3 ABOUT CAD THE CENTER OF PARTNERSHIPS FOR DEVELOPMENT CAD, the Centre of Partnerships for Development, was established in 2006 with the aim of promoting cross-sector partnerships. It has formed a global network of experts specialised in fields related to human and sustainable development. These experts share the conviction that partnerships are essential if innovative and sustainable solutions for improved development are to be realised. CAD collaborates with a number of multilateral organisations, private sector companies as well as Non Governmental Organisations across all continents. Thanks to the talent, expertise and motivation of its unique network of experts, CAD has the flexibility to immediately put in place a multidisciplinary project team to meet the needs of its partners and clients. 5 a driver for inclusive development Green Growth and Green Economy have become global trending policy topics over recent years. According to the UNEP definition a Green Economy refers to an economic model that results in improved human well-being and social equality, while significatly reducing environmental risks and ecological scarcities. It puts forward a development path that should maintain, enhance and, where necessary, rebuild natural capital as a critical economic asset and source of public benefits, especially for poor people whose livelihoods and security largely depend on nature. A green economy can be defined as one that is low carbon, resource efficient, socially inclusive and innovative. Practically speaking, it is an economy whose growth in terms of income and employment is driven by public and private investments that foster innovation committed to reducing carbon emissions and pollutions, enhancing energy and rource efficiency, and preventing the loss of biodiversity and ecosystem services. The UN Conference on Sustainable Develepment (Rios+20), held in 2012, confirmed and endorsed the concept of a Green Economy as a path for fostering economic growth and development while preserving natural assets. However, to make the concept relevant for developing countries, inclusive growth, especially in the form of job creation and skills development, is extremely important in order to lift people out of poverty and build greater social cohesion. Only if Green Growth is human-centred and takes concepts such as equality, access and pro-poor growth into account, can it become relevant model for developing countries. Greening the economy in an inclusive manner calls for models adapted to each country context, based on their specific political, economic and social realities, integrating strong political commitment, with long-term societal transformation towards greener and more inclusive development. 6 CAD SERVICES PROMOTING A GREEN ECONOMY STRATEGIC ADVICE FOR MAINSTREAMING GREEN AND INCLUSIVE GROWTH CAD provides advisory services, with an analysis of the state of the GE in a given country and recommendations on the sectors with greater potential for Green Growth, markets and products for a GE, as well as the possible design of policies to move towards a GE. Advisory services are based on through stakeholder analysis, as well as a study of available policies, strategy papers and the economic struc- ture. The analysis can serve as a basis for relevant stakeholders to consider the strategic implications of GE on a policy, as well as on a sector level, and helps to mainstream fragmented policies and programmes already being implemented. Based on the results of the aforementioned analysis, CAD supports governments and other relevant stakeholders in integrating GE aspects into national strategic plans, sector strategies, PRSPs, etc. GE integration must be led by relevant government authorities with a strong mandate. CAD offers brokering and advisory services throughout the process and organises the necessary stakeholder engagement process, involving all relevant stakeholders on a national, regional and local level. The engagement process is essential for creating an inclusive framework for GE, for aligning interests, and for building the often lacking awareness as regards GE. SECTOR- AND THEME-BASED STUDIES RELATED TO GREEN ECONOMY AND CLIMATE CHANGE CAD provides advisory services, with an analysis of the state of the GE in a given country and recommendations on the sectors with greater potential for Green Growth, markets and products for a GE, as well as the possible design of policies to move towards a GE. 7 Photo: unsplash.com (Dikaseva) Greening SMEs With its special emphasis on supporting SMEs in developing countries, CAD has developed training workshops and specific content for greening SMEs, helping them to adapt to the challenges of climate change, energy and resource efficiency. CAD experts provide training on resource efficiency in SMEs under Profitable Environmental Management (PREMA), supporting small companies with a view to improving their environmental, social and economic performance, while at the same time improving the companies organisational set-up and management. In addition to the provision of direct training for SMEs, CAD supports international and business organisations in the development of training tools, as well as interactive web platforms for SMEs adapted to the specific circumstances of a sector or country context. Projects include SME training in Ghana or management of the IFC SME Toolkit. Creation of Cross-Sector Partnership Strategies to Promote a Green Economy Promoting a Green and Inclusive Economy involves many different types of actors and can only be adressed successfully through partnerships between different stakeholders. CAD advises governments, international organisations, private companies and civil society organisations throughout the entire partnership life cycle - from the identification of partners to the active brokerage of existing ones. One key tool is the Partnership Resource Matrix (PRM) which identifies key strategic partners, values the resources that they can bring to a project and builds a collaboration framework that combines different interests to achieve common goals, and helps design a road map and an action plan for forging partnerships between stakeholders from different sectors. With the Life Cycle of Strategic Partnerships tool, CAD provides support to organisations in the design, implementation, management, as well as the monitoring and evaluation of partnerships, based on the Partnering Initiative model. 7

