1 DATE: September 2016 REFERENCE: Selection Policy for Athletes, Coxswains and Coaches AUTHOR: Rowing Victoria 15. PURPOSE Rowing Victoria (RV) aims to provide opportunities for all Victorians to participate in rowing for life In order to meet its strategic aims, RV will fairly select teams to represent Victoria that have the best possible opportunity of competing with distinction in interstate competition This Selection Policy (the Policy) is structured to complement the objectives, processes and priorities of the national program as set out by National Centre for Rowing Excellence (NCRE) and Rowing Australia (RA). 2. DEFINITIONS Selection Policy Participant Selection Activities Selection Criteria Selection Event Requirements Compulsory Selection Activities Nomination Form means this document, the basis for selecting Athletes, Coxswains and Coaches to represent RV. means an Athlete, Coxswain and Coach who nominates for selection. means the set of activities in which form the basis for Participants. means the elements, other than participation in selection events and compulsory selection activities, required to be demonstrated and/or undertaken by Participants. means those rowing events in which Participants must take part for the purpose of selection. are the minimum set of activities any Participant must complete to be eligible for selection. means the formal means by which a Participant registers for selection. 3. IMPLEMENTATION 3.1. This Selection Policy applies to all Participants who nominate for selection All Participants seeking selection in a Victorian representative team must satisfy the requirements as set out in this Policy and will be considered and assessed in accordance with it RV reserves the right to amend the Policy from time to time and as circumstances may require and shall give not less than 4 weeks notice to Participants before the effect of any amendments comes into force during the term of this Policy as set out in clause This Policy commences and is of effect on and from 21 st September NOTIFICATION 4.1. The Policy shall be posted on the official RV website at and a hard copy will be made available to any interested party upon request to the RV office It shall be the responsibility of all Participants who nominate for selection to familiarise themselves with this Policy. 5. NOMINATION 1

2 5.1. Participants will nominate for Victorian representative teams, not for individual crews. The selectors will allocate Participants to crews based on the best opportunity of winning the Rowing Australia Cup Participants must nominate for selection by completing the Nomination Form which shall be published on the RV website, together with the closing dates for nomination Individual Participants must submit his or her nomination by the nomination closing date specified in the relevant Selection Event Requirement Nominations lodged after the closing date for nominations may be accepted at the Selector s discretion By nominating for Victorian representative team, Participants agree to: 2 a) Be bound by RV Policies including the Code of Conduct and member protection policy, this Selection Policy, any Selection Event Requirements and the RV Appeals Policy; b) The requirements of the World Anti- Doping Agency (WADA) and the Australian Sports Anti- Doping Authority (ASADA); c) Attend selection trials, testing and training activities and participate fully and to the best of their ability; d) Immediately notify RV of any injury or illness prior to or during the selection process or during training or competition, in writing, accompanied by medical certificate/s specifying the nature of the injury and the length of time estimated before rowing can resume; e) Participate in all programmed team activities; f) Adhere to any directions from the Team Director, as agreed by the Selectors and Head Coach; g) Pay any seat fee, as determined by the Team Director, prior to the regatta, to cover expenses including, but not limited to; accommodation, uniform, catering and transport; h) Participate in the RV State Championships unless exemptions have been approved by the Head Coach or the Team Director 7 days prior to the event; i) Make themselves available for marketing activities or events if required. 6. RV SELECTORS 6.1. The RV Board shall appoint Selectors, who report to the RV CEO, in accordance with the RV Constitution, and who shall implement the Policy The Selectors through the CEO shall recommend Participants to the Board, via the CEO, for ratification before confirming or advising the selection of those Participants in state representative teams Selectors must declare any financial arrangements, including any arrangement whereby they are paid for coaching services by a Participant who has nominated for selection in accordance with this Policy in the six months prior to the nominations closing dates and up to the time of the interstate competition. 7. ROLE OF THE SELECTORS 7.1 The Selectors shall be responsible for the assessment and selection of all state teams to represent Victoria in national and other competitions including if required, national selection trials (and shall include any crew as may be determined by RV from time to time). 7.2 The role of selectors is to select Victorian representative teams in accordance with the selection policy and the Selectors will; a) Ensure that the selection policy is followed b) Ensure transparency of process and that all appropriate rowers are reviewed

