2 IN FOCUS In April this year, CHRDRI offers in its program training with great variety of thematic and methodological provision for unemployed persons registered in Labor Offices, as well as for employees of state administration at the Ministry of Labour and Second Level Units to the Minister of Labour and Social Policy. In the beginning of the month, two qualification courses for unemployed persons will be launched according to the National Action Plan for Employment for These are Text Processing and Landscaping and Floriculture. Successful graduates will acquire a certificate under the form of MES proving possession of qualification in part of a profession, respectively for the professions Computer operator and Worker in the field of landscaping. A two-day seminar involving psychologists, Roma mediators and managers from the EA Labour Office is planned to take place. One of the many highlights of the event is the application of conversational and behavioral techniques to different types of clients of the Labour Offices. Issues related to the latest changes to the implementation of the PPL will be discussed during a seminar for MLSP and SLUs to the Minister of Labor and Social Policy employees, state and municipal administrations, NGOs and social partners. Participation in the seminar requires professional experience from participants between one and three years. Under the Agreement between the ITC- ILO and CHRDRI will be held a seminar on Effective teamwork. Solving crises and conflicts at the workplace. It will present different models for negotiation, focusing on the role of interpersonal communication. Continuous development of the competencies of the employees of the Labour Offices and deepening the knowledge about the legal framework are part of the objectives of the seminar Policies and approaches for activating inactive persons for inclusion in employment. Organized once a year, this two-day seminar is designed for employees who serve inactive, unemployed people. The programme includes exchange of experience and case studies. In April, there will be launched the first for this year vocational training for social workers on Social assistance for people and families, which is traditionally held in a blended form (face to face and distance ones). The programme has been completely updated according to the latest legislative changes and on the basis of consultations with the Social Assistance Agency. 2

4 SKILLS DEVELOPMENT OF COMMUNICATION SKILLS BUILDS ON A POSITIVE IMAGE Interview with prof. Stoiko Ivanov Mr. Stoyko Ivanov is Professor of Pedagogical and Age Psychology. He has conducted psychological trainings in various organizations. He has been lecturer at the Sofia University St. Kliment Ohridsky and Shumen University Bishop Konstantin Preslavsky. He is an author and co-author of a number of publications in the field of communicative and business skills. Prof. Ivanov has extensive experience as CHRDRI lecturer. He was kind enough to give an interview for our electronic bulletin. prof. Stoiko Ivanov Prof. Ivanov, you are a long-time lecturer at the Center. What are your experiences about the organization of the trainings in which you participate? Prof. S. Ivanov: I always have good impressions. The provided working conditions - attitude, halls, environment and technique are excellent. The managers are responsible, honest and responsive. I have no remarks about their work. What are your observations on the trainees in terms of their communicative skills - at the beginning and end of a training? Prof. S. Ivanov: Participants in the seminars organized always have extensive general culture, intelligence and competence. They are interested in ways to improve their communicative skills through active participation in discussions, role games, discussions of case studies and results of tests. They share personal experience and make specific suggestions. The opinions expressed by them reveal that through training they improve their communicative skills. What part of the topics discussed in the trainings can actually be implemented in practice? To what extent do you find that people trained here can apply the acquired knowledge to their workplace? 4

5 Prof. S. Ivanov: Communicative skills such as observability, empathy, assertiveness, tolerance, emotional sustainability, listening skills, teamwork skills, conflict management skills, etc. are of a universal nature and are widely used in practice and in daily work of trained specialists in person to person professions. This is a prerequisite for the participants in the seminars to be active, emotional and interested in their conduct. In your opinion, is a two-day training enough to effectively influence the behavior of public administration employees in order to create and maintain a positive image? Prof. S. Ivanov: I have always thought and argued that communicative competence training courses should last at least three days. It is a technological time for participants to get to know each other, to create an atmosphere of trust and friendship among them. This is necessary to improve their communication skills through the proposed interactive training methods. The investment of time and money in this activity is not in vain, because the employees of the state administration through their communicative skills create a positive image for themselves in the eyes of customers and to a great extent achieve positive results in their work. What training methods and approaches do you prefer? Do you have preference for specific training methods and techniques for working with participants? Prof. S. Ivanov: In my trainings I use a variety of methods and techniques, such as presentations, toning exercises, discussions, role plays, demonstrations, case studies, discussion of test results, painting techniques, etc. In this way, I keep attention of seminars participants and stimulate their activity. I always strive to maintain a reasonable balance between rational and emotional, between the familiar and the unknown, between the general and the private. 5

