3 Te TdlmTm o lc AMfaurmrga Overview of Output Plan Ministry of Education Output Plan Parties to the agreement The Ministry of Education Output Plan 2012/13 is between the Minister for Tertiary Education, Skills and Employment (the purchaser) and the Secretary for Education (the supplier). Purpose and scope The objective of the Output Plan 2012/13 is to enable the Minister for Tertiary Education, Skills and Employment to specify the key outputs that the Ministry will provide during the 2012/13 financial year. The output descriptions in this agreement should assist the Minister to identify outputs that conform to the Government's strategy for education and which represent value for money. The Output Plan 2012/13 allows the Minister for Tertiary Education, Skills and Employment to: confirm the outputs to be purchased assess the risk and obligations associated with delivery agree to cost, quantity, quality and timeliness standards appropriate to each output verify that the outputs have been delivered record and change decisions hold the provider accountable for delivery of the specified output. Context The Ministry will focus on implementing a set of specific policies and programmes to deliver on key education outcomes determined by the Government. Those related to Vote Tertiary Education are: Attainment of qualifications Attaining qualifications enables young people to take steps into employment, training, or higherlevel education. Increasing the number of young people achieving National Certificate of Educational Achievement Level 2 or equivalent qualifications that meet the needs of employers is critical to New Zealand's economic growth. Young people must then be supported and encouraged to gain higher level qualifications. Ongoing development and attainment of skills Tertiary education has significant economic and social benefits for individuals and New Zealand as a society. Increasing the number of 25- to 34-year-olds with a qualification at level4 or above of the New Zealand Qualifications Framework is critical. Increasing the contribution of the tertiary and international education sectors to economic growth International education, innovation, research and skills are drivers of productivity and growth and are critical to New Zealand's economy. The focus will be on continuing to strengthen the contribution of these key education areas to the Government's economic growth priorities. Tertiary and international education sector outputs purchased through Vote Tertiary Education seek to achieve the following outcomes: Tertiary education aligned with the needs of the labour market and that makes efficient use of taxpayer funds A greater contribution of the international education sector to New Zealand's economy More people aged years old achieving qualifications at level 4 on the New Zealand Qualifications Framework and above 3

MINISTRY OF EDUCATION Te Tiilwlm o tc Miifaura1tga Improved tertiary education outcomes for Maori learners, Pasifika learners, learners with special education needs and learners from low socio-economic backgrounds Fewer young people not in education, training or employment. Ministry output contributions The Ministry's outputs contribute, individually and collectively, to the achievement of the Government's priorities. The output expenses and related key outputs that are provided by the Ministry include: Policy Advice Strategic Leadership in the Tertiary System Developing and evaluating tertiary education, including student support, and international education policy advice. Cross-agency coordination of tertiary education work. Cross-agency leadership of financial support for students, particularly for student loans. Research and analysis programmes related to tertiary and international education. Monitoring the tertiary system and providing information to learners and providers of tertiary and international education services. Monitoring the tertiary education Crown entities, including the development and implementation of performance measures. Supporting international education by developing and monitoring government strategy for international education, managing engagement with multilateral agencies, and managing the settings for pastoral care of international students. Supporting the Minister for Tertiary Education, Skills and Employment and associate ministers to meet their obligations to Parliament. Powers and obligations Minister The output mix within an output expense can be changed by negotiation between the Minister for Tertiary Education, Skills and Employment and the Secretary for Education. The Secretary for Education The Secretary for Education is accountable to the Minister for Tertiary Education, Skills and Employment for the delivery of the outputs specified in this agreement. The Secretary for Education is accountable for the delivery of all aspects of output expenses and outputs, irrespective of whether the Ministry performs those services directly or sub-contracts services to a third party. The Minister for Tertiary Education, Skills and Employment will expect the Secretary for Education to implement internal processes to ensure that the quality of all outputs meets the standards set out in this agreement. Term of the agreement The Output Plan 2012/13 is for one year, starting 1 July 2012 and ending 30 June Procedures for amendment Changes to the Output Plan 2012/13 may be agreed between the Minister for Tertiary Education, Skills and Employment and the Secretary for Education (the parties). Changes may be agreed by both parties if, at any time during the term, the work or environment of the Ministry is so altered (as a result of Government or management decision) that some or all of the contents of the agreement are no longer appropriate. Any changes will be recorded in writing and attached to the agreement. Both parties to the agreement will hold copies of the original and amended documents. 4