3 3 c) Recommend crews and squads to the Team Director d) Provide checks and balances on the selection process throughout the season e) Make themselves available for team activities in team plan and selection activities in selection policy f) Satisfy themselves that the selection policy is robust and will serve the purpose for selection and provide feedback to the Head Coach & Team Director g) Report to the Team Director h) Declare any conflict of interests i) Ensure public confidence in the integrity of the selection process and the reputation of Rowing Victoria 7.3. The Team Director is responsible for ensuring that Selection Activities conform to this selection policy. 8. ELIGIBILITY 8.1 In order to be eligible for selection Participants must: a) Be eligible to represent Victoria under the rules of competition for the particular event in which they seek to compete; b) Be eligible for selection because they are in good financial standing with Rowing Victoria. VIS and their club; c) Be a current financial member of a club or school which is a member of RV; d) Comply with all RV Policies set out at clause 10; e) Fulfil any other criteria which may be determined necessary by RV from time to time; f) Present such documentary evidence of their eligibility as RV may deem necessary in its absolute discretion. 9. PAYMENTS 9.1 Selectors and Participants may not receive payment from any other Participant in any RV Selection Activities, events or training. 10. RV POLICIES Participants must adhere to and comply with the policies of RV including a) The Rules of Racing; b) The Member Protection Policy; c) The Code of Conduct; and d) The Rowing Australia rules including Anti- Doping Policy, the Sports Foods, Medical and Performance Supplement Policy and The Match Fixing Policy. Copies of policies may be obtained from the RV office or the RV or RA websites RV may remove a Participant from Selection Activities or from a team or event if in its sole discretion the Participant is in breach of these polices, including this Selection Policy, or brings RV, the team or the sport into disrepute. 11. SELECTION The Selection Activities shall be those outlined in section 14.

4 11.2. The Selectors shall rely upon the objective assessment of data from the Selection Activities set out in clause 11.1 as the basis for the selection of crews but reserve to themselves the absolute discretion to ensure team fit and team dynamics in their final selection decision Selectors in their sole discretion may reschedule any Selection Activity for one or more Participants Compulsory Selection Activities must be undertaken by all athletes seeking selection except in circumstances set out in clause 14 (e). Special circumstances may be granted to athletes nominating for National Selection, where those Selection Activities clash with RV Selection Activities The Selection Criteria that will be taken into account will include: 4 a) Satisfaction of the Event Requirements; b) Adherence to RV Policies; c) Interstate, national and international performances; d) Current levels of skill and physical fitness; e) Any current injury or condition, which will impair, inhibit or prevent performance; f) Relevant rowing conditions in relation to any trialling or results (e.g. wind and stream effects); g) Ability to participate in and travel to crew or squad training or selection locations and events as required or designated by RV and RA; h) Factors relevant to crew combination, namely crew compatibility, technical compatibility, and team balance and harmony; i) The proportion of Selection Activities a Participant has successfully completed For the avoidance of doubt in the application of the Selection Criteria, the Selectors may take into account the relevant rowing conditions (e.g. wind or water flow), the medical or other condition of any athlete, the unavailability of a Participant as a result of circumstances beyond his or her control, equipment breakages or malfunctions all or any of which may have affected performance The selection criteria that may be taken into account in addition to the Selection Criteria set out in clause 11.5 will include: a) Rowers and Scullers (i) (ii) (iii) (iv) (v) (vi) (vii) b) Coxswains (i) Performance in training, trialling and competition specified in the Selection Activities; Satisfactory completion of the requirements of the selection events Commitment to upholding team culture and understand importance of representing their state and their performance Results and reports recorded from collated data and information including past race results and training camps. Ability to make and maintain weight (for Lightweight competitors); In relation to any performances considered by the Selectors, medical conditions, or equipment breakages or malfunctions may be considered in determining the weight to be accorded to such performances. Attendance at squad activities and selection events as detailed in the event supplement Performance in training, trialling and competition specified in the Selection Activities;