10 RELATED PROJECTS BY CAD 1 Photo: pixabay.com (Logga Wiggler) CONSULTANCY SERVICES FOR PILOT TESTING THE GREEN GROWTH POTENTIAL ASSESSMENT (GGPA) IN PERU (2016) The objective of this assignment is to apply GGGI`s Green Growth Potential Assessment (GGPA) Methodology to Peru to support the government in carrying out a gap analysis as a preliminary step toward the formulation of its National Green Growth Strategy. The project is structured into three components: Extensive desktop research covering a situation analysis in the context of green growth for achieving sustainable development in Peru; Validation of the results of the desk research; and Rapid analysis of priority sectors and drafting of key recommendations.cad coordinates the implementation of all project activities carried out by the consortium partners across the three componets, and is leading Component 1. World Bank - Development of A Green Growth Plan For Surabaya, Indonesia (SUEEP - Phase3): Inclusive Green Growth For EAP Cities ( ) The objective of this project is to provide technical assistance and build institutional capacity that would enable the city government of Surabaya to develop its sustainable urban energy and emission plan and a roadmap to meet their growing energy challenges. The Green Growth Plan that consultants will help the city government to elaborate will comprise two parts: Green Growth Energy and Emissions Plan as well as Green Business Plan. 11 3 DEVELOPMENT OF A MARKET STUDY FOR THE POTENTIAL OF GREEN BUILDINGS IN COSTA RICA ( ) Photo: chainimage.com The objective of this consultancy was to assess the market opportunities for a proposed Green Buildings program in Costa Rica, including aspects related to the existing regulatory framework, building stock, energy and water consumption patterns and possible financial institutions (FIs). Innovation Demonstration for a Competitive and Innovative European Water Reuse Sector ( ) The ability of Europe s communities to respond to increasing water stress by taking advantage of water reuse opportunities is restricted by low public confidence in solutions, inconsistent approaches to evaluating costs and benefits of reuse schemes, and poor coordination of the professionals and organisations who design, implement and manage them. The DEMOWARE initiative will rectify these shortcomings by executing a highly collaborative programme of demonstration and exploitation, using nine existing and one greenfield site to stimulate innovation and improve cohesion within the evolving European water reuse sector. The project is guided by SME & industry priorities and has two central ambitions; to enhance the availability and reliability of innovative water reuse solutions, and to create a unified professional identity for the European Water Reuse sector. 4 Photo: unsplash.com (Leo Rivas-Micoud) 11

12 5 Photo: pixabay.com (Proe2) GREEN GROWTH AND HUMAN CAPITAL DEVELOPMENT IN SUB- SAHARAN AFRICA IN-DEPTH ANALYSIS AND ASSESSMENT ON TRANSITION TO GREEN GROWTH ( ) The requested service consisted of an in-depth analysis of green growth implications on human capital development in Sub-Saharan Africa, analysing which policies, sector strategies or business models do not only provide green growth, but also have a positive impact on job creation, poverty reduction and better service delivery in health and education. 6 Promoting Sustainable Energy in Trinidad and Tobago ( ) The consultants developed a sustainable energy framework for the government of Trinidad and Tobago. This included the institutional strengthening of government entities for the formulation and implementation of policies towards the use of renewable energy and the promotion of energy efficiency. The objective of the research was to support CPRAC in its mission to promote sustainable consumption and production in the region through a more mainstreamed implementation of its activities with programs and activities of the local governments, as well as of donor and research organizations. 12

The study was based on country studies in 5 different African countries. The consultants carried out a pilot application in Namibia, supervised the other country studies and developed an overall report defining market potential for Green Economy of GIZ in Sub Saharan Africa. 9 Feasibility study for a climate change centre for adaptation and low carbon development in the Maldives (2010) Set up the cornerstones of the Climate Change Centre for Adaptation and Low Carbon Development in collaboration with the Ministry of Housing, Transportation and Environment of the Maldives and UNDP.
