General Summary of Function/Purpose of Position This specialist has sole statewide responsibility for collecting and analyzing information related to economic dislocations, particularly plant closings and mass layoffs, as specified under Section of the Workforce Innovation and Opportunity Act (WIOA). This function is of critical importance in providing dislocation data utilized by various federal, state and local agencies in allowing services and funding for dislocated workers and economic development programs. This specialist oversees activities related to the Worker Adjustment and Retraining otification (WAR) Act and other dislocation activities including sole responsibility of the WAR database. Database activities include collecting federallyrequired information on layoffs/closure events in Michigan and services to impacted workers, inputting data and generating reports and queries as required and/or requested by the United States Department of Labor (USDOL), the Michigan Talent Investment Agency (TIA), the Michigan Economic Development Corporation (MEDC), the Bureau of Labor Market Information (LMI), local Michigan Works! Agencies (MWAS), the Governor s Office and other public or private sector agencies. This specialist also supports rapid response activities, including layoff aversion strategies, related to the coordinated approach and development of regional strategies designed to address major plant closings and layoffs and to create a unified local approach to working with employers. The specialist drafts policy and provides technical assistance to three MWAs in their development, attraction, and retention of talent to build and support the 21st Century workforce and in addressing local and regional plant closings and layoff through growth, attraction, and business solutions. This includes organizing and implementing on-site rapid response meetings mandated under the federal WIOA and the Trade Adjustment Assistance (TAA) in response to receipt of WAR and/or other notifications of plan closing/layoff activity throughout the State. This specialist also consults with local MWAs to determine the advisability of applying for federal ational Emergency Grant (EG) funding in support of workforce services for single or multiple closings. This specialist is responsible for managing all WIOA grants and contracts for two local MWA geographical areas (Region 3 and 7). This position is also the contact for and help manages the Partnership.Accountability,Training,Hope (PATH), the Food Assistance Employment & Training (FAE&T), and the TAA programs for those MWAs. This management includes providing general and specialized technical assistance to the local areas, and the ongoing review of local program planning, design, and implementation for compliance with state and federal laws. This specialist is also responsible for the development of training materials and for conducting training on the federal WAR Act and Rapid Response-related activities. Training is provided both internally (to Bureau, Division, and Section staff) and to external customers (other State agencies, Michigan Works Agency staff, union representatives, etc.).

Duty 1 General Summary: Percentage: 30 Sole statewide responsibility for collecting and analyzing information related to economic dislocations, including potential plan closings and layoffs as specified under Section of the WIOA and inputting the data into the WAR database. Collect and analyze federally required information from statewide Rapid Response activities and enter the data into the WAR database. Update the database, as necessary. Generate reports for federal, state and local agencies, including the USDOL, TIA, MEDC, LMI, the Governor s Office and local MWAs. Prepare quarterly and annual reports on statewide plan closing/layoff activity. Duty 2 General Summary: Percentage: 25 Responsible for organizing and implementing Rapid Response activities mandated by the WIOA and TAA. Respond to notices of plant closings and mass layoffs received via WAR letter, TAA petition, news reports, phone or other means by contacting company and union (when applicable) representatives for information. Schedule on-site Rapid Response meeting with company (and union, where applicable) representatives to present information on programs and services available to dislocated workers, including providing emergency assistance adapted to the particular closure/mass layoff. Coordinate Rapid Response activities with other governmental (Unemployment Insurance Agency) and private agencies to ensure seamless service delivery. Provide technical assistance on federal and state program requirements to MWAs and employer representatives. Follow up with company and Union (where applicable) representatives to verify that information obtained is current and accurate, affected workers have been contacted and that requested services have been delivered. Consult with the local MWA regarding the feasibility of applying for federal DWG funding. Duty 3 General Summary: Percentage: 25 Responsible for managing all WIOA grants and contracts for two local MWA geographical areas and is the contact for and help manages the Rapid Response, PATH, the FAE&T, and the TAA programs for those MWAs.

4 Maintain knowledge and expertise in program and grant policies, procedures, and federal/state regulations. Analyze local WIOA planned goals and objectives to actual program results to determine justification for requested funding and negotiate corrective action, as needed. Compare this analysis to state negotiated performance standards and determine affect at state level for federal program compliance. Analyze quarterly fiscal reports for compliance to both state and federal funding limitations. Identify the need for general and specialized technical assistance to the local MWAs, local contractors, other state departments, legislative staff, and other interested parties regarding applicable state and federal laws and directives. Provide programmatic documentation, programmatic fiscal documentation, and appropriate technical assistance, as required, to both the Federal Reporting Unit and the Finance Unit for the preparation and submission of both federal and state required fiscal reports. Provide programmatic participant documentation and technical assistance, as required, to the One-Stop Management Information System unit for the preparation and submission of federally required participant reporting. Coordinate with other WD Division staff in the completion of projects; reporting to Section Manager upon project completion. Other duties, as assigned. Duty 4 General Summary: Percentage: 10 Develop and deliver training on the federal WAR Act and dislocated worker services funded by the federal WIOA to both internal and external customers. Participate in Bureau/Division sponsored training, to provide information on Rapid Response-related topics (WAR Act, WIOA dislocated worker services, the Rapid Response process, Joint Adjustment Committees (JACs) to local MWA staff, union representatives, State agencies (e.g., Unemployment Insurance Agency) and private organizations (e.g., trade associations, professional organizations, etc.) as requested. Provide training to Bureau/Division/Section staff on Rapid Response-related topics. Design and develop appropriate training materials, including PowerPoint slides, special reports, etc. Duty 5 General Summary: Percentage: 10 Annual Programmatic Review.

5 Schedule on-site review with the MWA, including notification of TIA agenda, expectations, and required documentation for pre-review. Conduct in-house pre-review, including evaluation of requested local policies, plans, contracts, grants, and memorandums of understanding to determine compliance with the TIA and the review guides. USDOL standards and priorities, data collection and analysis of current performance and expenditure levels, and participant file data collection utilizing information collected from the OSMIS. Conduct on-site review including MWA staff interview and discussion, question and answer session, and participant file review to determine compliance with eligibility standards. Recommend modifications of local operations, policies, and procedures to achieve greater MWA efficiency and effectiveness. Compose post-review correspondence including review summary, administrative suggestions, findings, and corrective action required on behalf of the MWA. Provide technical assistance, as necessary, to ensure the MWA is in alignment with the TIA and the USDOL standards of operation following the review. 16. This position independently develops and prepares for publication, new policy directives, program review guides, annual reports, recommendations for technical assistance, and evaluation of plans based on initial consultation and instruction from the Section Manager. 17. Guidance is sought when priorities of assignments conflict, issues that may be politically sensitive, areas in which policy/procedure are unclear, purchase of equipment and supplies, review and approval of documents and processing of payment vouchers. 18. This area is responsible for the management, administration and operation of federal and state funded programs through local sub-grantees such as governmental units, nonprofit corporations, or educational institutions. This position develops and disseminates state policies and procedures, reviews local planning documents, and provides technical assistance. 26. What are the minimum education and experience qualifications needed to perform the essential functions of this position. EDUCATIO: Possession of a bachelor s degree in any major. EXPERIECE: Departmental Specialist Four years of professional experience, including two years equivalent to the experienced (P11) level or one year equivalent to the advanced (12) level. KOWLEDGE, SKILLS, AD ABILITIES: Organizational skills; both written and verbal communication skills; ability to prioritize and complete assignments under a prescribed deadline.