5 Te Talwlm o lc Miilauranga Monitoring and reporting The Secretary for Education will provide the Minister for Tertiary Education, Skills and Employment with three reports during the year on progress towards the delivery of outputs, as specified in part two of this agreement. Each progress report will include: details of significant variances in performance proposed corrective action significant areas of risk proposed changes to the agreement. The progress reports will be produced by the following dates: First Second Final July 2012 to October 2012 July 2012 to February 2013 July 2012 to June November March July2013 Interpretation The schedules to the Output Plan 2012/13, and any amendments to those schedules signed by the Minister for Tertiary Education, Skills and Employment, and the Secretary for Education, form part of the agreement. If any differences of opinion between the Minister for Tertiary Education, Skills and Employment and the Secretary for Education arise under the agreement, or any matter not covered by the agreement relating to the supply of outputs, the parties agree to discuss them with each other and seek to resolve them. Payment The amount paid by the Crown will be the agreed cost of the output for the full year but will be paid by instalments during the year based on the cash payment schedule agreed between the Ministry of Education and the Treasury. The amount paid for services by third parties will be the price of the output as agreed under contract. The terms of payments will be specified in the contract. The Ministry will be reimbursed by the State Services Commission for costs associated with the State Sector Retirement Savings Scheme. Output costs are shown exclusive of GST in the agreement. 5

8 .. ft MINISTRY OF EDUCATION Te Tiilmltu ole M1tmmmsa Output Expense Specifications Output Expense 1: Policy Advice Portfolio Minister - Minister for Tertiary Education, Skills and Employment This appropriation is limited to the provision of advice (including second opinion advice and contributions to policy advice led by other agencies) to support decision-making by ministers on government policy matters. This includes: the provision of strategic advice to the Minister for Tertiary Education, Skills and Employment on the policy changes required to meet the Government's priorities; identifying policy issues and problems; developing and evaluating policy options; consulting with stakeholders in the education sector; providing advice on legislative and regulatory issues; preparing policy briefings and papers; and promulgating new policy. In tertiary education, key areas of policy focus over the next year will include: co-leading the development of a unified cross-government skills action plan continuing work to strengthen foundation education, including new criteria to better target level 1 and 2 provision and a new funding system for foundation education improving the coherence of secondary-tertiary education options through the development of a new funding system for secondary-tertiary programmes and the development of a new performance benchmark for fees-free Youth Guarantee provision implementing the new vocational pathways in tertiary education, including work with the Tertiary Education Commission and New Zealand Qualifications Authority to support providers to offer the vocational pathways. completing and implementing the comprehensive review of industry training using purchase mechanisms, including price, to shift the tertiary education system to respond to gaps in provision progressing work on governance arrangements and statutory interventions for publiclyowned providers, including completing any legislative changes continuing to improve the performance of the Student Loan Scheme, and investigating tighter targeting of student allowance support to those students who need it most reviewing the Performance-Based Research Fund and Centres of Research Excellence with a view to assessing their effectiveness in meeting the Government's priorities, producing excellent research, encouraging utilisation and commercialisation of research, and contributing to the broader innovation system. In international education, over the next year policy advice will focus on: implementing further developing the Government's strategy, the Leadership Statement for International Education. further developing New Zealand's pastoral care framework for international students New Zealand's bilateral and multilateral education relationships. Policy implementation is excluded from this output. 8