6 The Center also offers trainings in distance learning form. Do you find appropriate a longer training on image and success, perfecting business skills to take place in a remote form? Have you lectured such training for students or adults? Prof. S. Ivanov: I have no experience in conducting such trainings. I think communication skills can only be improved by direct contact with trainees. Do you have feedback from trainees about their performance after finishing training? Prof. S. Ivanov: Unfortunately, I do not have such information, although I need one. It is good to do something about this. What do you want students to remember from you? Prof. S. 7 APRIL S SCHEDULE OF TRAININGS WORD PROCESSING Delivery period: 3 April 2 June 2017 Training course for acquiring vocational qualification by unemployed persons under the National Action Plan on Employment 2017 The training is intended for unemployed persons who, after completing it, will be able to use basic computer programs needed to serve standard office tasks - to find information, to participate in the development of technical and technological documentation, to carry out operational activities related to the processing of documents: input, print, exchange of text files, work with spreadsheets. Upon completion of the training, the trainees will be familiar with the requirements and regulations of normative documents regulating the activities in the use of computer equipment and will be able to cope with the administrative procedures. Successful graduates will acquire first degree of vocational qualification in Computer Operator profession and will receive the appropriate certificate for the competencies obtained. 7

8 PROFESSIONAL COUNSELING FOR CLIENTS OF LOD. ADVOCACY SKILLS Seminar, 4-5 April 2017 Form of training: face to face The training is implemented under Agreement between the ILO of the ILO and the CHRDRI The seminar is intended for psychologists, Roma mediators and case managers from the EA Labour Office. In line with the European Employment Strategy, all unemployed people must have access to professional counseling, according to their needs, in order to help them create individual employment strategies and to provide support in the process of seeking employment. During their visits to the Labor Offices (LOs), clients expect to receive quality advice on the most suitable jobs, best positions and employers that can provide appropriate employment. The training emphasizes the key role and importance of conversation with jobseekers for the success of mediation work. The stages of consultation process will be considered. Conversational and behavioral techniques will be applied to different types of clients. Strategies for counseling in the presence or absence of desirable jobs will be presented in detail. In the process of implementation of a counseling model will be discussed the effectiveness of employers tools and tools for jobseekers. The purpose of the seminar is participants to provide better support their clients through work counseling by implementing basic communication techniques of hearing, working with feelings, analysis and feedback. Support for jobseekers will be provided by networking of stakeholders, including social partners and NGOs at national, regional and local level in the field of employment and labour market inclusion. At the end of the training, graduates will be awarded certificates. 8

9 PREPARATION, AWARDING AND IMPLEMENTATION OF PUBLIC PROCUREMENT UNDER THE PUBLIC PROCUREMENT ACT - CURRENT PRACTICAL AND LEGAL ISSUES Seminar: 6 7 April 2017 Form of training: face to face The training is implemented under Agreement between the ILO of the ILO and the CHRDRI The seminar is intended for MLSP and SLUs to the Minister of Labor and Social Policy employees and other state and municipal administrations, social partners, NGOs involved in the preparation of public procurement contracts. Professional experience between one and three years is required, as well as participation in public procurement commissions, including in connection with implementation of projects funded by the EU Structural Funds. The seminar aims to raise participants knowledge of current changes in public procurement legislation, to improve the practical skills for their implementation, and to extend their skills in contract administration as a result of public procurement. Successful graduates will be awarded certificates. GARDENING AND FLORICULTURE Period of implementation: 10 April 10 May 2017 Training course for unemployed persons under the National Action Plan on Employment 2017 The course will be attended by 15 unemployed persons, registered in Labour Office Directorates at their place of residence. They will acquire knowledge of the rules for safe work according to the specifics of the profession and handling of the relevant tools and instruments; morphological features of plants, biological characteristics and life of the park plants; main types of decorative vegetation and ways of its production and cultivation; preliminary preparation of the landscaping area; rules and requirements for preparing a planned composition of park objects. plant species; they will be able to lawn terrain and plant decorative trees, shrubs and flowers according to the technological requirements. The training of the participants includes preparation of suitable park compositions, as well as ways of their maintenance. All successful graduates will acquire certificates according to the form of the Ministry of Education and Science for a part of the profession Worker in landscaping. Their theoretical training will be applied in practice, as a result of which the trainees will be able to recognize the main types of decorative and park vegetation; multiply, produce and grow different 9

