1 OXFAM IN ETHIOPIA JOB DESCRIPTION PUBLIC HEALTH PROMOTION (PHP) OFFICER Annual Salary and Benefits According to Oxfam Salary Scale Internal Job Grade National Contract type Fixed Term, 5 months contract Reporting to WASH TL Staff reporting to this post PHP Assistants Locations SPNNRS, Gedeo Zone, Dilla Zuriya and Kochere Woreda- Dilla/YergachifeTown Annual Budget None Shaping a stronger Oxfam for people living in poverty BACKGROUND Oxfam made its first donation to Ethiopia in 1962, which ranked it as one of the first INGOs in the country. As in many countries, Oxfam s work started in Ethiopia with humanitarian assistance and gradually expanded to include long-term development and advocacy. Intercommunal violence along the borders of Gedeo (SNNPR) and West Guji (Oromia region) zones was reported on 3 June Civilian deaths, damage to properties and to public infrastructures, including schools and health facilities were also reported. Government security forces are deployed to the area to prevent the escalation of the conflict and for protection of civilians, but the situation remains tense. The last upsurge in violence between the Gedeo and Guji communities started in Kercha woreda of West Guji zone and later spread to other woredas along the border on 13 April Houses were burnt down, damaged, looted and livelihoods destroyed, and at least 274,548 people were displaced in Gedeo, and scattered across Dilla Zuria, Gedeb, Kochere, Wonago and Yirgachefe woredas. Some 84,000 people were also displaced in West Guji zone. All IDPs in Gedeo zone are believed to be ethnic Gedeos displaced from West Guji zone. Around 67 per cent of the IDPs in West Guji zone are also believed to be ethnic Gedeos displaced within West Guji. 1 Regional authorities and hosting communities are providing first-line assistance to the displaced, but it is significantly inadequate. The capacity of the hosting communities is also being stretched to the limit. West Guji zonal authorities officially requested for food, plastic sheets and clothes assistance to the Oromia Diasaster Risk Management Commission (DRMC) on 4 June. Oxfam Ethiopia conducted rapid emergency need assessment Over the week of 5 th August 2018 in the conflict areas and has identified that huge gap of WASH, EFSVL and protection needs of conflict affected communities in Gedeo zone including Dilla zuriya and Kocheri 1 Ethiopia: West Guji-Gedeo Conflict Displacement Flash update 3, 06 June 2018

2 woeda, and decided to provide an emergency response in WASH, EFSVL and protection targeting an estimated population of 53,000 IDPs residing in 20 concentration centers and within the host community within Dilla Zuriya and Kocheri Woreda with possible of expanding to IDPs located in Waste Guji zone. TEAM PURPOSE To reduce suffering of conflict affected IDPs residing in concentration centre within host community in Dilla Zuriya woreda and Kocheri woreda of Gedeo Zone through addressing the causes of suffering from poor lifesaving WASH and environmental health facility and services and public health promotion activities so that their suffering and possible mortality and morbidity of conflict affected community specifically, women, girls, children, elders and from sanitation and hygiene related diseases including AWD would be reduced over the project period JOB PURPOSE To enable Oxfam to respond quickly to the Public Health Promotional requirements of the conflict affected IDP WASH emergency response. The work may involve, in an immediate stage, the assessment of the hygiene promotional needs that will target mainly reduction WASH related disease outbreak including AWD, or any other public health related diseases spread as well as building the capacity of the communities to better reach and alleviate the plight of the people affected by the emergency. Particularly, the work requires providing and/or or supervise the provision of technical support and assistance to the programme within an area of specialism specifically to work with communities and Public Health Volunteers/ Community Health workers/ Mobilisers at a local level, encouraging good hygiene practices amongst IDP communities residing both in concentration centre and within host community. Training mobilisers and key community members in the aspects of health promotion and disease prevention methods KEY RESPONSIBILITIES AND ACCOUNTABILITIES Technical Continually assess emergency needs, as requested, especially taking in the broader perspective of public health in the AWD outbreak Identify various target groups from operational area of OXFAM conflict IDP emergency response In co-ordination with the Monitoring Evaluation Accountability and Learning (MEAL) Officer, ensure that all monitoring is done in line with the agreed monitoring format. Facilitate, and when required, participate in distributions of cholera prevention kits with the distribution team. Ensure that work meets with SPHERE minimum standards and adheres to Oxfam s PHP promotion strategy, guidelines and protocols including Minimum Requirement (MR) in WASH and Core Humanitarian Standard in due consideration of AWD preparedness and response Assist your PHP assistances and community volunteers, Government health workers with, and where required participate in, community mobilization at IDP sites. Ensure that all technical work reflects the needs and preferences of different target groups of conflicts affected IDP at concentration center and integrated within the host community.