9 Te Tiilmlw o le Miftauranga Performance dimensions Quantity Timeliness Policy will be delivered according to the work programme (and any subsequent amendments) negotiated between the Minister for Tertiary Education, Skills and Employment and the Secretary for Education relating to priority areas for the tertiary and international education sectors. The quality of the Ministry's policy advice to the Minister for Tertiary Education, Skills and Employment will be externally assessed through the annual New Zealand Institute of Economic Research review. The Minister for Tertiary Education, Skills and Employment is satisfied with the quality of briefings, reports and policy advice provided. The quality of the Ministry's policy advice will be internally assessed using the policy rubric of the Ka Hikitia Measurable Gains Framework. The assessment will use a representative sample of the Ministry's policy advice to education ministers and Cabinet committees and will be undertaken by a selection of staff from the Ministry. Policy advice will be provided within the agreed timeframes. All papers reviewed achieve a score of > 7/10. All papers rated by the Minister obtain a rating of 'Acceptable' or higher. 1 An assessment of papers is completed by August 2012 to provide an initial baseline result for the Ministry. A metric for improvement will then be confirmed and be reported against annually. This output will be provided within the appropriated sum of $5.345 million. Most of the revenue for this output comes from the Crown, with the exception of occasional fees for information. Output Expense 2: Strategic Leadership in the Tertiary System Portfolio Minister- Minister for Tertiary Education, Skills and Employment This output expense delivers policies and services focused on the Ministry's strategic role in the tertiary education system and international education. This includes: coordination with tertiary education agencies and forums of tertiary education organisations to inform policy advice, to ensure that policy is implemented as intended and to achieve shared tertiary education goals being the lead agency for student loans, coordinating a cross-agency work programme to improve the overall performance of the Student Loan Scheme, and policy lead for student allowances undertaking research and analysis related to tertiary and international education monitoring the performance and capacity of the tertiary system improving the regulatory and quality assurance frameworks for international education providers supporting the pastoral care of international students in New Zealand supporting the development of the international education industry in partnership with Education New Zealand 1 Based on a five-point rating scale: 1 Very poor 2 Poor 3 Acceptable 4 Good 5 Very good. 9

10 Te Tiilwlw o te Miitmtmusa providing ministerial support to assist the Minister for Tertiary Education, Skills and Employment and Minister of Education to meet their obligations to Parliament and international obligations in support of New Zealand's bilateral and multilateral education relationships. This output will be provided within the appropriated sum of $7.600 million. All revenue for this output comes from the Crown. Output 2.1 Cross-Tertiary Agency Coordination This output involves working with other agencies to achieve the Government's goals. This output includes activity to support the Ministry's strategic leadership role in the tertiary education sector, as well as our contribution to the Government's priorities for innovation, employment and economic growth. Tertiary education sector coordination The Ministry's coordination of the tertiary education sector involves activity to ensure that tertiary education agencies align their work, to achieve the Government's priorities. Ministry activities to support this output include managing core education inter-agency forums and coordinating planning and work programmes across the Ministry of Education, the Tertiary Education Commission and New Zealand Qualifications Authority. Student loan agency coordination The Ministry is the lead agency for the Student Loan Scheme. This role requires working with Inland Revenue, the Ministry of Social Development and the Treasury to improve the value for money of student loans. The Ministry provides strategic cross-agency advice to the responsible ministers and manages an interagency work programme, including interagency governance and working forums. Performance dimensions The Ministry is effective in leading tertiary education and student loan agencies to: determine, and deliver on, a shared strategic direction for the tertiary education sector address issues of alignment within the sector. All tertiary education and student loan agencies' accountability documents and business plans show evidence of the shared strategic direction for education. Tertiary education and student loan agencies' annual reports show evidence of implementation of programmes within the agreed shared direction for education. Relevant senior managers from tertiary education and student loan agencies' report satisfaction with the Ministry's leadership and coordination of the sector in regular independent assessments. This output will be provided within the appropriated sum of $0.219 million. Non-Departmental Output Expense appropriations for managed under this Output Expense include: Managing the Government's Investment in the Tertiary Education Sector Ownership Monitoring of Tertiary Education Institutions Tertiary Education and Training Advice Assurance. 10

