As the Director, Communications Staff, you will be responsible for advising and assisting the Director, Communications and Legislative Affairs, in the development, administration, coordination, and execution of the plans, policies, and procedures for carrying out EEOC's communication program activities. You will serve as a key communicator of Commission policies and programs. You will be responsible for promoting the interest in and increasing public knowledge and understanding of EEOC programs. You will develop and carry out a comprehensive communications program. KEY REQUIREMENTS U.S. Citizenship Relevant experience (See Qualifications below) Males born after 12/31/59 must register with the Selective Service Travel may be required DUTIES: Develops Commission communication plans Prepares Commission responses to media inquiries affecting EEOC, to include providing

2 administrative management and control of inquiries Responds to inquires and advises reporters of Commission policies and programs Serves as a liaison for external and internal communications and issues pertaining to EEOC Tracks communications activities Researches and analyzes communications and media developments Provides guidance to agency officials and staff on media relations Acts as an intergovernmental liaison with Executive branch agencies Provides developmental, managerial, and professional expertise and advice on all communications and media matters Participates in office strategic planning Maintains contacts for the purpose of communicating Commission policies and programs to members of the media, officials of other federal departments and agencies, Members of Congress, White House Staff, and the general public Advises and updates the Director on communications implications of proposed or existing policies Anticipates forthcoming media activities and coverage in the context of potential impact on EEOC Represents the Commission to the media and the public, articulating Commission positions on matters of mutual concern Speaks for the Director on EEOC policies, programs, and events Reviews communications programs throughout the EEOC to ensure continuing effectiveness Continuously evaluates communications programs; recommends and implements changes based upon analysis of findings Provide administrative and technical supervision of staff members QUALIFICATIONS REQUIRED: You must demonstrate in your resume and responses to questions, at least one year of specialized experience equivalent to at least the GS-14 in the federal service. Specialized experience is defined as providing administrative management, supervision, coordination, professional direction, and financial control of an organization's communications activities. This includes the following: representing an organization to the media, Federal and State agencies and organizations, and members of Congress; researching and analyzing communications developments; participating in media driven events; and evaluating the effectiveness and efficiency of an organization's communications program refined over time.

3 COMPETENCIES: Ability to lead, plan, direct, coordinate, and guide communications programs/projects, and implement policy and program decisions/directives. Ability to establish and maintain interpersonal relationships. Ability to plan, organize and allocate budgetary and human resources to support a complex organization s policies and programs. Ability to research and analyze communications developments. Ability to manage subordinate employees. Skill in developing and presenting written and oral materials to convey information concerning complex and sensitive programs and functions to audiences having diverse levels of understanding of programs and activities. Skill in effectively representing policies, programs, and position on issues to the media and general public. Skill in applying sound methodologies to the research, tracking, and analysis of media issues. Skill in evaluating effectiveness of communication program, analyzing public feedback, and developing recommendations to improve and enhance the communication s program. Ability to establish effective relations with high level officials (U.S. Congress, State government, public and private interest groups and media). -- This is a non-bargaining unit position. -- The EEOC will not pay travel or relocation expenses.
