally, its main focus is on four inter-related areas: to promote rights at work, to encourage decent employment opportunities, to enhance social protection, and to strengthen social dialogue at workplace. ILO also emphasizes gender equality and disability inclusion across all its programmatic interventions. Currently ILO, within its Descent Work Country Program (DWCP) framework, is engaged with the several government and private sector agencies as well as workers unions in delivering a major programme on Technical and Vocational Education and Training (TVET) through technical cooperation projects. One of the projects is Bangladesh Skills for Employment and Productivity (B-SEP) Project funded by the Government of Canada and implemented by the ILO. The B-SEP Project implementation period is from January 2014 to December, Four project components include: (1) Skills Funding, Planning and Support Services; (2) Competency Based Training and Assessment (CBTA) Quality and Relevance; (3) Industry Skills Development; and (4) Improved Access to Skills. A team of international and national experts and short-term consultants, headed by the Chief Technical Adviser, is responsible for delivering the project outcomes. Key project partners include several government ministries and departments namely Ministry of Education, Directorate of Technical Education (DTE), Bureau of Manpower Employment and Training (BMET), Bangladesh Technical Education Board (BTEB), National Skills Development Council (NSDC), associations of employers, trade unions, employers in the selected sectors, and NGOs involved in skills training. Direct project beneficiaries are: staff of partner organizations; instructors, trainers & master crafts-persons; and workers & market entrants. Component 4 of B-SEP project - Improved Access to Skills aims to ensure that the disadvantaged populations (including women, youth and persons with disabilities) have increased and improved equitable access to formal and informal skills training and employment opportunities in supply chains of the B-SEP target sectors namely Agro-food Processing, Furniture, Tourism & Hospitality, Pharmaceuticals and Ceramics, and other growing sectors. 2. Background The output of component 4 is Technical, supervisory and entrepreneurial skills for specific groups in target sectors delivered, which includes, among others, Design & deliver specific programmes for people with disabilities in target sectors. In order to achieve one of the

2 deliverables of the component-4, it is necessary to design and deliver specific programmes (skills development/ self-employment including green jobs/ apprenticeship) for the persons with disabilities with the overall target of 500 (women-300 and men-200) during the project period. Thus, the project intends to engage potential partner organization(s) or consortia of organizations (disabled persons organizations/ organizations working with the disabled persons/ngos) with notable reputation in the fields of industrial skills development/ creating self-employment opportunities/ implementing informal or formal apprenticeship. The key responsibilities of the selected partner organization(s) or consortia of organizations will be to identify and support skills and employment for persons with disabilities in the B- SEP target sectors (tourism, agro-food processing, furniture, ceramics and pharmaceuticals) or in any other growing sectors, and their supply chains. 3. Objective The objective of this assignment is to design and deliver project(s) to train 350 persons with disabilities and employ minimum 80% of them (Female : Male = 60% : 40%) by (a) providing industrial skills training and wage employment; (b) providing skills (technical or/and entrepreneurial) training and making them self-employed; (c) providing informal or formal apprenticeships for wage employment or self-employment. The applicant organizations will have a choice to design all three or any one or two types of interventions mentioned above classroom based industrial vocational education and skills training and placement for wage employment, entrepreneurial or/and technical skills for self-employment and/or informal or formal apprenticeship for wage employment or selfemployment. The applicant organizations may apply for the number of persons with disabilities they can train and employ by 15 March 2018 according to their capacities. We expect the applicant organizations or consortia of organizations with a capacity to cover most of the total project target of 350, if not all. 4. Contractor s responsibilities Under the overall supervision and guidance of Component 4, the organization(s) or consortia of organizations will perform following specific tasks: (i) Identify decent job opportunities for the persons with disabilities in consultations with the local employers and prepare a list of potential employers, including the number of trained employees required for different occupations covered under this intervention, commitments that the employers make (e.g., salary, allowance, accommodation, meal, etc.) and their willingness to employ persons with disabilities (female/male). (ii) Conduct job market assessment and select occupations with high potentials for (iii) employment. Mobilize persons with disabilities and set criteria for targeting disabled trainees against the available job opportunities and screen them. (iv) Determine the training needs (such as industrial skills, entrepreneurial skills, etc.) and modes of training (classroom training, apprenticeship, workshops) in line with employment requirements. (v) Take special measures for the trainees with disabilities to ensure access to training centre, workshop venues or work places; reasonable adjustment/accommodation, presentation of information materials; transport/accommodation and support with sign-language interpretation or others, if required.

