INTRODUCTION 1.1 Introduction and Issuer Information Technology Department, Government of Jammu and Kashmir invites the eligible bidders to submit their Expression of Interest (EOI) for providing Providing Skilled Human Resource to Electronics System Design Manufacturing (ESDM) " in accordance with the conditions and manner prescribed in this Expression of Interest document. 1.2 Purpose The purpose of this Expression of Interest is to shortlist reputed and qualified Training Partners to conduct trainings in ESDM sector. The objective of this document is to provide the detailed scope of work, terms and conditions and parameters for selection of the bidding training partners. 1.3 Name of the Scheme Skill Development in Electronics System Design Manufacturing (ESDM) Sector 2. OBJECTIVE The objective of the scheme is to enhance the human resource availability in the Electronics System Design and Manufacturing (ESDM) sector. The scheme, inter alia, aims to: To provide financial assistance for facilitating skill development for 15,000 persons across the State in ESDM Sector for improving the employability of the students/unemployed youth. Attract the Human resource undergoing studies in schools ( IX standard onwards)/ ITIs/Polytechnics/UG Colleges (non-engineering) and the school drop outs/unemployed youth and provide them additional skills that are recognized by industry for employment in the ESDM sector. 3 P a g e

4 3. DURATION OF THE PROJECT The project would be implemented over a period of four years. 4. ESDM TRAINING LEVELS AND COURSE DURATION It is proposed to impart ESDM training to the persons at five levels of courses depending on the entry criteria as follows: Lower Level Skills Middle level skills Higher level skills Level Unskilled Semi-skilled Supervisor Master technician/ Trainer (L5) (L1-L2) (L3) (L4) Equivalence IX-X std. CRITICAL INFORMATION Bidding agencies are advised to study this EOI document carefully before submitting their proposals in response to the EOI Notice. Submission of a proposal in response to this notice shall be deemed to have been done after careful study and examination of this document with full understanding of its terms, conditions and implications. Cost of EOI Document in the form of Demand Draft A non-refundable fee of Rs 5000/- (Rupees two thousand only) in the form of DD in favour of Treasurer JaKeGA, needs to be enclosed as a part of bid proposal submitted by bidder on or before up to 4:00 PM. 5. Opening of Responses The proposals will be opened on at 10:00 AM 6. 6 5.1 FORMS The responses to this EoI must be complete and comprehensive with explicit documentary evidence in support of all the eligibility criteria mentioned (Form to be submitted is mentioned in Annexure-A). Additional sheets may be attached for adding more information. 5.2 Short listing / Rejection In case the participation is more the ITD reserves the right to shortlist the companies/ agencies based on eligibility criteria as mentioned. Incomplete responses without the required documents are liable to be rejected. The ITD reserves the right to withdraw/ cancel/ modify any action to this invitation without any prior notice. 5.3 Terms and Conditions a. If desired, the ITD may ask for further clarification and/or further information from the bidders. b. The eligible Training Partners may be asked to make a presentation/demonstration before the department; case studies and demos can be presented in the same. c. Based on the responses and the nature of work currently being done by the Training partner, the Department may decide to float a Request for Proposal (RFP) for selection of such Training Partners, who have responded to this EoI or may decide to float an Open Tender. d. The ITD reserves the right to withdraw/cancel any action to this invitation without assigning any reason, whatsoever. e. The ITD shall not bear any cost/expenses incurred by the Training Partners in EoI response. f. All response to the EOI must be sent in a sealed cover superscripting Proposals for selection of Training Partners for Skill Development in Electronics System Design & Manufacturing (ESDM) in Jammu & Kashmir State for a period of Four Years. 6 P a g e

