Our mission is to serve people in need by expanding the ability of the United Nations, governments and other partners to manage projects, infrastructure and procurement in a sustainable and efficient manner. In Serbia, UNOPS has been active since 2000, became the Project Centre (RSPC) in 2013, and was reclassified, due a growing portfolio, to Operations Centre (RSOC) at the beginning of UNOPS has been a reliable partner of the Government of the Republic of Serbia in providing support for demanding socioeconomic reforms and facilitating accession to the European Union. Currently, the RSOC is implementing 12 projects focussed on: sustainable municipal development, recovery from damages incurred by May 2014 floods in Serbia and building climate-resilient infrastructure, creation of more favourable environment for employability, business and infrastructure growth, enhanced social inclusion via durable housing solutions and access to health, education and jobs for the most vulnerable population. All projects have good governance and gender equality as transversal theme. 2. Background Information Job specific UNOPS Serbia Operations Centre (RSOC) is implementing the portfolio/programme consisted from five projects funded by the Kingdom of Norway with over NOK 126 million (EUR 12.8 million) in Serbia, Montenegro and Former Yugoslav Republic of Macedonia. These projects will contribute to the more balanced socioeconomic development in these countries and contribute to the fulfilment of the requirements for European integration. 2 Enhanced Social Inclusion through Improved Living Conditions Support of the Kingdom of Norway to the Ministry of Foreign Affairs of the Former Yugoslav Republic of Macedonia (MFA) has one primary output: Integrated System for Secure Processing, Storage and Transfer of Classified Information Introduced Support of the Kingdom of Norway to the Ministry of Interior of the Republic of Serbia will achieve the following outputs: Systematic Mechanism to Tackle Drugs, which is in Compliance with the European Standards Established The Premises of the Ministry of Interior s Department for Maintenance and Operations of Vehicles in Belgrade Reconstructed System for Forensic Analysis of Mobile Devices and Computers Set up Detention premises in the Police Stations across the Republic of Serbia reconstructed/constructed Capacities to Optimise Organisation and Functioning of the Serbian Europol National Unit and the Serbian Liaison Bureau at Europol Enhanced Safety of Women in Serbia Improved The key stakeholders and the direct beneficiaries of these Projects are line ministries, the local selfgovernments and their institutions and organisations, regional development agencies, national employment agencies and local branches, civil society organisations (CSOs), business support organisations (BSOs), small and medium sized enterprises and especially women and youth. The final beneficiaries is the population of the underdeveloped areas where the Projects will be implemented. 3. Functional Responsibilities The Programme Manager reports to the Operations Centre Director who provides direction and general supervision. The role is responsible for development, planning and service delivery including management of overall resources to ensure cost effectiveness, efficiency and quality of service provision for Norway funded Projects. Summary of key functions: Programme development and planning Manage Programme resources Service delivery and quality assurance Partnership, networking and advocacy Personnel management Programme management Manage and guide Norway funded Projects, jointly represented as Programme, to ensure costeffectiveness, efficiency and quality standard of service provision; troubleshooting management and implementation flow across the Programme; monitor and review teams performance. Develop and implement strategic and operational plans to meet internal targets and Donor s requirements. Collaborate with individual Projects/teams on the monitoring and review of service delivery and performance. Ensure flexibility response for resource allocation in response to escalating emergencies by manoeuvring resources from/within individual Projects while calculating impact on the wider Programme context. Monitor progress of Programme and engagement acquisition against set targets, making timely and appropriate decision to meet work plan and revenue objectives. Plan, recruit, manage and develop personnel with the skills and competencies needed to ensure optimum performance and encouraging formation of diverse teams in terms of gender and geography. Promote teamwork, collaboration and diversity by providing the team with clear direction, objectives and guidance to enable them to perform their duties responsibly, effectively and efficiently. 3 Service delivery and quality assurance Work with national stakeholders and/or beneficiaries in the design and development of individual Projects, including development of related matrixes of responsibilities. Monitor agreements, budgets and expenditures, ensuring qualitative reporting processes required by the Donor and/or national stakeholders. Provide Programme oversight and ensure informed decisions and governance, aligned in integrated and unified approach across individual Projects. Submit reports and critical issues to the Head of Programme and/or Operations Centre Director to drive further implementation processes and business development planning. Partnership, networking and advocacy Build and strengthen strategic partnership with the Donor and national stakeholders through active networking, advocacy and effective communication of UNOPS competencies in project service delivery and management. When required, and in the context of cultivating long-term opportunities with the Donor, represent UNOPS in discussions with existing and new beneficiaries, including negotiating project implementation terms in line with UNOPS policies. Knowledge management and innovation Participate in the relevant Communities of Practice Actively interact with PMs and the PM community to share case studies, lessons learned and best practice on the Knowledge System. Provide feedback to Practice Leads on policy, supporting guidance with an aim towards continuous improvement of UNOPS policies Complete lessons learned as per reporting format Incorporate lessons learned from others as per planning format Personnel Management: Lead and motivate Programme teams Ensure that behavioural expectations of team members are established Ensure that performance reviews are conducted Identify outstanding personnel and bring them to the attention of the OC Director Have a thorough understanding of UNOPS personnel contract modalities (including ICA and Staff) Select, recruit and train team as required 4. Required Selection Criteria a. Education Advanced University Degree preferably in Project Management, Business Administration, International Relations, Political/Security/Development Studies, or other relevant discipline is required. University Degree (bachelor s degree / first level) with a combination of 2 additional years of relevant professional experience in Project Management, Business Administration, International Relations, Political/Security/Development Studies, or other relevant discipline, may be accepted in lieu of the advance university degree. b. Work Experience Five years (or more based on academic credentials) of progressive experience in project/programme development and management, with focus on monitoring, reporting, development and coordination in either public or private sector organizations is required. Experience in dealing with the ministries, high level stakeholders and donors is an asset Experience of developing and implementing projects/programmes at the country and/or regional level is an asset c. Certifications PRINCE2 Foundation and PRINCE2 Practitioner Certification Preferred Complete the UNOPS Project Management Foundation course (within one year after signing this TOR) VA/2018/B5109/

4 d. Language Requirements Fluency in Serbian and English is required e. Driving License Driving license and ability to travel independently is required f.
