ABOUT THIS OPPORTUNITY This is an exciting opportunity to lead an innovative multi-country project, Building Resilient Urban Communities in Asia. The project is influencing urban approaches to resilience across 5 countries. Implemented for the Asian Development Bank (ADB) and in partnership with Mercy Corps, and local partners, it provides an opportunity to influence ADB s and the sector s approach to urban resilience by promoting a participatory governance and community lens, as well as influence and support municipalities and stakeholders on the ground to identify and define their resilience priorities. The project aims to give voice and agency to urban residents especially vulnerable and marginalized urban communities. We are looking for a talented individual who can build strategic partnerships and alliances across the region and sector, who can translate technical knowledge into action, and manage complex fluid partnerships in challenging urban contexts. BACKGROUND Oxfam is implementing Building Resilient Urban Communities (BRUC) Asia project with funding support from ADB (which is funded by DFID). The USD 5.5 million project is designed to ensure that poor urban dwellers in target cities, especially vulnerable groups, are able to realize their rights and improve their well-being despite the impact of different shocks and stresses, including climate change. The project takes an urban systems approach that supports integration of climate change impact assessment and resilience thinking into city planning to reduce the risks of increasing urbanization and climate change on urban populations, particularly poor and vulnerable people. BRUC is funded by ADB s Urban Climate Change Resilience Trust Fund (URF) which aims to scale up urban climate change resilience targeting the urban poor across secondary cities in Asia. The project is being implemented in partnership with Mercy Corps and a range of local partners at the city-level. The project is being implemented in 10 towns/cities across five countries over a four-year period (Nov 2017 to Oct 2021). The list of towns/cities includes Patuakhali and Faridpur in Bangladesh; Janiuay, Del Carmen, Malay and La Trinidad in the Philippines; Sialkot and Abbottabad in Pakistan; Yangon in Myanmar and Makassar in Indonesia. Aside from the Project Manager, the project management team comprises of a Communications Specialist, admin and finance coordinator, and 7 international experts. At the country and city level, there are a total of 10 community resilience

3 officers (CROs) (one for each city) that are part of the extended project implementation team. The key project outcomes are as follows: Outcome 1: Urban poor communities especially women and youth have increased agency and voice in designing and prioritizing resilience interventions Outcome 2: Communities have enhanced resilience to climate change through community-led pilot initiatives Outcome 3: Improved policy and knowledge exchange between local stakeholders contributed to better practice building communities resilience. The project was launched in November 2017 and has completed the inception phase. In the second year, the project would focus on completing the community-led planning processes wherever they are still pending and prioritize design, implementation and monitoring of the pilot projects. The Project Manager will head the Project Management Unit based at the ADB Headquarters in Manila. S/he will be expected to lead on developing and implementing project work plans, technical advisory support to CROs, preparation and finalization of project deliverables, budget oversight and controls, coordination with country teams, international technical advisors, and partners, and relationship management with URF and ADB. The Project Manager reports to the Multi-Country Programme Team Manager in the Programme Strategy and Impact Team in OGB, and will have a matrix management relationship with the Senior Advisor Urban Resilience and Decent Work. OUR TEAM The Programme Strategy and Impact Team (PSIT) sits in the International Programmes Team of Oxfam GB. We are a team of technical experts managing and supporting quality programme, in partnership with Oxfam country teams and external partners. Our mission is to drive higher quality programming and learning within Oxfam, develop more integrated approaches to programming by networking across teams and offices and increase the influence of Oxfam s leadership on policy and practice internally and externally to increase Oxfam s impact on poverty alleviation. There are several practice groups in PSIT and this role will sit in the Resilience and Climate Change practice group. WHAT WE ARE LOOKING FOR The post provides an exciting opportunity for an experienced Project Manager with the ability to manage multiple teams, drive project delivery, and develop strong relationships with project partners and donor. We are looking for an experienced professional with a strong track record of working on issues of resilience building in cities, and multi-stakeholder approaches to climate change and resilience building. The Project Manager should have exhibited strong leadership and project management skills, and will be responsible for overall project delivery. The post holder

4 needs to be able to engage with a diverse range of stakeholders including senior government and ADB officials, regional and local partners, and country office teams. Demonstrated success in complex project management is essential. Some project implementation will be carried out by other teams e.g. Oxfam country teams so the ability to motivate and ensure quality delivery, even where no direct management line exists will be critical. The role requires someone who can represent Oxfam in the region with Governments, international agencies, donors and civil society. As such, the post holder will also be required to create and maintain an environment within the ADB project management team that facilitates the development and delivery of Oxfam s influencing and advocacy strategy within the project. The post-holder will be one of Oxfam s most visible people in the region and in the ADB, and will be expected to represent our values at all times. CORE DETAILS Location Based at ADB Headquarters in Manila, Philippines. The post holder would need to have the right to work in the country. Oxfam will not be able to support or sponsor any work visas. Our package Grade: Salary: National C1 PHP 1,449,023-1,956,183 depending on experience. Contract Type Fixed-Term ending 30 th September Hours of work This is a full-time role (37.5 hours per week), however Oxfam offers various flexible arrangements which candidates can discuss by contacting the Recruiting Manager directly, as they have indicated that they would consider flexible options. This role reports to Staff reporting to this post Senior Advisor Urban Resilience and Decent Work Two direct reports Communications Specialist, and Project Admin and Finance Coordinator KEY RESPONSIBILITES Responsible for leadership and successful delivery of the BRUC project through to project completion. Strategically lead the work in cities, and closely work with CROs in the implementation of BRUC work plan in the target cities.

5 Work across OGB teams to contribute lessons from BRUC to the development and delivery of a global and regional influencing agenda that is focused and strategic on urban resilience. Advise and manage project partners and country teams to deliver on project workplan and activities. Provide advice to City Resilience Officers at country level on technical issues, programme quality, and strategic direction. Effectively manage relationships with ADB, URF, and government counterparts in project countries. Work closely with Oxfam colleagues and networks to deliver and share project learning and experiences from BRUC. Line manage two PMU staff members Communications Specialist, and Admin and Finance Coordinator, and matrix manage ten City Resilience Officers to ensure efficient project delivery. Represent Oxfam and communicate Oxfam s views, values and approaches to a range of actors, including governments, regional institutions, civil society organisations and media. Ensure donor contract compliance and timely completion of project deliverables. Oversight of project budget, and risk matrix. SKILLS EXPERIENCE AND KNOWLEDGE Essential Degree in relevant field of study (e.g. urban planning/policy, community development, international development, geography, climate change adaptation, environmental science, disaster risk,) At least 10 years of experience working on urban resilience, and/or community climate change adaptation programmes. At least 5 years experience of leading the management of complex projects in South and Southeast Asia, preferably involving urban stakeholders including city governments and communities. Proven experience of managing large contracts, programme finances, and project staff. Demonstrated ability to coordinate input from a team of subject experts. Ability to work strategically with multiple stakeholders, including government, civil society, communities, and donor agencies Sound theoretical and practical understanding of climate change adaptation, Disaster Risk Reduction, and systems thinking. Strong inter-personal skills and ability to build, motivate and inspire multi-disciplinary teams based at different locations working for a common purpose to enhance project impact. Excellent English language skills, including the ability to conduct oral presentations and to produce written reports of high quality to deadline. Good computer skills and knowledge of digital technologies. Ability to undertake travel away from home base up to weeks a year. A positive, friendly and inspiring attitude towards donor, colleagues and partners, which helps create a constructive atmosphere to deliver a highly challenging project.
