1 Implementation of the Single European Sky and its extension to Third countries Needs and expectations of the stakeholders with regard to the Network Manager Massimo GARBINI Network Management Board Chairman Warsaw, 28 th November 2011

2 The European challenge The Single European Sky has introduced challenging objectives for Europe in order to achieve the maximum ATM efficiency in terms of safety, capacity, environmental impact and costs. We have the common goals of making citizens fly efficiently and safely at a reasonable cost across Europe and worldwide. In these difficult times of global economic crisis and more specifically within all the complexity that the aviation sector is facing, it is even more relevant that we bring in our contribution to improve the ATM infrastructure performances. The Stakeholders of our sector and particularly the ANSPs are called to contribute in a relevant way to the improvement of the ATM Network. This new environment lays challenges and opportunities before us. We need to ensure that the challenges SES is putting forward are perceived as an opportunity and not as a threat. 1

7 Network Manager Expectations (1/2) The ATM service provision is by nature global, there is a need for a Network Manager to drive the European ATM operations. The Network Manager will provide its relevant contribution to the improvement of the European ATM System performance if all the ATM Stakeholders involved provide a coordinated support to the Network Functions. The Commission and the EU Member States took the decision to have the Industry take the lead in the Governance. Now they concretely have to support it. The Industrial Stakeholder, particularly the ANSPs, have to demonstrate their maturity. Positive involvement of third countries and their positive contribution. Network Manager concrete actions and objectives. Operational attitude of the Network Manager. 6

8 The Network Manager Expectations (2/2) All the operational Stakeholders must: proactively contribute commit to the relevant decisions taken by the NMB implement in partnership the important actions that the NM has defined. 7

9 Pan European perspective The consideration and involvement of third countries in the establishment and implementation of the Network Manger should contribute to the pan-european dimension of the single European sky. Representatives of operational stakeholders of Eurocontrol non-eu Member States may attend NMB meetings in support of the Eurocontrol representative. Representatives of Eurocontrol non-eu Member States will be invited to attend when required by Network Manager-related matters to the SSC meetings. Based on existing Eurocontrol working arrangements, the pan-european perspective will be ensured and all States and stakeholders will be fully involved through the cooperative decision making. 8

10 Conclusions Aviation is global by definition and this is especially true in the operations context. The SES should go beyond the EU borders. Single Sky initiatives provide important tools: Performance Scheme; Functional Airspace Blocks; R&D and deployment harmonization and integration; Network Functions. Network Functions represent the tool to ensure the continuous improvement of network performance in a Pan-European dimension. For the achievement of the objectives of the SES we need the direct involvement and full commitment of all the European stakeholders involved in the ATM operations. 9
