Subject: The African Development Bank (the Bank) hereby invites Individual Junior Consultants to indicate their interest in participating in ORPF s assignment entitled Junior Consultant (Business Analyst)-Project Procurement Workflows. 2. Brief Description of the Assignment: The Bank s Departments of Procurement and Fiduciary Services Department (ORPF) and Corporate Information Management & Methods Department (CIMM) have jointly developed an on-line IT system otherwise known as Project Procurement Workflows (or PPW ) for the review and clearance of project procurement documents. This system is based on SharePoint 2010 and is currently under deployment to the entire institution in several phases. ORPF and CIMM are seeking a Junior Consultant to work with Bank staff on the following tasks: Work with Procurement Specialists and Task Managers to ensure smooth deployment of the PPW in their respective countries; Develop reference manuals for PPW end-users; Work with ADB Call Centre in responding to end-user queries and requests for assistance; Prepare daily, weekly and monthly reports on system utilization and resolution of end-user concerns; and Any other ad hoc assignment as requested by ORPF Management. 3. Terms of Reference for the Assignment: The detailed TORs are attached in Annex A. 4. The Department Issuing the Request: The Procurement and Fiduciary Services Department invites Individual Junior Consultants to indicate their interest in providing the above-described services. Following the format in Annex B, interested Junior Consultants shall provide, in their CVs, information on their qualifications and experience demonstrating their ability to undertake this assignment. 5. Selection Process: The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank s procedures for the acquisition of consulting services funded by the administrative or capital expenditure budget. The Bank is under no obligation to shortlist any individual consultant who expresses interest. It is expected that interested individual consultants shall already be registered or register in the Bank s DACON System for consultants. 3 Terms of Reference Business Analyst (Junior Consultant) ORPF Project Procurement Workflows ANNEX A A. Background 1. The African Development Bank Group ( AfDB or Bank ) is a regional multilateral development finance institution established in 1963 with a mandate to further the economic development and social progress of African countries, individually and collectively. The Bank has approximately 2000 staff members recruited from a wide geographic area. There are currently 78 different nationalities from Africa, Asia, Europe and the Americas represented within the Bank which makes the institution multicultural in every sense of the word. The Bank has two official languages: English and French. It co-operates with a large network of international development partners. Corporate Information Management & Methods Department (CIMM) The strategic objective of the Corporate Information Management department (CIMM) at the Bank is to align the IT delivery strategy with the Bank s business strategy and to increase organizational effectiveness through efficient use of Information Systems (IS). Under the leadership of the Bank s Information System s Director, the Bank s mandate for CIMM is the delivery of the best IT services for Bank staff and to achieve results that draw the Bank closer to accomplishing its development goals. Procurement and Fiduciary Services Department (ORPF) The Procurement and Fiduciary Services Department (ORPF) reports to the Vice-President Country and Regional Programs and Policy Complex (ORVP). Among other duties, the Department supports the Bank s Sector Departments in Project Cycle activities in the areas of procurement (by ORPF1) and financial management (by ORPF2). From its Borrowers, the Bank receives and reviews procurement related documents which require its No Objection, Approval or Action. The processing of these documents is the focus of this assignment. 2. Project Procurement Workflows (PPW) ORPF and CIMM have developed an on-line tool otherwise known as Project Procurement Workflows in order to automate the review and clearance of project procurement documents. This tool is based on SharePoint The diagram below depicts the automated workflows.

Objectives After piloting the IT system, ORPF and CIMM are now in Phase I of Bank deployment with eight 8 countries (Tunisia, Cote d Ivoire, Nigeria, Ghana, Cameroon, Kenya, Malawi and Swaziland). A decision has been made to continue deployment to other parts of the Bank in Q To ensure success, ORPF and CIMM are looking for a Junior Consultant to work with Bank staff to (i) carry out set-up activities for the usage of the PPW, (ii) produce user manuals and training materials and (iii) prepare system utilization reports, as further elaborated below. C. Scope (and Deliverables) of Assignment 1. The assignment shall be conducted with the required professionalism and due diligence to achieve the above-referenced objectives. 2. Under the guidance of the ORPF Business Representative and CIMM Project Manager, the Junior Consultant shall undertake, and/or assist with, the following tasks: Develop PPW communication materials in order to deliver tailored information for different stakeholders; Draw and model procurement processes and diagrams; Write and document reference manuals for PPW end-users; Produce specific quick guides (in English and French) for different end-user profiles of the PPW (Task Managers, Procurement Specialists, Regional Procurement Coordinators, Managers, Administrators ) and different processes;

5 Work with Procurement Specialists and Task Managers to ensure smooth deployment of the PPW in their respective countries; Work with CIMM colleagues at the ADB Call Centre in responding to end-user queries and requests for assistance; Prepare daily, weekly and monthly reports on system utilization and resolution of end-user concerns and resolution of system bugs detected; and Perform any other assignments as may be requested by CIMM or ORPF. 3. Deliverables Following is a list of expected deliverables for this assignment: Reference guides for PPW ; Training materials and reports; Reports on system usage and resolution of identified system bugs; and Any other documents required for training or support purposes. D. Duration of Assignment The assignment shall be performed at the Bank s Headquarters in Abidjan and the estimated duration of services shall be four (4) months renewable (conditioned on continued need for services and availability of budget) from the date of assumption of duties and the estimated starting date is 15 September, E. Bank Contribution and Supervision The Junior Consultant will be supervised by professional staff of ORPF and CIMM. F. Essential Specialized Skills/Knowledge/Competencies The Junior Consultant shall hold a Master s Degree or equivalent, in a relevant discipline such as Procurement, Information Technology, Engineering, Science, Business, Commerce, Mathematics, Statistics, Architecture or Law. The consultant shall; (i) be a national of Bank Member Countries; (ii) be less than 32 years of age; (iii) have a minimum of two and a maximum of five years of relevant and full-time working experience; (iv) have working knowledge of the Bank s standard software (Word, Excel, Access, Power-point and Web-tools); and (v) have working knowledge of English or French language and practical knowledge of the other language. Knowledge of the general public procurement concepts, principles and the practices which govern international public procurement, procedures, processes as well as the workings of the Bank s operations Project Cycle and implementation environment, though not a requirement, will be an added advantage.