5 5 (ii) (iii) (iv) (v) (vi) (vii) c) Coaches (i) (ii) (iii) (iv) (v) Satisfactory completion of the requirements of the selection events Commitment to upholding team culture and understand importance of representing their state and their performance Results and reports recorded from collated data and information including past race results and training camps. Steering ability, crew management abilities, and strategic race communication Weight management Coxswains are expected to maintain optimal weight management strategies so as to make all race weights in prime condition. Attendance at squad activities and selection events as detailed in the event supplement Ability to operate in a coaching team and broader high performance environment; Current and past record as a Coach, including performance of local, interstate and international crews coached, performance of crews coached at selection events, management of those crews and a proven capacity to relate appropriately with Athletes, Coaches, Officials and RV; Compatibility with Athletes; Adherence to RV Policies, including without limitation, adherence to the RV and RA Coaches Code of Ethics; Completion of a Boat Rigging assessment as directed by RV; Some Participants may be required to attend Selection Activities outside of the Selection Event Requirements. These Selection Activities will be at the discretion of the Selectors. A) 11.9 That the Rowing Victoria selectors reserve the right to de- select any selected athlete, coxswain or coach that fails to fulfil expectations as in this Selection Policy, leading up to and including the event. Selectors will be entitled to remove that individual from the team and select another person in their place; For the avoidance of doubt, the crews selected for the Masters Interstate Regatta will be a Masters D age average The Selection Activities will vary from year to year and will be posted as the Selection Policy Selection Event Requirement Appendix on the RV website no later than 2 weeks prior to the date published for close of nominations The Selectors may, at their discretion, select coaches, coxswains and athletes prior to the completion of the selection criteria and events. 12. SELECTION DATA 12.1 Rowing Victoria collects and retains data for each Participant and his or her rowing performance. Upon the conclusion of the selection process and the naming of the representative crews or teams, RV reserves the right to retain that data and not to disclose any selection based data to any other party. 13. APPEALS 13.1 Any person wishes to appeal a selection decision made by the selectors must do so by following the process as outlined in Appendix 14 on page 125 of the Rowing Victoria Rules 14. SELECTION ACTIVITIES 14.1 PREPARATION SQUAD TRAINING

6 a) The Selectors may hold Squad training sessions with the objective of developing crew combinations and providing the opportunity to assess and rank Participants in a crew environment. Squad training sessions may include training activities and/or competition on which the final combination, balance and harmony of crews may be trialled. b) Participation in each Squad Session is performance- based. The Selectors may invite Participants based on their ranking in competition and NRCE or RA testing ahead of the RV selection events. Selectors may adjust the composition of squads after each training session based on the performance of a Participant and the overall performance of the squad. c) Squads may vary and Participants will be notified by Lead Coaches ERGOMETER TESTING a) All athletes must complete an ergometer test as required by the Selection Activities to be eligible for selection. b) All 2000m ergometer testing will be in accordance with the National Testing protocols, in line with National Rowing Centre of Excellence (NRCE) protocols, as outlined on RA website. c) For all Masters Athletes a 1000m ergometer test will be required as per the Masters Events Requirements SELECTION EVENT REQUIREMENTS a) Participants must compete in the events listed in relevant Selection Event Requirements Appendices SELECTION CRITERIA EXEMPTION All athletes MUST follow this process: a) Request for exemption must be made in WRITING or to the Team Director who will discuss with Head Coach b) Requests for exemption must be made PRIOR to the date requiring exemption. c) All applications for exemption must be signed by the Club Captain, Club President, or a similar (non- coaching) Officer of the Club that the athlete is representing. d) A MEDICAL CERTIFICATE provided by an RV approved medical provider must accompany requests for exemption based on injury or illness. e) Where an athlete is domiciled outside of Victoria but remains eligible for state selection (ie: AIS scholarship holders) an exemption must be sought. This and any possible alternate selection events will be entirely at the discretion of the selectors. 15. FINAL CREW SELECTION 15.1 The final crews will be determined by the results of the Selection Activities outlined in section 14. After consideration of the Selection Activity data, if there is a need to separate two or more athletes, the Selectors may consider squad trialling to optimise crew harmony and balance, with the aim of selecting the fastest crew. 6
