1 ORGANISATIONAL DEVELOPMENT ADVISER MINISTRY OF DEVELOPMENT PLANNING AND AID COORDINATION (MDPAC) Position: Organisational Development Adviser Duration: 12 months with possible extension ARF Classification: C3 Permanent Secretary, Ministry of Development Planning and Aid Coordination Head of Program, Governance Counterparts: MDPAC Under Secretaries and Directors Location: Honiara, Solomon Islands Performance Management and Reporting Framework: DFAT Adviser Performance Assessment and relevant program reporting framework Australian Aid to Solomon Islands Australia has an enduring interest in a stable Solomon Islands, underpinned by economic growth and viable institutions. Under the Solomon Islands Aid Investment Plan, Australia s aid program in Solomon Islands focuses on three strategic objectives: 1. Supporting stability; 2. Enabling economic growth; 3. Enhancing human development. Solomon Islands Governance Program The Governance Program (1 July 2017 to 30 June 2021) works with Solomon Islands Government (SIG) central agencies including the Ministry of Finance & Treasury (MoFT), the Ministry of Public Service (MPS) and the Ministry of Development Planning and Aid Coordination (MDPAC) to implement reforms in key areas such as public financial management, budgeting and human resource management. The Governance Program is cross-cutting in that it works closely with Australia s programs in health, education, transport, growth, justice and policing to create an enabling environment for effective service delivery in those sectors. Ministry of Development Planning and Aid Coordination (MDPAC) MDPAC is responsible for oversight of the Solomon Islands National Development Strategy (NDS) and the Medium-Term Development Plan (MTDP). The NDS provides a strategic vision and roadmap for long term development projects and reforms aimed at improving the social and economic livelihoods of all Solomon Islanders. The MTDP prioritises these activities and promotes a medium-term approach to budgeting. At a more practical level, MDPAC works closely with a range of key stakeholders including other central agencies, line ministries, and donor partners, to formulate the annual development budget in line with priorities outlined in the NDS and MDTP. Internally, the MDPAC Corporate Plan outlines the types of legislative and administrative reforms required to streamline and strengthen the links between planning and budgeting both at the national and provincial levels. Organisational Development Adviser The purpose of this role is to build the organisational capacity of MDPAC to fulfil their oversighting responsibilities of the NDS and MTDP, and to effectively deliver the strategic objectives outlined within their Corporate Plan. In doing this, it is expected the Adviser will work in a consultative way across all three Divisions of MDPAC to identify existing organisational strengths and weaknesses, and to develop contextually appropriate opportunities for improvement. At a more practical level, it is expected 1

2 this role will support MDPAC counterparts during the annual budget consultation/formulation process and assist them to update and publish the MTDP based on revised annual development budget allocations. This position will be remunerated in line with the Australian Government s Adviser Remuneration Framework ( and will fall within Discipline Group C, Job Level 3. Expected outcomes: 1. MDPAC s technical capacity to support development planning and budgeting processes is strengthened. 2. Improved development budget implementation (as shown by traffic light reporting) by line agencies. 3. MTDP log-frames being implemented. Roles and Responsibilities In accordance with priorities identified in an agreed work plan, the Adviser will: 1. Assist MDPAC to promote SIG-wide understanding of the need for better alignment between NDS, MTDP and ministry-based development planning and budgeting. 2. Support MDPAC to work closely with all SIG Ministries as part of the annual budget consultations, and to participate in various budget oversight committees with other central agencies. 3. Assist MDPAC to review and update the MTDP as required. 4. Assist MDPAC to establish systems for effective monitoring, evaluation and reporting on progress with NDS, MTDP and annual development budgets. 5. Work in a flexible and adaptive way with all MDPAC Divisions to review progress with the MDPAC Corporate Plan and identify priorities and responsibilities for moving forward. 6. Work internally with all MDPAC Divisions to identify existing organisational strengths and weaknesses and design contextually appropriate capacity building solutions and strategies. 7. Work collaboratively with all MDPAC Divisions to develop a Capacity Building Plan which outlines practical and sustainable strategies for organisational improvement. 8. Develop and deliver internal training for MDPAC counterparts as required. 9. Support MDPAC counterparts to implement and/or improve internal systems for monitoring, evaluating and reporting progress on Corporate Plan activities. 10. Support MDPAC to fulfil its mandate as the focal point for coordinating and managing official development assistance. 2