10 SOLVING CRISES AND CONFLICTS AT THE WORKPLACE. EFFECTIVE TEAMWORK Seminar: April 2017 Form of training: face to face The training is implemented under Agreement between the ILO of the ILO and the CHRDRI The seminar is intended for employees of management and expert positions of the Ministry of Labour and Social Policy and SLUs to the Minister of Labour and Social Policy, and other central administrations. Employees in the public administration system communicate with a large number of people on a daily basis, and there are a variety of conflicts and crises in this interaction process. This is a negative phenomenon but it can be managed. For this purpose, specific knowledge, skills and habits for effective business communication are needed. program is on clarifying the strategies of personal behavior in conflict situations. Different models for negotiation and effective ways of organizing them will be presented for this purpose. In addition, the role of interpersonal communication for managing conflicts and crises, peculiarities of speech and communication in resolving such situations, and what communicative barriers and typical mistakes are made in business contacts will also be considered. Those who complete the training successfully will be awarded certificates. During the seminar, participants will learn about the nature, techniques and ways of effective teamwork, as well as how to solve emerging crises and conflicts in the workplace. The focus of the 10

11 ROOM ATTENDANT Period of implementation: 25 April 22 June 2017 Training course for acquiring vocational qualification by unemployed persons under the National Action Plan on Employment 2017 The training is intended for unemployed persons who, after completing it, will know the economic justifications and the organization of hotel services, legal regulation of work process in the hotel industry, professional ethics in customer service. Trainees will also learn about safety and security at work, and will increase their knowledge of foreign languages within a module Foreign Language Learning. After completing the training, the participants will have theoretical and practical knowledge of working in different areas in the field of tourism, skills for servicing Bulgarian and foreign groups, teamwork skills and productive team interactions. Successful graduates will acquire first degree of vocational qualification and will receive an appropriate certificate of competency. 11

12 POLICIES AND APPROACHES FOR ACTIVATING INACTIVE PERSONS FOR INCLUSION IN EMPLOYMENT Seminar: April 2017 Form of training: face to face The training is implemented under Agreement between the ILO of the ILO and the CHRDRI The seminar is intended for employees of Labour Office Directorates, Roma mediators, labour mediators and labour consultants serving inactive, unemployed people. Social inclusion, active inclusion of economically inactive people in working age and unemployed from vulnerable groups on the labor market are among the priorities of the Employment Agency. The provision of mediation services to inactive persons implies continuous development of the competencies of employees of the Labour Office. The European Commission s Recommendation on Active Inclusion was adopted in An important part of active inclusion is labour market that promotes social inclusion. In accordance with this recommendation and by order of the Minister of labour and social policy RD01 / 396 of , the National Program Activation of inactive persons has been approved. The seminar aims to deepen participants knowledge of the legal framework governing activities related to activation of inactive persons, as well as acquiring skills for applying active and preventive measures for integration of inactive and long-term unemployed persons. During the seminar, specific case studies will be dealt with to help exchange experiences and good practices among participants. Successful graduates will be awarded certificates. 12

13 QUALIFICATION PROGRAMME SOCIAL ASSISTANCE TO PEOPLE AND FAMILIES 1 Vocational qualification course for social workers from the Social Assistance Agency Implementation period in face to face form April 2017 Implementation period in distance learning form 29 April 29 May 2017 The training is intended for social workers from the Social Assistance Directorates and employees of Regional Social Assistance Directorates of the Social Assistance Agency from all over the country. After completing the course, participants will be able to apply principles of modern social policy, contributing to the implementation of the deinstitutionalization process according to the current normative basis. They will be able to effectively resolve cases and use resident services as a tool in their practice, will be able to apply safeguards in a highrisk environment in terms of performing their duties, and will be able to carry out preventive work among threatened groups. The training program provides acquisition of skills for creating, storing and registering the relevant documentation according to the SAA Documentation System, as well as to use mechanisms for interaction with the institutions and civil organizations in co-ordination of casework. The training is organized in a blended form (face to face and distance ones) and after successful participation in the envisaged 130 class hours, the trainees will receive vocational certificate according to Form No 4 of the Ministry of Education and Science. 1 The programme is implemented under Agreement between the ILO of the ILO and the CHRDRI 13