7 g. Open responses received through / Fax etc. will not be considered. The ITD will not be responsible for non-receipt of EoI within the specified date and time due to any reason including postal holidays or delays. h. In case the specified date of submission of EoI is declared a holiday in Jammu & Kashmir, the responses will be received till the specified time on next working day. 5.4 Disqualification ITD may at its sole discretion and at any time during the evaluation of proposal, disqualify any respondent, if the firm: I. Submitted the proposal after the response deadline; II. Made misleading or false representations in the forms, statements and attachments submitted in proof of the eligibility requirements; III. Was found not following the guidelines as released from time to time by GOI/ITD/JaKeGA. IV. Submitted a proposal that is not accompanied by require documentation or is non-responsive; V. Exhibited a record of poor performance such as abandoning works, not properly completing the contractual obligations, inordinately delaying completion or financial failures etc in the said project. VI. VII. Failed to provide clarifications related thereto, when sought; Was declared ineligible by the Government of India/State/UT for corrupt and fraudulent practices. 6. ELIGIBILTY CRITERIA 6.1 Norms for Training Partners for ESDM Sector The Training Partners desirous of providing Skill Development in ESDM sectors are to meet the following desirable requirements/ standards: A training partner must be an organization registered in India, conducting business in the domain of education/ IT literacy for more than three years and 7 P a g e

8 having Permanent Income Tax Account Number (PAN) and audited accounts of statements for at least last three years. The Training Partners should be duly identified /recognized /accredited by NIELIT/TSSC/ESSCI. The Training Partners should have the tie up with industry for the placement. The Training Partners should have the competency in providing the training in the following segments: o Medical Electronics Segment o Telecom Segment o Industrial Training Segment o Photovoltaic Segment The partner must have clearly defined objectives, well-documented processes and procedures covering the entire range of ESDM training. A training partner shall be responsible to have or appoint the Training Centres in the identified Districts/ Blocks/ Municipalities/ Gram Panchayats that would impart ESDM Training to the beneficiaries. A training partner shall be responsible for ensuring that the training centres adhere to the ESDM requirements. A training partner shall be accountable for monitoring the overall working of the centres that fall under its purview. A training partner shall be liable for accurate and timely reporting of the aforementioned work ascribed to the centres. 6.2 Turn Over The minimum turnover for the company for each year in past three subsequent years should be 1cr. 8 P a g e

9 6.3 Code of Ethics Training Partners participating under ESDM are required to adhere to the following code of ethics: Should NOT exaggerate, to gain unfair advantage, the contents of the course(s) for which accreditation has been granted. Should NOT guarantee benefits to student that is actually false or not feasible. Should NOT distort statement of Government for own gain. Should NOT make statement offensive to the public. This includes release of advertisements that are in bad taste. Should NOT make statements of an ambiguous nature presenting a false picture in any stage/ part of the scheme of accreditation including hardware/ software as also omissions and half-truth. Should NOT involve in any other matter/ action repugnant to the spirit of ethical practices, including, behaviour to/ by the beneficiaries, unauthorized use of copyrighted software, etc. 6.4 Liability Clause The training partner would be held responsible if the training centres have insufficient infrastructure for implementing trainings in the above mentioned segments The involvement of the training partner in any fraudulent activities such as fake/ duplicate registration of beneficiaries, overstatement of financials, misleading information, etc., would lead to its blacklisting from working with any government programmes in the future. 9 P a g e

10 The Training Partner/ Centre should strive towards ensuring high quality of training to the beneficiaries. If the quality of training is found to be unsatisfactory, the State Government may levy the following penalty: - If the total pass percentage of candidates from each training partner is more than 70% and 50% Placement: No penalty - If the total pass percentage of candidates from each training partner is less than 70% and above 55% and 40% Placement: 10% of the total training fee - If the total pass percentage of candidates from each training partner is less than 55% and above 40% and 30% Placement: 20% of the total training fee - If the total pass percentage of candidates from each training partner is less than 40% and less than 30% Placement: The corresponding Training partner would be delisted from participating under the Scheme and appropriate financial penalty may be levied. 10 P a g e
