'From Open Science to Impact' Webinar AESIS 3 October 2017 How can researchers be incentivised to embrace Open Science? Fabienne Gautier Head of Unit DG RTD B.2 Open Science and ERA Policy 1

A little history..european Research Area Article 179 of the Treaty " In which, researchers, scientific knowledge and technology will circulate freely" "2012 ERA Communication - Priority 3 - An open labour market for researchers Support the career development of researchers in line with the Human Resources strategy for researchers incorporating the Charter & Code for researchers Continuing Professional Development Source: the European Charter for Researchers New instruments for the career development of researchers should be introduced and implemented, thus contributing to the improvement of career prospects for researchers in Europe 2

The three O's: Open Innovation "Helping Europe to capitalise on the results of R&I and create shared economic and social value by bringing more actors into the innovation process, boosting investment, maximising the impact of innovation and creating the right innovation ecosystem" Open Science - "Supporting new ways of doing research and diffusing knowledge by using digital technologies and new collaborative tools, to ensure excellent science and open access to data and results and help Europe benefit from digitisation to drive innovation" Open to the World - "Fostering international cooperation to access and attract global excellence and to make the EU's strengths in R&I help tackle global societal challenges effectively, to create business opportunities in new and emerging markets, and enhance external policy through science diplomacy" 3

Open Science : a new approach A systemic change to the way science is organised and research is carried out Based on cooperative work and new ways of diffusing and sharing knowledge, using digital technologies and new collaborative tools It affects virtually all components of doing science and research, from conceptual work to publishing, from empirical research to data-analysis. Shifting focus from "publishing as fast as possible" to "sharing knowledge as early as possible" 4

ERA and Open Science goals Remove barriers to (virtual) mobility Retain and attract talent to EU Make research careers more attractive Improve skills training of researchers Improve HR policies and rewarding systems for researchers 5

A European Open Science Policy Agenda genda.pdf#view=fit&pagemode=none Working Group on 'Evaluation of research careers fully acknowledging Open Science practices' : Objective : Modernisation of the current researchers' career evaluation system Creation of incentives and rewards for researchers engaged in Open Science Career advancement currently: relies mostly on the number and quality of publications does not rely on the reproducibility, availability and re-usability of 6 research results

Considerations Open Science practice to become mainstream: embedding in the evaluation of all researchers (R1-R4). This will require changes of mind-set: universities to change their approach in career assessment for recruitment and promotion funding agencies to reform methods for awarding grants to researchers senior researchers to reform the assessment of researchers when employing on funded research projects. A cultural change is needed in organisations and in the research community for the promotion of and engagement in Open Science. 7

Considerations A multi-dimensional approach to the evaluation is to be considered It provides a more realistic proxy of the measurement of quality. It should be done through multi-dimensional evaluation criteria. An OS Career Assessment Matrix (OS-CAM) could be used for this purpose, taking into consideration (cf. report of the WG) : what is expected from a researcher and what is relevant for the specific post, grant or career advancement. 8

Recommendations from the Working Group on 'Evaluation of research careers..' view=fit&pagemode=none A more comprehensive recognition and reward system must become part of: recruitment criteria, career progression and grant assessment procedures for researchers at all levels (R1-R4). A review/update through the lens of Open Science might be needed for: H2020/FP9 ERA policies, ERA roadmaps and National Action Plans to ensure compatibility with Open Science. 9
