Swisscontact Cambodia Swisscontact the Swiss Foundation for Technical Cooperation is an independent, non-profit foundation based in Zürich, founded in 1959 by leading figures from the Swiss private sector and Swiss universities. It is exclusively involved in international development, active in more than 33 countries with 110 programmes with more than 1,000 staff members. At the heart of all Swisscontact s work stand the private sector and its crucial role for achieving more inclusive economic growth. Swisscontact approaches this through 4 thematic areas; a) Skills, b) Enterprises, c) Finance, and d) Environment. Swisscontact has been present throughout South-East Asia for more than 30 years. In recent years, the organisation has expanded into the Mekong region with offices set-up in Laos and Myanmar in 2013 and in Cambodia in Swisscontact Cambodia (SC-KHM) currently implements the SDC-funded Skills Development Programme (SDP), Cambodian Horticulture Advancing Incomes and Nutrition (CHAIN) project as a consortium partner and leads the implementation of the Senior Expert Corps (SEC). Swisscontact will be implementing Mekong Inclusive Growth and Innovation Programmes (MIGIP) in Tourism (Cambodia and Laos) and Agriculture technology commercialization (Cambodia). Building on its regional and global experience, Swisscontact will seek to support and develop the region through new initiatives in agricultural innovation, tourism and renewable energy. 3. Background 3.1 Programme overview The Skills Development Programme (SDP) Cambodia (Phase 1) is a four-year project funded by the Swiss Agency for Development and Cooperation (SDC) and implemented by Swisscontact and INBAS. SDP aims to increase the income and employment opportunities for disadvantaged young women and men in the three rural provinces of Preah Vihear, Stung Treng and Kratie and to contribute to the creation of an

2 inclusive, relevant, qualitative and well-coordinated TVET system nationwide. The programme comprises of three intervention areas dual vocational training, hospitality training and national policy. Intervention Area 1: Dual Vocational Training (DVT) reaches out to poor and disadvantaged young people (e.g. out-of-school youth). Through various models, mobile training is delivered in the three target provinces-preah Vihear,Stung Treng and Kratie, and may be expanded to urban areas such as Phnom Penh, Siem Reap, Sihanouk Vill and Tboung Khmum. With a focus on quality training delivery and close linkages to the workplace, dual vocational training offers training and certification in a range of skills relevant to the labour market. The post-training support links the participants to gainful employment opportunities. This phase-i, DVT will support skills training to 2,000 disadvantage young people in the targeted provinces, Cambodia. Intervention Area 2: Hospitality Training reaches out to unemployed young men and women, lowskilled workers as well as to managers and owners of hospitality enterprises in a range of locations in the three target provinces as well as in Phnom Penh and Siem Reap. Training programs, aligned with nationally and regionally approved standards, are delivered both on and off-the-job to support learners to gain and develop necessary skills required for gainful employment in this sector. Intervention Area 3: National Policy focuses on contributes to a meaningful policy dialogue through provincial and national government mechanisms. Using an evidence-based approach, SDP provides grass-roots learnings, pilots Recognition of Prior Learning systems, and contributes to the improvement and reform of the Technical Vocational Education and Training (TVET) system in Cambodia. 4. Scope of Work 4.1 Position overview SDP is currently looking for a suitable candidate for the newly created position of Coordinator for Dual Vocational Training based in Phnom Penh. The Coordinator for Dual Vocational Training will be directly supervised by the Intervention Area Manager for Dual Vocational Training. Regular travel in Phnom Penh, Siem Reap, Sihanouk Vill as well as to Thboung Khmum will be required. Regular travel to SDP s targeted provinces in Cambodia will be required. 4.2 Overall responsibilities The Coordinator for Dual Vocational Training will have the following responsibilities: Work closely with private sectors/employers/employment agencies to match employment opportunity for learners Collaborate closely with the Manager for Intervention Area 1 to build synergies and ensure highquality implementation of DVT. Support the development of the overall DVT training models and guidelines. Support and contribute to the overall management of DVT. Support the implementation of DVT in Phnom Penh, Siem Reap, Sihanouk Vill and Tboung Khmum by building and fostering effective partnerships with training providers and private sector (companies), developing and adjusting the training model and incorporating lessons learned for further refinement of the model and DVT approach. Support the development of appropriate training plans, curricula and other training resources. Support the procurement of appropriate training equipment and tools for DVT. Any other tasks requested by the line manager/team leader.

3 4.3. Specific Responsibilities Project Cycle Management Actively contribute to planning, review and reporting processes related to DVT. Produce and submit written reporting and planning contributions related to DVT in a timely and precise manner. Critically analyse progress and results of the DVT Intervention Area, and proactively provide feedback and suggestions for adjustment of implementation. Contribute to overall knowledge management and recording of learning related to DVT. Build public private NGOs partnership to join in strengthening TVET systematically. Monitoring and Results Measurement (MRM): Conduct regular field visits to monitor the progress and results of DVT. Support provincial coordinators and field officers to collect data and regularly update the SDP database. Provide guidance for partners in data collection and monitoring techniques (Phnom Penh, Tboung Khmum and Siem Reap). Attend meetings and help to coordinate and monitor SDP activities. Ensure high quality of service provided to learners by providing technical review and feedback on findings and recommendations, and ensuring adequate follow-up. Support partners in developing and applying tools for smooth monitoring of activities. Proactively suggest and apply qualitative methods for MRM. Work with other staff members to address the quality of the project outputs, and assessing adherence to quality standards and policies. Support the integration of best practices and lessons learnt into MRM processes. Coordination: Support the organisation and facilitation of regular meetings with project stakeholders (Phnom Penh, Tboung Khmum and Siem Reap). Proactively exchange information with government stakeholders as well as other stakeholders and like-minded organisations. 4.4.Deliverables At least 4 consultations at individual enterprise level to develop contextual understanding of training and employment matching in Dual Vocational Training in Phnom Penh, Siem Reap, SihanoukVill and Thboung Khmum. Support the drafting up to private enterprise collaboration and partnership between the training centre and employer, especially with medium and large enterprise level Support the development of DVT training plans for selected occupation (s) Organise industry awareness in Siem Reap and Phnom Penh with up to 70 enterprises Mobilise industry to register for DVT traineeship with up to 30 industries Coordinate with private trainer to deliver training of trainers to meet CBT requirement Coordinate with private partners to placing traineeship or employment 30% of DVT graduates in each intake At least 4 consultations at individual enterprise level and trade association level to develop contextual understanding of training and employment in TVET in Cambodia Develop regular monthly workplan Produce regular monthly report

Remuneration The consultant will be contracted based on Swisscontact standards as specified in a separate contract. 6. Requirements for the position The successful candidate shall meet the following criteria: Bachelor Degree in Business Management or in another related field or Master is preference. Prior development cooperation experience with TVET/education as a priority field. Strong understanding of project cycle management. At least 3 years of relevant working experience in similar positions (coordination, project implementation lead). Prior proven experience in collaborating with government and private-sector stakeholders. Familiarity with the context and targeted provinces is an asset. Proficiency in English and Khmer (both oral and written). Constructive, flexible, proactive and responsible work attitude. Proven experience in monitoring and evaluation. Strong ability to work as a part of a team (including partners). Strong communication and interpersonal skills. Commitment to values and principles of the work of Swisscontact.
