2 BPCA EDG E Final Draft. Nv 2017 Assessment Plan General Pest Cntrl Technician Intrductin The General Pest Cntrl standard has been designed t perate as the prfessinal standard fr peple wrking as Pest Cntrl Technicians at Level 2 acrss the sectr. The assessment plan is t accmpany the standard and will ensure that the cmpletin f a General Pest Cntrl Technician Apprenticeship meets the requirements f the standard in terms f knwledge, skills and behaviurs. On cmpletin f the Apprenticeship, the individual will be recgnised as cmpetent t perfrm in the rle f General Pest Cntrl Technician acrss the sectr. This will be achieved by passing the End Pint Assessment. This plan utlines the End Pint Assessment.that apprentices must successfully cmplete t achieve their apprenticeship. 4 BPCA EDG E Final Draft. Nv 2017 On-prgramme Activities A rbust prcess f n-prgramme learning activities will ensure that apprentices make gd prgress twards the end pint assessment, which itself will be f sufficient quality t attest t the level f skills, knwledge and behaviurs required in the General Pest Cntrl Technician standard. Emplyers may wish t use their nrmal perfrmance management prcesses t mnitr the prgress f the apprentice, prvide feedback and guide develpment. Training prviders may wish t supprt this by ensuring that the requirements f the apprenticeship are reflected in these prcesses and by filling any gaps thrugh their wrk with apprentices. Emplyers and training prviders must carry ut jint reviews f prgress at 3 mnthly intervals, invlving apprentices, line managers and thers directly invlved e.g. mentrs, wrkplace caches, etc. There is a mandatry Prtfli that the Apprentice will, during the curse f their apprenticeship, create and maintain in rder t prvide supprting evidence that will be needed t supplement the knwledge, skills and behaviurs (KSBs) bserved by the Independent Assessr at the End Pint Assessment. This mandatry Prtfli will cntain evidence, such as vides, phtgraphs and ther examples f training, practical skills and experience that has been gained during the apprenticeship. The Prtfli will be used in the Prfessinal Discussin t prvide evidence f the Skills that may nt be bserved at the time f the Practical Assessment, due t seasnal r ther restrictins. End Pint Assessment Gateway Emplyers must satisfy themselves that apprentices are ready fr their end pint assessment fllwing a minimum f 12 mnths f training. Apprentices must demnstrate that they meet the fllwing criteria: Achieved a minimum level 1 English and maths and taken the tests at level 2 Satisfactry cmpletin f the structured training agreed with the apprentice by the emplyer A cmpleted prtfli t allw the apprentice t cnsistently demnstrate the knwledge, skills and behaviurs as described in the standard. Althugh the apprentice shuld nly be recmmended fr end pint assessment when they are ready, emplyers shuld have a remediatin prcess in place t supprt any apprentice wh des nt meet the cnditins f the end pint assessment. 4

5 BPCA EDG E Final Draft. Nv 2017 End Pint Assessment Timings and Activities It is suggested that the prcess f setting up the End Pint Assessment, as recmmended and utlined in the table belw, shuld begin arund 3 mnths befre the cmpletin f the apprenticeship. Timescale Wh Activity On-prgram Up t 3 mnths prir cmpletin E Apprentice /Emplyer/ Training Prviders n the ESFA register Emplyer External Assessment by Register f End Pint Assessment apprved rganisatin End Pint Assessment Engage in a structured prgramme f learning and assessment. Keep a prtfli f evidence f cmpleted tasks in the wrkplace (e.g. lgbks f wrk cmpleted, perfrmance review recrds, learning/training evidence) cvering cmpetencies, behaviurs and perfrmance n ccupatinal tasks Review prgress and ensure the apprentice is n track as part f regular tracking f prgress Achieve Level 1 in English and Mathematics and take the test fr Level 2 English and Mathematics Cmpletin f prtfli f evidence Emplyer and Training Prvider t identify any gaps and prduce a plan fr the final 3 mnths Emplyer t decide timing f the end assessment based n the utcmes f the n-prgram training and prgress demnstrated in the apprentice s prtfli f evidence. The E pulls tgether all activities which have taken place during the apprenticeship and prvides the verall final decisin as t the cmpetence f the apprentice fllwing the End Pint Assessment. End pint assessment must be undertaken by an independent assessment rganisatin that is n the Educatin Skills Funding Agency Register f Apprentice Assessment Organisatins. Assessment rganisatins must appint apprpriately qualified and experienced assessrs. Assessrs must be independent i.e. have n cnnectin with the apprentice, their training prvider r emplyer. The end pint assessment may be cmpleted within a tw mnth perid t accmmdate wrk scheduling and cst effective planning f resurces. The E will nrmally be dne ver a ne-day perid. Successful achievement f the end pint assessment will lead t final certificatin f the apprenticeship and demnstrate that the apprentice is a fully cmpetent General Pest Cntrl Technician. 5

