Background to The Scout Association s Headquarters The UK headquarters of The Scout Association is based at Gilwell Park, Chingford, London, and is operationally divided into four directorates: The Regional Development Service sits within the Programme and Development Directorate. Outline of Role You will play a key role in helping to grow and develop the Scouting movement in your region, working with staff, adult leaders, and other volunteers to promote the growth of the Scouting movement through a wide range of projects, initiatives and events. An enthusiastic team player with a good understanding of the challenges facing a wide range of communities (including rural, urban and BME), you must also be able to work flexibly, including frequent travel and evening / weekend work. Outstanding interpersonal skills are essential. 5 Job Description: Regional Development Officer JOB TITLE: Regional Development Officer DIRECTORATE: Programme and Development REPORTS TO: Regional Development LOCATION: Home based Manager NUMBER OF JOB HOLDERS: 21 DIRECT REPORTS: 0 DATE OF JOB DESCRIPTION: Sept 11 TSA RANGE: E, Level 1-5 COMPETENCY LEVEL: 4 1. PURPOSE OF THE JOB Support, instigate and deliver focussed development plans and opportunities in the Region as agreed by the Regional Development Manager. 2. DIRECTORATE/DEPARTMENTAL OVERVIEW The job is part of the Programme and Development Directorate. In broad terms the directorate it is responsible for: ongoing development of the Programme for children and young people in Scouting working with the World Organisation of the Scout Movement, the European Region and other National Scout Organisations training and support of adult leaders, managers and other volunteers providing field based staff support across England, particularly focussing upon the development of Scouting the management of our national activity and conference centres. Along with other departments, it also has organisational wide responsibility for the development and growth of Scouting across the United Kingdom. 3. QUANTITIVE DIMENSIONS OF THE JOB Budget:n/a Key Responsibilities: Internal: Chief Commissioner, Regional Commissioners, County Commissioners, District Commissioners, Group Scout Leaders, District Explorer Scout Commissioners, Locally employed Development Officers, Staff of the

6 Programme & Development Department and other staff at Headquarters. External: Representatives of local government, organisations and others concerned with youth work, development, the local and faith communities. 4. PRINCIPAL RESPONSIBILITIES PRINCIPAL ACCOUNTABILITIES Support and work in partnership with District Commissioners, Group Scout Leaders and other volunteers to achieve organisational growth and development. Enable and motivate local Scouting to devise, apply and refresh focussed development plans. Advise and support local Scouting focus upon the retention and recruitment of adult volunteers. Advise, support and encourage Scouting to engage with communities currently underrepresented in Scouting and provide Scouting for them. Support the identification and recruitment of District Commissioners (through DC Searches) as required. Undertake and / or support the induction of District Commissioners and Group Scout Leaders as required. Help local Scouting to open new Sections and/or Groups in accordance with identified needs. Help develop and deliver training, events and activities within and outside the Region, designed to support Scouting and promote local growth and development. Help identify, create and design new tools and resources to support growth and development across the Region and more widely. Liaise with other staff from the Programme & Development Department and across headquarters, particularly concerning development and adult support issues. Represent Headquarters and its Departments in the Region and in Counties. Administer and maintain an effective home based office and budget. Any other duties as may reasonably be required by the Assistant Director of Programme & Development.

7 5. OTHER INFORMATION A full driving licence is required for this role. Evening and weekend work will be a feature of this post with some possible overnight stays across the UK.

E EXPERIENCE Member of The Scout Association or The Guide Association as an adult. E Hold a full driving licence. E Experience of working with volunteer groups outside Scouting. HD SKILLS Possess high level of relationship skills to ensure effective relationships with a wide range of people from young people, to Chief, Regional, County and District Commissioners to leaders of faith communities and external bodies. E Manage a diverse workload and reach targets that are set within deadlines. E Advise on project planning and development issues. E Able to support volunteers with critical incident management. E Work independently of direct supervision. E Work as part of a team. E Provide own administrative support. E Be an effective trainer. E Be committed to the fundamentals and values of Scouting. E Be enthusiastic and able to enthuse others. E Be a self starter. E Able to operate from home based office accepting the constraints this places on personal/family life. 10 What s in it for me? Annual Salary: Starting salary non negotiable at 23,226 which represents Level 1 of Band E with the possibility to increase on an annual incremental basis by 1 level (subject to satisfactory performance), to a maximum of Level 5 27,325. A company car will be provided to you for work use. Salaries are paid monthly by direct transfer on or about the 20 th of the month. Overtime is not paid although time of in lieu may be authorised. Hours of Work: 35 hours per week Location: Home based 1 x North-West England (Isle of Man, Greater Manchester, Merseyside, Cumbria, East Lancs, West Lancs, Cheshire) 1 x South-West England (Avon, Somerset, Dorset, Wiltshire, Gloucestershire, Jersey and Guernsey, Devon and Cornwall) Holiday Entitlement: 23 days per year plus bank holidays. This increases after two years service to 26 days and after five years to 30 days. Probationary Period: This post is subject to a 6 month probationary period. Looking after your future Pension For all employees, the Association has a Group Personal Pension Plan. This plan allows employees to contribute a minimum of 1.5% of their gross salary up to the maximum allowed within HMRC limits. The Association will contribute twice the employee s contribution, up to a maximum of 10% of gross salary. Life Assurance All employees are covered by a scheme which pays two times the basic salary in the event of death in service. Getting to and from work Interest free season ticket loan Employees may apply for a loan to assist with the purchase of a travel season ticket. The loan will be paid back monthly by automatic deduction from salary. Car parking All sites offer free car parking to employees Cycle to Work scheme This scheme is a form of salary sacrifice which enables employees to purchase a bicycle through the Government s Cycle to Work Scheme and can save you up to 50% on the retail value (depending on the employees tax bracket).

12 Minibus Service (Gilwell Park) A minibus service is provided which collects colleagues at 08:40 and 08:50 from Chingford Station and drops off to the same location at 17:00 hours.