11 Te Tiilmlw o le Mi'ftmlraltga Output 2.2 Tertiary and International Research and Analysis This output involves undertaking research and analysis of tertiary education, including student support, and international education. Ministry activity informs policy development and contributes to government and international research programmes. It includes identifying information needs; designing and undertaking research, evaluation and statistical analysis; collating, analysing, publishing and disseminating data and information; and responding to information requests. Performance dimensions Quantity Timeliness All research and analysis reports produced are on topics that align with the Ministry's priority areas for the tertiary and international education sector, including: sector performance outcomes of study learner achievement. All major research and analysis projects are internally and externally reviewed for quality and are determined to have met their objectives and be aligned with the Ministry's priorities. Research and analysis information is used to inform policy development. Research programmes are provided within the agreed timeframes. 16 published reports produced each year. All research and analysis information is provided to, and discussed with relevant policy managers. This output will be provided within the appropriated sum of $0.861 million. Non-Departmental Output Expense appropriations for 2012/13 managed by the Tertiary Education Commission and related to this Output Expense include: Centres of Research Excellence Performance-Based Research Fund. Output 2.3 Monitoring the Tertiary System This output involves monitoring the performance and capacity of the tertiary education system and reporting to the Minister for Tertiary Education, Skills and Employment on system performance. This includes monitoring and analysing tertiary education and student support statistics, demographic trends and performance indicators; monitoring and evaluation of the Tertiary Education Strategy; and forecasting and monitoring tertiary education (including student support) expenditure. Over the next 12 months, the Ministry will have a stronger focus on Crown agency monitoring, including providing briefings to ministers to support their interaction with these agencies. This output includes monitoring and providing advice and support to the Tertiary Education Commission and New Zealand Qualifications Authority. Monitoring the new Crown agencies for international education, Education New Zealand 2 will continue to be a key priority in the 2012/13 year. 2 Education New Zealand is a Crown entity, established in 2011/12 to manage Government-funded international education promotions, business development and representation functions around international education. 12 Te Tiilmlm o le Milf1mrauga Performance dimensions Monitoring the tertiary education system Quantity Timeliness Monitoring and analysis outputs produced will be aligned to the Ministry's priority areas, including: value for money in tertiary education reports on progress towards achieving the goals of the Tertiary Education Strategy the Student Loan Scheme Annual Report reports on progress against the Government's goals for international education. Critical forecasts of enrolment trends and expenditure are accurate. Forecasts and monitoring data is used to inform policy development. Monitoring reports are published annually on agreed dates. Four published reports produced each year. Within an average of 3% and a maximum of 5% of actual values up to 12 months after being forecast. All monitoring reports and major forecasting reports are provided to, and discussed with relevant policy managers. Monitoring the Tertiary Education Commission, New Zealand Qualifications Authority and Education New Zealand Quantity The Government's ownership interest in Crown agencies is explicitly measured and monitored through risk profiling and performance monitoring reports that are prepared every six months and submitted to the Minister for Tertiary Education, Skills and Employment. Timeliness The Ministry's work supporting Crown agencies shows improvements in their accountability documents and strategic planning. Analysis of, and comment on, the performance of the Tertiary Education Commission, New Zealand Qualifications Authority and Education New Zealand under their output agreements is provided to the Minister for Tertiary Education, Skills and Employment within agreed timeframes. The membership of Crown agency boards is regularly reviewed and nominations are made for Board appointments prior to terms expiring. Office of the Auditor-General audit feedback for each Crown entity indicates improvement. Ministry retains the international education policy function, including advice on high level strategy, the oversight of student pastoral care by the sector, and management of multilateral education engagement. 12

