In Waverley we value taking ownership, where everyone feels personally committed to issues at hand and is working towards a positive outcome PRINCIPAL PURPOSE OF THE ROLE The overall purpose of the job is to undertake professional property management work with an emphasis on undertaking rent reviews, lease renewals and valuations. To work to provide professional guidance on technical matters to colleagues and Council Members. 1 P a g e

2 To play a supporting role in managing and developing the Council s property assets in accordance with the Council s Corporate Property Asset Management Strategy. MAIN DUTIES AND ACCOUNTABILITIES To undertake relevant qualifications and gain appropriate experience to become professionally qualified within three years of appointment. Undertaking valuations and negotiations (including, where appropriate, instructing and consulting with appointed consultants) for all purposes relating to:- o Acquisitions, disposals and appropriations: o Lettings and hiring together with renewals and reviews o Granting or taking of any rights of any description in or over land. o To maintain and update the property records database. Supporting the requirement that the Council s total property holding is fully utilised to the best advantage in line with current best value and property strategy requirements. Taking action against encroachments on Council land in consultation with the Estates and Valuation Manager. Dealing with all enquiries concerning the possible sale or letting of Councilowned land and offers to sell or lease to the Council. Reviewing and reporting on property which may be surplus to Council requirements. Preparing plans, reports or briefing notes. Providing valuation and property management advice to Services as requested. Undertaking valuation work involved in asset valuations, viability studies and estimates. Carrying out inspections of properties and sites, preparing plans and surveys, including site work. Contributing to the delivery of the Property Asset Management Strategy To support the progressing of development opportunities requiring the coordination of external consultants and/or liaising with major commercial organisations. To carry out any duty reasonably required by the Head of Customer and Corporate, IT and Office Services. Business Continuity Play a pivotal role in business continuity planning and should the need arise assist in ensuring business recovery of key service provision in a 24 hour window. Health and Safety Comply with all Health and Safety legislation for your area of work, ensuring that risks are identified, managed and monitored as required DIMENSIONS OF THE ROLE 2 P a g e The Trainee Estates Officer is involved in the management of a property investment portfolio worth in excess of 7.5 million pounds including rent reviews, lease renewals and in general management matters. The role whilst office based necessitates travel for site visits and training or CPD events.

3 AREAS OF ACCOUNTABILITY/PROBLEM SOLVING DECISION MAKING / SCOPE FOR IMPACT Willingness to undertake professional or academic qualifications where relevant. When relevant undertake the RICS Assessment of Professional Competence (APC) dependent on professional work experience and education ( it is expected that the post holder will start their diary of experience and become familiar with competency requirements from commencement) Within these specified periods of times will be able to demonstrate the following: 3-6 months have a basic knowledge of surveying work, rent review & lease renewals and licences and fully support and understand the administration function. Be competent to undertake independent site inspections and basic valuations months Undertake Rent review & lease renewal negotiations months To be forward thinking with advanced negotiation skills and able to understand complex lease matters. To ensure that all work undertaken by the Estates Services section is carried out in accordance with Committee resolutions and Council policy.