3 (vi) Select trainees for training courses, and send individual trainee s profiles mentioning types of disability and gender of trainees in a prescribed format. (vii) Impart quality training to the trainees using log books and the standards of learning materials already available and/or to be developed. (viii) Organize industrial visits and on-the-job training, if required, for trainees at relevant industries during the training period. (ix) Link those preferring self-employments with financial institutions and funding organizations, business development services and markets. (x) Set up Monitoring and Evaluation (M&E) system to generate gender and disability types disaggregated data and report. (xi) Establish a tracking system to track the trainees/beneficiaries up to one year after the completion of the training. (xii) Secure employment (regular wage employment or self- employment) for at least 80% of the trained graduates in the relevant industries. (xiii) Regularly follow-up the employed graduates, and seek structured feedback from the employers on the performance of the graduates placed in their industries. (xiv) Document human interest stories or case studies, challenges faced and lessons learnt from the skills training and employment programmes and disseminate them. 5. Outputs/Deliverables The Contractor(s) will deliver the following outputs: (a) Minimum 80% trained persons with disabilities have either wage employment or selfemployed with a reasonable regular income. (b) Most (80%) employers or clients show satisfaction with the quality of training provided and the work quality of the trained persons with disabilities. (c) Report on lessons learnt and successes gained in creating sustainable jobs. 6. Reporting requirements (a) Detailed work plan along with an inception report. (b) Report on identified and selected list of trainees of the training programmes for the selected occupations. (c) Report on identified and selected list of trainers/facilitators/mcps (master craftspersons) for providing practical training on the selected occupation(s) to the trainees/ beneficiaries/ apprentices. (d) Progress report on completion of training of each batch as per the standards of learning materials already available and/or to be developed. (e) The Assignment Completion Report of training delivery, employment of the trained graduates/ beneficiaries/ apprentices, the financial report, and the report generated by the tracking system referred to in Section 4(xi) above on all trainees/beneficiaries as of the date of the assignment Completion Report.. 7. ILO s responsibility The responsibility of ILO includes: (a) Monitor, supervise and review progress of the work. (b) Provide technical support/ feedback as necessary. (c) Assist in coordination with relevant Industry Skills Councils (ISCs). (d) Ensure payment of agreed amounts, based on performance. (e) Any other tasks as described in the document of implementation agreement.

4 8. Time-frame: The duration of the agreement is for 16 months starting from 16 November 2016 to 15 March Budget: The budget is included in the proposal. 10. Selection of implementing partners The selected partner organization(s) or consortia of organizations must have good knowledge in disability inclusion, and will have to identify and support 350 potential trainees/ entrepreneurs/ apprentices with disabilities, including 60% women, for skills and employment in the potential occupations of B-SEP target sectors or in any other growing sectors, and their supply chains. They must have capability and facilities to conduct quality skill training in the particular occupations they like to propose. The selection process will include, among others, preliminary shortlisting, power point presentations of the proposals by the potential partners/ bidders for each category of interventions (industrial skills training and placement for wage employment, entrepreneurial or/and technical skills for self-employment, and/or informal or formal apprenticeship for wage employment or self-employment) followed by question-answer and discussion sessions, technical feedback/comments to them, and final evaluation for selection of implementing partners. 11. 5 Total Terms and conditions (a) The implementing agent(s) is/are to be a legally registered entity in Bangladesh. (b) The implementing agent(s) will have to open a new bank account on the name of the project. (c) Should have a track record of implementing skills training for persons with disabilities followed by job placement/ self-employment programmes. (d) Training venues and work places must be accessible to persons with all kinds of disabilities and the training organization and employers must agree to provide reasonable accommodations to the trainees and employees. (e) No employment will be promoted in the listed hazardous industries. (f) Ensure legal age requirement for the trainees, i.e., minimum 18 years. (g) Ensure occupational safety & health improvements (using personal protective equipment, protection from use of chemical, dust, noise, excessive heat, cleanliness on the training floor, etc). (h) Maintain regular communication with B-SEP project of ILO. (i) Organize events and activities in consultation with the project. (j) Provide information, reports and documents on quarterly basis. (k) Provide financial report on quarterly basis. 13. Submission of Proposals The ILO invites technical and financial proposals from the interested organization(s) or consortia of organizations to implement the assignment. The proposals should include methodology, detailed budget, and a cover letter/motivation letter explaining why they are the most suitable for this assignment. Their applications must provide evidence of their demonstrated capacities against the evaluation criteria as mentioned at point 11. An implementation agreement will be awarded based on the quality of technical and financial proposals following the ILO procurement and financial rules and regulations. Payment will be made in Bangladeshi Taka (BDT) as per the ILO financial rules and payment conditions as stipulated in the service agreement/ purchase order and ToRs.