Non-Departmental Output Expense appropriations for 2012/13 managed by the Tertiary Education Commission and related to this Output Expense include: Adult and Community Education Tertiary Education Grants and Other Funding Tertiary Education: Student Achievement Component Training for Designated Groups International Education Programmes for Education New Zealand. Other Expense appropriations for 2012/13 managed under this Output Expense include: Tertiary Education Institutions Merger Support Auckland University Starpath Project. Output 2.4 Provision of Tertiary and Other Information This output involves providing tertiary information to learners and providers of tertiary and international education services, to address information gaps and other asymmetries between the various participants in the education system, and to improve the quality of provision and decision making. Performance Dimensions Quantity Public monitoring and analysis reports and key statistics will be made available to the public on the Ministry's education statistics and research website This output will be provided within the appropriated sum of $1.073 million. Benefits and Other Unrequited Expenses appropriations for 2012/13 managed under this Output Expense (including those administered by the Tertiary Education Commission) include: Tertiary Scholarships and Awards. Output 2.5 Support for International Education This output involves supporting the development of the international education industry through stewardship of systems for pastoral care of international students, and representation of the government in bilateral and multilateral education fora. The number of international students enrolled with education providers in New Zealand ranges between 90,000 and 110,000 per year. International engagement The Ministry provides the policy framework for New Zealand's education engagement internationally by Education New Zealand and Ministry staff, and contributes directly through: regional activities; transferring education knowledge and expertise (two-way) with other countries, including through ministry to ministry education cooperation arrangements and joint working groups; supporting links between the New Zealand education sector and overseas counterparts; participating in education missions; and participating in and contributing to interagency groups and projects. The Ministry has primary responsibility for managing 13

MiitdUratl,';:tl multilateral education relationships with the OECD, UNESCO, APEC, SEAMEO, EAS 3 and other multilateral organisations, and provides secretariat services to New Zealand's National Commission for UNESCO. Pastoral care of international students The Ministry supports the pastoral care of international students by managing the attestation of providers; monitoring and reporting compliance and complaints on the Code of Practice for the Pastoral Care of International Students; and providing advice on a range of operational matters including legal and regulatory obligations, pastoral care and student welfare issues, and risk management related to the pastoral care of international students. Development of the international education industry The Ministry will support the development of the international education industry by developing and monitoring the government strategy for international education in conjunction with Education New Zealand. Performance dimensions Timeliness International students studying in New Zealand are safe, and provided with appropriate advice and support. International students studying in New Zealand are satisfied with their experience of living and studying in New Zealand. Bilateral partners are satisfied with the quality of the Ministry's role in the relationship partnership. International obligations and commitments are delivered on time as specified in bilateral and multilateral agreements with other countries. Regular evaluations and Education Review Office reports confirm that of providers meet the quality standards set out in the Code of Practice for the Pastoral Care of International Students. Regular international student surveys report positive overall satisfaction rating. Positive feedback received from Ministry of Foreign Affairs and Trade posts and partner governments. This output will be provided within the appropriated sum of $4.655 million. 15 Te Talwlw o le Miilaura11ga Output 2.6 Support for the Minister for Tertiary Education, Skills and Employment This output involves providing ministerial support to assist the Minister for Tertiary Education, Skills and Employment and Minister of Education to meet their obligations to Parliament. This includes: providing, supporting and coordinating ministerial services, including drafting replies to questions and inquiries; responding to parliamentary questions and select committee questions and petitions; providing statutory information; preparing general Ministerial correspondence; preparing Ministry reports (submissions), briefings and speech notes to the Minister; and providing advisory support to the Minister in Cabinet committees and select committees. Details of ministerial support includes: Parliamentary questions. Select committee questions, inquiries and petitions. Statutory information. Briefing notes. Ministerial correspondence ' Performance dimensions Timeliness The content of ministerial services provided will be factually accurate and appropriate in style and content for the individual Minister, consistent with the Ministry's Ministerial Guidelines. Ministerial support for the Minister for Tertiary Education, Skills and Employment and Parliament, and its committees, will be provided within agreed and/or statutory timeframes. The rate of rejection of ministerial services from the Minister's office will be less than 2% of all services provided. At least 95% will meet agreed timeframes. This output will be provided within the appropriated sum of $0.082 million. 15