Support MDPAC to compile Solomon Islands voluntary reporting to the United Nations on progress made against the Sustainable Development Goals in Work collaboratively with other Advisers, including those from SIG s other donor partners such as World Bank, Asian Development Bank (ADB) and International Monetary Fund (IMF). 13. Support implementation of the Solomon Islands Public Service Gender Equality and Social Inclusion Strategy (GESI) as part of a mainstreamed approach to development planning. 14. Any other duties as directed by the PS MDPAC and the Head of Program, Governance. Key Deliverables: 1. Situational Analysis within two weeks of commencement: includes a brief synopsis of the current situation [based on initial observations from the Adviser], and identifies potential opportunities for change or improvement, and expected barriers or constraints. 2. Work Plan within one month of commencement: outlines how the Adviser plans to structure activities to deliver the expected outputs and outcomes from the TOR. The work plan must be developed in consultation with MPS counterparts and approved by the PS MDPAC. 3. Organisational Capacity building plan including sustainability strategy within 3 months of commencement: identifies capacity building issues and approaches and outlines future resourcing requirements to address barriers/constraints. This plan must also include strategies for handing over responsibilities to SIG counterparts once the Adviser departs. 4. Technical Quarterly Reports: outlines progress against expected outcomes and work plan activities. The Quarterly Report to be provided to Head of Program Governance. 5. Exit report: outlines a frank assessment of progress against the work plan, a concise situational analysis, and recommendations to inform decisions around future support. Reporting Lines and Performance Management 1. The Organisational Development Adviser will report on a day to day basis to the Under Secretary, Strategic Planning Programme Quality Group and the Under Secretary, Programme Development, Coordination & Monitoring Group. 2. The Organisational Development Adviser will be expected to work predominantly with the MDPAC Directors but will collaborate with other SIG personnel as agreed in the work plan. 3. The Organisational Development Adviser may have direct engagement with AHC Governance team to provide project briefings and updates. 4. Monitoring and evaluation of performance will be undertaken by the Head of Program, Governance in collaboration with PS MDPAC and key counterparts in MDPAC. 3

The Adviser will report on contractual and administrative matters to the SIRF Facility Manager SELECTION CRITERIA Qualifications Tertiary qualification in management, international development, organisational development, project management or other relevant discipline. Essential Experience and Knowledge 1. Minimum of 10 years relevant experience in building organisational capacity to deliver national long and medium-term development plans and budgets aimed at promoting economic growth and sustainability. 2. Proven experience in developing and implementing monitoring, evaluation and reporting frameworks. 3. Outstanding communication and interpersonal skills including the ability to build effective relationships, convey technical information, and work with multiple stakeholders in a cross-cultural context. 4. Demonstrated ability to share knowledge and build individual, team and organisational capacity through mentoring, coaching and other professional development methods within an international development context. 5. Excellent analytical and report writing skills and a practical approach to problem solving and risk management. 6. Demonstrated understanding of, or direct experience in, applying gender equality and anti-corruption strategies. Desired Experience and Knowledge 7. Experience working in Solomon Islands or other Pacific Island country. Solomon Islands Resource Facility (SIRF) Cardno has been engaged to provide a facility management team to manage the Solomon Islands Resource Facility operations to ensure effective service delivery, including: 1. Conducts procurement and contract management of technical assistance and supports performance management 2. Provides support services (management of residential accommodation, maintenance services and security) for Australian Government s deployees and technical advisers; and 3. Financial management and reporting including monitoring and evaluation of the Facility 4

5 The Facility is a critical source of operational support to DFAT, deployees and Technical Advisers (TA) as they attempt to navigate a shifting operating context, consolidate previous achievements while also prioritising new ways of working to ensure Australia s assistance better achieves service delivery impact. The SIGP is supported by SIRF and the successful candidate will be recruited through SIRF.
