3 INTRODUCTION The ICT Authority is a public agency entrusted by the Government of Kenya to provide information and communication technology advisory and consultancy services to the public service. Created through Legal Notice 183 of 2013, the Authority is charged with the broad mandate to entails enforce ICT standards in Government and enhancing the supervision of its electronic communication, promote ICT literacy, capacity, innovation and enterprise in line with the Kenya National ICT Master plan The authority also provides consultancy service in development and implementation of business applications in MCDAs. The mandate of the Authority as stipulated in the Legal Notice include: i) Set and enforce ICT standards and guidelines for human resource, infrastructure, processes, systems and technology for the public office and public service ii) Deploy and manage all ICT staff in the public service iii) Facilitate and regulate the design, implementation and use of ICTs in the public service iv) Promote ICT Literacy and Capacityv) Promote E Government Servicesvi) Facilitate optimal electronic form, electronic record and equipment use in the public service. vii) Promote ICT Innovation and Enterprise viii) Facilitate the establishment, development and Maintenance of secure ICT Infrastructure and Systemsix) Promote ICT innovation and enterprise x) Establish, develop and maintain secure ICT infrastructure and systems xi) Supervise the design, development and implementation of critical ICT projects across the public service xii) Implement and manage the Kenya National Spatial Data initiative The Authority has also been the implementing agent of key national projects namely the Digital Literacy Programme (DLP), and the Presidential Digital Talents Programme (PDTP). 4 SCOPE OF THE ASSIGNMENT The overall objective of the assignment is to undertake a review of the Authority s activities during the Strategic Plan period, review the national and sectoral policy and development plan documents and develop the strategic plan for the Authority. The specific objectives include: i. To review the extent of achievement of the goals and objectives of the Strategic Plan and identify key lessons learned by the Authority from implementing this plan. ii. To coordinate the process of envisioning a strategic direction, collating and reviewing information and content necessary for the preparation and successful completion of the ICTA Strategic Plan for the period iii. To develop a Strategic Plan for the Authority covering the 2019/ /23 financial years. iv. To ensure successful completion approval by the management and Board of Directors and dissemination of the Strategic Plan. The objective of this expression of interest is to shortlist eligible firms with proven capability to develop a robust Strategic Plan for the Authority. 5 IMPORTANTS NOTES TO THE CANDIDATE a. The questionnaire is to be fully and comprehensively completed in all respects b. All documents must be submitted in English Language c.
