The Property Services Department The Property Services Department was created in 2016 and is responsible for the maintenance and improvement of our housing stock. The Service is planned / co-ordinated

2 from our Dublin office and delivered locally with a national network of professional and trade staff responsible for the day to day delivery of the services. Repairs and maintenance impacts on all our customers and is the main reason for our tenants to contact us; it is essential that we offer them a professional and respectful service at all times. Through the delivery of these services it is our aim that our customers continue enjoy warm, comfortable and affordable homes whilst eliminating any unnecessary and costly major repair costs for Clúid into the future. In 2011, Clúid introduced an innovative open book model to deliver its repairs service across the country and three contracts remain in place serving approx. ¾ of the country. Co-ordinated and managed centrally, the day to operational management of the contracts lie with the local Building Surveying Managers. In addition, we have a large number of important mechanical & electrical (M&E) and other safety/ servicing contracts across the country that will be managed centrally and delivered locally.

3 Role Overview: Open Book (OB) Repair Contracts: Contract Manager for the 3xOB contracts, working closely with the regionally based Property staff, housing management staff, contact centre and finance staff to ensure a cost effective, high performing, continuously improving service that meets our customer needs M&E Contract Management: Ensure effective contract structures and delivery for key M&E servicing and repair contracts across the Clúid stock Safety/ servicing contracts: Ensure effective servicing contracts are in place and delivered to protect our customers for key property/ environmental safety issues Policy/ procedures: Ensure all relevant operational policies and procedures for this work area are up to date and are being implemented Line Management: Manage the local Repairs operative (RO) and ensure that the RO is deployed effectively to deliver best value for money. Manage through supporting, educating and developing. Ensure that activity minimises negative impacts upon the environment Key responsibilities: Open Book Repairs: Act as the Contract Manager for the Open Book contracts across the country. Co-ordinate the monthly Open Book audit programme and work closely with regional staff and partners contractors to ensure continuous improvement. In liaison with the regional Building Surveying Managers, carry out ongoing performance and budget analysis for reporting Lead on the training of regional staff and contractors in the Open Book cost management framework and any other policy or procedural developments.

4 Offer technical advice and guidance to the contact centre team to ensure successful delivery of the Repairs service. Support the regional staff and managers in resolving contract disputes or performance issues as required. Maintain strong links and effective communication across the business including Housing Services staff, Finance and New Business. Lead on establishing annual repairs budgets and monitor performance against the budgets set M&E contracts Support the Director of Property Services (DPS) and Head of Investment Planning (HIP) to ensure that effective contract arrangements are in place for the servicing and maintenance of key M&E components including (although not exhaustive) Lift management Gas and Oil appliance servicing (domestic and commercial) Fire detection, alarms, AOVs and emergency lighting Fire equipment Door/ gate entry and electronic barriers systems Emergency telecare systems Fall arrest systems CCTV systems Duties to include supporting the review of current contractual arrangements, recommending changes in contract structures, procuring new contractors and managing contracts. The contracts although managed and administered centrally will be delivered regionally through the local Building Surveying teams and the Housing Services staff. Safety/ servicing contracts Support the Director of Property Services (DPS) and HIP to make sure that Clúid ensures the safety and well-being of its customers, staff and 3 rd parties through ensuring proportionate systems are in place to manage the risk for environmental hazards such as:- Legionella Radon Asbestos Work closely with regional technical and housing staff, tenant groups and contractors to make sure contract arrangements continue to meet customer needs and that we can achieve continuous improvement. Ensure relevant policies and procedures are in place, communicated effectively, followed and regularly reviewed and that all processes remain compliant in terms of the relevant national and European standards Analyse contract performance and work profiles to establish any repair or servicing trends and take the necessary steps to correct issues arising and prevent their recurrence. Support the HIP in developing, monitoring and reviewing annual budgets for all M&E servicing and maintenance work. Provide any learning from the M&E products and systems performance to the in house design team to inform future design and specification

5 Line Management Direct line management of the Repairs Operative, supporting, educating and developing as necessary. Work closely with the regional Building Surveying Manager (BSM) to ensure the most effective deployment of the RO Management & Reporting Ensure that any contractors employed by Clúid Housing work in line with Clúid values and operate with safe systems at all times Ensure the organisation achieves value for money in all relevant activities. Use comprehensive data to identify patterns of disrepair, repair trends and other indicators across the stock and share with the Building Surveying Managers and the HIP to ensure remedial solutions are developed and programmed. Work collaboratively across the organisation to ensure the effective delivery of services to our customers Prepare and present reports and statistics as required to support the ongoing development of the service to and to promote good understanding of the work within Clúid, with our customers and other stakeholders. Education/ Qualifications: Essential Desirable Building Surveyor/ M&E (Level 8) or equivalent relevant discipline Managing Safely in Construction Certification Willingness to undertake ongoing professional development Knowledge/skills: Essential Desirable Highly computer literate with excellent working knowledge of a range of computer applications such as Excel and Word Specialist role related knowledge Communication skills verbal, written and presentation Knowledge of Health and Safety legislation and compliance within a property management setting.
