1 Position Announcement: Fleet Manager South Kitsap Fire and Rescue (SKFR) headquartered in Port Orchard, Washington, is currently accepting applications for Fleet Manager. This position plans, coordinates, and manages the Fire District s Fleet Maintenance program. As a member of the District s management team, the Fleet Manager participates in policy development, planning and oversight within the organization and cooperative endeavors with local, county, state and federal agencies. The ideal candidate will interact closely with other supervisors and managers. The Fleet Manager directly supervises the District s Mechanics Emergency Vehicle Technicians (EVT s) and other staff as assigned. This is a collective bargaining position under South Kitsap Professional Firefighters IAFF Local 2876 Non- Suppression. This position is not an emergency response position. This position may be required to report to work outside of regular working hours in the event of fleet maintenance emergencies. At time of hire, the applicant must possess and maintain a valid Washington State driver s license AND have passed a complete background investigation, driving record check, employment history verification, and reference confirmation. Salary and Benefits The annual salary range is between $83,259 and $92,260 DOE with education and work experience pay incentives also available. In addition, there is an extensive benefit package that includes medical, dental, vision and disability benefits as well as participation in the WA State PERS Retirement Plan and employer matched contributions to a deferred compensation plan. This position is represented by the IAFF Local 2876 Non-Uniformed/Non-Suppression Collective Bargaining Agreement. Please address your packet to: Position Details Description of District: South Kitsap Fire and Rescue Attn: AC Jeff Faucett 1974 Fircrest Drive SE Port Orchard, WA Located in Port Orchard, Washington, directly west of Seattle across the Puget Sound, this progressive combination fire district serves a growing population base of approximately 75,000 residing within its 117 square miles of jurisdiction. A budget of $19.8 million currently allows the 81 career, 45 volunteers, and 18 administrative/support members to offer a full range of emergency services. These services include fire suppression, public education, technical rescue, hazardous materials, wildland interface suppression, and full emergency medical services for advanced life and basic life support responses including transport. SKFR provides emergency response services from twelve fire stations, six career staffed stations and six volunteer staffed stations. An administrative facility is located at our headquarters station 8 and serves as the district s administrative office, facility maintenance, and vehicle maintenance. On average, there are 10,000 annual calls for service, with approximately 75 percent being advanced life support and basic life support responses. SKFR has over sixty vehicles assigned to its Fleet Service consisting of both emergency and non-emergency vehicles. The district has improved its fleet of vehicles over the last four years by purchasing over twenty five vehicles. The Fleet Service is staffed with a Fleet Manager and two EVT Mechanics. The division is overseen by an Assistant Chief. Qualifications/Requirements for the successful applicant include: Must hold or be able to obtain a valid Washington driver's license or valid Washington Class "B" commercial license driver s license with an Air Brake and Tanker endorsement. Must have CDL within six months of employment.

3 Must pass a thorough background investigation. Must be bondable and insurable. High school education or GED is required. An AA degree or higher in a related field is preferred. EVT Fire Apparatus and Ambulance Technician Level 3 certifications (or ASE certifications) are desired. Must have completed within three years of employment. Minimum 3 years management and/or supervision experience, or a combination of education and experience. Candidate must have a combination of education and experience equal to five years in the repair and maintenance of emergency vehicles. The applicant must have demonstrated experience, skills, and characteristics, which include: Knowledge Of: Methods and techniques of developing and conducting an effective fleet maintenance program. District policies and procedures, as well as City, State and Federal regulations specific to the District s Fleet Maintenance program. Computerized database, spreadsheet, invoicing, and word processing applications. Materials, tools and equipment used in Fleet Maintenance activities and the potential hazards associated with these operations. Knowledge of emergency vehicle specifications, maintenance, and repair. Principles and practices of program planning, coordinating, budget preparation, monitoring and evaluating. Management theory and practices and the abilities to effectively supervise, evaluate and coordinate the efforts of subordinates. Written and verbal communication tools to develop and present policies and training material. Skills and Ability: Represent the District in the community and with political leaders in a manner that is consistent with District policies, missions, and values. Solve problems and make decisions in stressful situations. Be adaptable and flexible to meet the needs of differing circumstances.

4 Plan, organize, and implement programs to meet District needs. Make verbal presentations to staff and a variety of groups with diverse backgrounds. Express ideas clearly and concisely, both verbally and in writing. Perform assignments independently with minimal supervision, and as part of a team. Plan, assign, supervise, train, evaluate, and provide guidance to staff including disciplinary action as outlined by District policies. Establish and maintain cooperative and effective working relationships with co-workers, subordinates, and other organizational groups and individuals. Analyze situations quickly and objectively, determine a proper course of action, negotiate and problem solve. Understand and follow instructions and directions. Physically perform the essential functions of the position. Maintain minimum required certifications. Effectively coordinate, perform and complete duties and assignments in a timely manner. Physical Requirements and Working Conditions: Employees are required to bend, climb, crouch and may need to lift up to 100 pounds. Close vision and the dexterity to manipulate small tools in tight spaces are necessary. In addition, pulling and pushing may also be required. The Fleet Manager must have the ability to stand for long periods and will be required to operate heavy trucks or equipment and/or rotating machinery. Most of the Fleet Managers work will be conducted in an office environment; however some work is performed outdoors and the Fleet Manager may be subject to temperature extremes in the performance of duties. On the job the employee may be exposed to loud noises, alarms, smoke or noxious fumes and to oil or other solvents. Wearing vision and hearing protection devices may be necessary.