6 BPCA EDG E Final Draft. Nv 2017 The E uses the fllwing three cmpnents and shuld be undertaken in this rder: Knwledge Test (weighting 30%); this will cver areas f underpinning and applied Knwledge Practical Assessment (weighting 40%); an bservatin f practical Skills in which the Apprentice will demnstrate their Skills, Behaviurs and underlying Knwledge, as required by the Standard Prfessinal Discussin (weighting 30%); this will take the frm f a prfessinal discussin and Prtfli review that builds n the evidence seen in the previus elements as well as explring thse Skills that are nt demnstrated at the time f the Practical Assessment. See Appendix 1 fr details f which assessment methd will be used t assess each element f the standard. Further details n each assessment element are prvided belw. Knwledge Test (Stage 1) Apprentices will be required t cmplete a technical based Knwledge Test cnsisting f a ttal f 40 multiple chice questins taken under examinatin cnditins in a cntrlled envirnment. Each multiple chice questin will have fur respnse ptins with ne crrect ptin. Questins will cver knwledge elements detailed in the Pest Management Cre Skills shwn in Appendix 1. There are 20 tpics cvered in the Pest Management Cre Technical Skills in Appendix 1. Each tpic will have 50 questins in a shared questin bank set, held and mderated by the Assessment Organisatin and made freely available. The Knwledge Test will ensure that at least 2 questins are asked n each tpic frm the Pest Management Cre Technical Skills in Appendix 1. The assessment will nrmally be a 1-hur n-line questin paper and will enable apprentices t demnstrate cre technical knwledge acrss the General Pest Cntrl Technician standard, as detailed in Appendix 1. Shuld the apprentice suffer frm a language, learning r physical disability assistance can be prvided including the prvisin f a paper based questin paper, the prvisin f a scribe and / r additinal time t cmplete the paper. This additinal supprt will be prvided at the discretin f the Assessment Organisatin. The Knwledge Test will take place at the start f the Assessment day, ahead f the Practical Assessment and Prfessinal Discussin. The questins will be determined and standardised by assessment rganisatins in cnsultatin with representative emplyers. The apprentice will take the knwledge test in a suitably cntrlled envirnment recmmended by the assessment rganisatin and emplyer in the presence f an invigilatr. The invigilatr will be surced by the assessment rganisatin. The test will be marked immediately by the independent assessr, fllwing a marking guide prduced by the Assessment Organisatin. The Knwledge Test will be marked ut f 100 marks. The 40 questins in the test will each have a mark f 2.5 fr every crrect answer given; a minimum f 60 marks will be needed t pass. The Knwledge Test marks and assciated grades are shwn at the tp f Table 2. The Knwledge Test mark will prvide a percentage scre twards the verall apprentice grade when the weighting fr this assessment methd is applied i.e. Knwlede Test mark x 0.3 [Knwlede Test 30% weighting] = Knwledge Test percentage scre twards verall apprenticeship grading. 6

7 BPCA EDG E Final Draft. Nv 2017 Practical Assessment (Stage 2) Apprentices will cmplete a practical bservatin assessment, typically t match the tasks described in the Practical Observatin Assessment Table 1 belw and the assciated Perfrmance Criteria (Table 2). During cmpletin f the tasks in a real wrk envirnment, apprentices will be expected t demnstrate the knwledge, skills and behaviurs they have learnt thrugh cmpletin f the apprenticeship prcess thrugh: Cmmunicating with team members and thers Demnstrating apprpriate behaviur expected in the wrkplace Wrking t agreed prcesses and methds If, during the practical assessment the pprtunities t assess all the required knwledge, skills and behaviurs (KSBs) d nt naturally arise, the Prfessinal Discussin shuld be used t give the apprentice the pprtunity t demnstrate thse KSBs that may nt have been bserved during the practical bservatin. The duratin f the Practical Assessment will typically be n lnger than 2 hurs and shuld take a minimum f 1.75 hurs t cmplete. The Practical Asssessment will take place after the Knwledge Test. The Practical Assessment will be managed and marked by an independent assessr appinted by the independent assessment rganisatin, this shuld be the same independent assessr wh cnducts the Knwledge Test and Prfessinal Discussin see belw. The independent assessr must be currently wrking in the industry and ccupatinally cmpetent. Assessrs will have freedm t ask questins in supprt f the tasks being bserved. Assessment rganisatins will prvide a standard template upn which t recrd the assessment utcme. This Practical Assessment will prvide the pprtunity fr the apprentice t demnstrate cre and specific knwledge, skills and behaviurs as detailed in Appendix 1 in a realistic wrk situatin. This will ffer the pprtunity t bring tgether and apply their learning. Apprentices will be assessed t cnfirm that they can apply their knwledge t safely perfrm peratinal pest cntrl activities with minimum supervisin. The Practical Assessment will be marked ut f 100 marks; a minimum f 60 marks will be needed t pass. Criteria fr marking and grading the practical assessment are shwn in Table 2. The Practical Assessment mark will prvide a percentage scre twards the verall apprentice grade when the weighting fr this assessment methd is applied i.e. Practical Assessment mark x 0.3 [Practical Assessment 30% weighting] = Practical Assessment percentage scre twards verall apprenticeship grading. 7