3 Lead and coordinate community level surveillances management and advising the program in relation to evidence based public health promotion to alleviate possible WASH related health risks Lead the assessment, and monitoring of water quality at public fountains and selected HH level and advice the partner and volunteer staff accordingly on the possible source/s of contamination and recommendations Training/learning Ensure that the OXFAM PHP Assistances, government sector and other partners staffs and IDP community volunteers and PHP groups are fully aware of the public health promotion Strategy of this response and all PHP activities are in line with strategy activities. With the support from PHP advisor and WASH team leader, activity participate and contribute in designing and delivering training for IDP community and government partners including WASH Co, and public health promotion volunteers Coordinate and co-facilitate all planned training activities with IDP managements, other partnering organization and woreda and kebele level personal involved at public health promotion and mobilization tasks in IDP centers and host community Periodically appraise the performance of the PHP staff in your team and identify areas where they require support and capacity building. Plan and carry out informal and formal training sessions to staffs, IDP community group and government partners and evaluate the impact of these trainings Take part in training delivery at community level -including women s groups and Child to Child activities, CLTSH, CHAST etc Extract, consolidate and share best practices and lesson learned and actively participate at lesson learning events in your geographical area. Co-ordination and Networking Liaise closely with the PHE and protection team throughout the planning, design and implementation stages of public health activities. Hygiene promotion is a vital element of PHE programmes. As appointed by the PM and WASH team leader, represent Oxfam PHP team at Zonal and woreda level WASH cluster meetings and technical working groups relating to conflict IDP emergency WASH and AWD prevention response. Collaborate and hold weekly meetings with programme support staff, such as, Protection, logistics and finance Coordinate with the all project partners and collaborating agency on the results of the water Quality Monitoring (the routine FRC monitoring and the periodical bacteriological water quality test result) and based on the result agree on activities to be undertaken Management responsibilities Day-to-day management of PHP assistant staff directly under your responsibility. In addition, Set objectives with staff under your direct management Implement and supervise the Public Health Promotion activities in the project area in interactive and participatory manner and ensure that the health promotion needs of the population are met In coordination with appointed PHE team, undertake intensive and regular field visits to supervise and assist in implementation of the PHP activities and take appropriate measures to tackle operation problems affecting the implementation processes and quality of the intervention. Ensure that work is carried out in a way that is sensitive to the community needs and gender issues. In particular, to promote the full and equal participation of women in all

4 aspect of the work and to ensure that Oxfam s programme is an opportunity for community cohesion and harmony rather than division Ensure that your team co-ordinate and integrate with PHE team members. Develop work plans with staff to ensure effective implementation of the programme Ensure that gender and protection issues are taken into account. Report regularly, verbally and in writing to the PHP Adviser/WASH team leader and represent Oxfam to other NGOs, agencies and Government authorities where requested. Take part in distribution activities, including identification of goods and materials, registration of beneficiaries and distribution of items to target communities Work closely with other program team to plan and ensure that PDM and KAP survey are executed as intended MEAL and Reporting Ensure that all PHP and related project activity information are regularly collected, verified and compiled and reported to PM/WASH Team leader at weekly, monthly and quarterly base Contribute o collection analysis and submission of PHP related information for project end reports where necessary, relating to progress made on WASH, with focus on objectives, obstacles and possible solutions, together with future plans and recommendations where necessary. In coordination with MEAL and communication team, support the PM and WASH team leader on collected, documented and shared that project learnings, best practices and case study KEY RESPONSIBILITIES AND ACCOUNTABILITIES Under the guidance of the Response program manager and WASH team leader take part in water, sanitation and hygiene needs assessments. Co facilitate community problem identification, planning (formulation of action plans, MOUs, hand over), implementation of community activities, participatory monitoring and evaluation, using community mobilisation, sensitisation techniques Work closely with community based institutions (such as WASH Co), community health volunteers, and local level government officials, undertake community (men, women, children) mobilization and their capacity building on quality WASH services Collaborate with other WASH team members, livelihood and MEAL colleagues to support the development of creative and holistic approaches to WASH programming Support WASH team to ensure adherence to minimum standards of technical quality in all WASH related activities and interventions In case of emergency response, undertake additional responsibilities related to respective functions Others Depending on the situation, the post holder may be asked to perform other tasks as requested by the supervisor. TECHNICAL SKILLS, EXPERIENCE & KNOWLEDGE ESSENTIAL Relevant qualification, degree in public health promotion or other relevant areas (e.g. BSc in Environmental Health Science, sociology, community development, adult education) Appropriate, relevant and comprehensive experience in the field of WASH may substitute for the formal qualifications and not vice versa

5 Relevant 3-5 years of practical experience in appropriate community based Public and environmental health programmes preferably, in an international NGO, out of which 2-3 years should be supervisory/managerial experience. Some of this time should have been in rapid emergency WASH response programmes specifically in undertaking community based Public Health Promotion projects at quick humanitarian response at IDPs in Ethiopia Demonstrated hands on expertise of various techniques and leadership on hygiene promotion and AWD preparedness / response Practical experience and understanding of community mobilization in relation to water and sanitation activities in humanitarian programmes, specifically to IDPs residing at concentration camp and integrated with host community Experience in developing appropriate training material & strong training skills Knowledge and expertise in undertaking/ administering community based interventions using community participatory methodologies (CHAST, CLTSH, PHAST etc.) and enhancing the sustainability of the implemented technologies Experience in working with local partners including government authorities, NGOs, community based organizations Demonstrated experience of programme integration and commitment to humanitarian principles and action to crosscutting issues including gender, protection, diversity, HIV and AIDS into public health promotion programme, Very strong communication and interpersonal skills. Sensitivity to cultural differences and the ability to work in a variety of different cultural contexts Be a team player and facilitate activity implementation to be undertaken within the agreed periods and timeframe Knowledge of and commitment to humanitarian principles (NGO/ Red Cross Code of Conduct) and with the Sphere Humanitarian Charter minimum standards. Sympathy with the aims and objectives of Oxfam and commitment to humanitarian principles and action Strong assessment, analytical, planning, negotiation, oral and written reporting skills. Ability to work under pressure and in response to the changing needs and willing to live and work in remote field conditions or locations with minimal camping requirements Ability to be self-initiative and able to work under minimum supervision. Good spoken and written English, and the ability to communicate fluently in local language will be highly beneficial (e.g. Amharic) This job description is not incorporated in the employment contract.
