8 Upskilling potential Of the 1763 total participants assessed, 210 (12%) scored <3 on at least one assessment. Of those 210 participants, only 49 went into upskilling. Of the 49 participants in upskilling, only 14 had taken all three tests and scored <3 Opportunity: Move more participants from assessment to upskilling and move people in upskilling to assessment.

Communicate better with students so they know the next step. What process can staff communicate? Consider a coach monitoring KeyTrain activity.

19 Guiding Purpose Through sustainable networks that are well equipped and prepared for collaboration, innovation, and leadership, catalyze change in the workforce ecosystem by: 1. Determining whether skill assessments have the potential to open and accelerate access to quality career pathways for individuals, and 2. Increasing the pool of quality applicants available to companies and helping companies identify frontline workers with potential to advance.

20 Goal 1 Increase access to quality career opportunities by creating an infrastructure for jobseekers to learn about and acquire skills scores, engage in upskilling or technical training, and access career pathway opportunities. Strategies: Support and strengthen assessment network: assure easy access to assessments for targeted jobseekers. Innovative upskilling: deploy multiple, creative ways for people to access upskilling necessary for entry into employment or technical training Map pathway opportunities: assure participants can access career pathway programs.

21 Goal 2 Establishing the value of skill scores. Create a viable alternative to a traditional selection process by helping businesses to recognize the value of skills scores and to use them to interview, hire, and advance talent. Strategies: Embed skills scores into technical training programs business is recruiting from for high demand jobs. Leverage work of community organizations and OMJ who are already talking to business to streamline work. Provide deep support and assistance to targeted businesses interested in skills based approaches.

22 Goal 3 Strengthen our workforce system by creating a partnership network that implements this initiative and is well equipped and positioned for future collaborations. Strategies: Pilot and enhance a partner referral process. Equip network partners and staff to better match participants with engaged businesses. Engage with the State of Ohio to revisit technology components and maintain support for skill scores. Strengthen connection to local OMJ centers.
