Evidence of progress on a number of key developments and acknowledgement of areas required for development. National Commissioned support requested as well as SG national support team. Request to implement SG row tool. Report feedback given that will be discussed internal and feedback given. Clear progress been made on ministerial priorities around naloxone and NPS. ADP have set up Drug Related Death Group to monitor local statistics, reasons, and trends. Sorry all the RAG scores were not in I have now provided above. I have not completed as this request was for numbers and specifics, if you need a rating then they would all be amber as we did not have the full information required. 1

2 Part 2 1. Does the Report evidence Joint Strategic Needs Assessment being undertaken? Health Needs Assessment for Alcohol and Drugs completed May ISD and Salsus were utilised. Community Forums and networks were included as well as questionnaires to a range of partners. 2. Does the Report evidence Integrated Resource Framework Process? 3. Aberdeenshire have a range of committees that are structured within Community Safety Partnership and include ASB & Violence; Gender-Based Abuse and Unintentional Injuries with a focus on early intervention and prevention around substance misuse and underlying causes of Home, Fire and Water Safety. 4 Part Does the Report evidence Workforce activities? It is encouraging to note that Aberdeenshire ADP have continued to progress workforce development activity as outlined in the Delivery Plan. From the report it is evident that the ADP is strategically focused on how workforce development and related activity fits into and contributes to local plans, national policies and operational service delivery. Providing a strategic focus to workforce development based on the Scottish Government Statement (2010) and National Support (2014) allows Aberdeenshire ADP to engage and collaborate with a number of partner whilst ensuring a clear connection to local deliver plans and outcomes. It is clear that Aberdeenshire ADP have worked alongside national partners and local services to increase attendance a local learning and development events and this is evidenced by a training uptake rate of 82%, which was higher than the SDF national average of 73.8%. Creating a sustainable approach to workforce development can also be seen with local service providers contributing to multi-agency inputs on drug awareness and NPS. In addition to this, having the ADP support team develop and deliver awareness raising and skills training indicates the range of competency within the team and integrated nature of Aberdeenshire ADP into the local delivery landscape. In terms of quality assurance, accountability and governance it is reassuring to see that a Workforce Development Reference Group has been established to oversee the strategic workforce report and recommendations. It would be interesting to note the progress on the ABI Training for Trainers local capacity building work, but as this is part of the Delivery Plan it is acknowledged that it may only be at an early stage. Treatment services and health improvement provide quarterly updates on the A11 target and H4 standard and Lead Officers attend quarterly ADP Chairs strategy group meetings to account for performance and agree future actions. We have an ADP Joint Financial Framework in place which requires outcome performance reporting via the development of service specifications/service level agreements. Governance structure in place. A standardised reporting template has been developed to assist services in producing quarterly reports for the ADP and CPF groups. Third Sector commissioned services have a SLA that sets out measures for monitoring performance. CPF (Commissioning, Planning and Finance) Group is developing a Commissioning strategy and will advise the ADP on its introduction and development. This will be key in improving our activity on this as the process will highlight specific outcomes prior to services applying for the funding. We have received a new funding agreement letter which allows us to be clearer in setting our expectations of services 19. Does the Report evidence a schedule for service monitoring and review which includes statutory provision? 20. Does the Report evidence how Service Users and their Families are playing a central role in evaluating the impact of statutory and 3 rd sector services? Every 6 months. Next due in October Service user feedback included in monitoring visits. Further development is taking place in this area of work. 5

6 Through analysing data collected by all services we are now in a position where we can start reviewing services in regards to identifying value for money. This is something we will be taking forward in 15/16. We have also approached SG resources to help with this. 21. Does the Report evidence the robust Quality assurance system in place which governs the ADP and evidences the quality, effectiveness and efficiency of service? Aberdeenshire ADP has started to evaluate the implementation of Quality Principles by conducting a survey of service users. This survey was carried out to obtain views of the service users in order to develop and evaluate the service. 85 responses were received direct from service users and families. The questionnaire was created around the 8 Quality Principles. All responses were recorded by the Scottish Health Council. The final report has not been published yet but early indications are very positive. Once the final report is available the results will be assessed and any actions required will be taken forward by our Service Delivery Group. The implementation of quality Principles also form part of the service monitoring procedures and all services will be asked what they have done to ensure they are adhering to the Quality Principles guidance. 22. Does the Report evidence when how and the ADP Plans/has to undertake and assessment of local implementation of the Quality Principles? As Above. 23. Does the Report evidence the progress being made by the ADP in taking forward the recommendations from the ORT report? 24. Does the ADP Report evidence how the ADP and Partners are delivering a Whole Population Approach for alcohol? With regards the work being done to address the recommendations made in the ORT report, there is limited evidence in the ADP report of progress on these, however your report state s that your ADP is committed to its provision in a safe and effective manner. Some additional detail on the progress made following the recommendations would be useful if it were included in the next annual report. It would also be useful if a key aim statement could be developed and included in the next annual report. Finally, the information provided on ORT prescribing is useful, and if they were able to gather any additional data on this, for example length of time in receipt of prescription and size of dose, it would be beneficial for both the ADP and Scottish Government. t sure if Bruce wants to comments on this As part of the national ADP support programme, ADPs are being supported by the Scottish Government and Alcohol Focus Scotland to implement whole population approaches to implement alcohol harm. It is encouraging the see the increase in both the range of activity and level of detail provided by ADPs on whole population approaches within this year s reports. Tackling availability and licensing remains a strong focus of this work, with many ADPs continuing to work with their local licensing board, licensing forum and other local partners. ADPs are also continuing their comprehensive ABI programmes, and running education campaigns. Other activity beginning to increase in prominence is workplace initiatives addressing alcohol use; workforce development on WPA; planned engagement work with community planning 6

7 and elected members; and activity targeted at addressing older people s drinking. In order to continue this good work, we would encourage you to make use of the range of resources available on the Alcohol Focus Scotland website, such as their briefing on local implementation of whole population approaches. We would like to commend your ADP for the continued good work it has undertaken on whole population approaches over the past year, and in particular the range of different ways you have taken forward whole population activity. We appreciate the information requested was difficult to obtain in a number of ADPs. We will consider these questions along with the feedback from the ADP event in vember as part of the review of ADP Planning and Reporting. Part Does the Report evidence Financial information as requested on the Standard Reporting Template for ? 29. Finance: Does the Plan set out how the ADP identified the resources utilised in prevention, treatment, recovery or dealing with the consequences of problem alcohol and drug use in their locality? We have been unable to draw conclusions at a national level, as 6 did not financial information as requested. Ministers wish to understand the financial investment and expenditure through ADPs and in particular the spend from the Scottish Government s investment. Thank you for sharing your financial information. We could see the Scottish Government investment and spend in your annual report. To enable us to advise Ministers on the National Picture of financial investment, it is essential that the Scottish Government investment and spend continues to be clearly identified in future annual reports. 7

Your report provides a good overview of how your ADP is tackling NPS. The on-going risk assessment and the education initiative to engage directly with the schools are to be commended, alongside the forum to investigate deaths involving NPS. It would be helpful if you could provide an update on the plans to tackle the sale of NPS after any action is taken. It is anticipated that the implementation of the Psychoactive Substances Bill will be April However, legislation alone will not solve the problem of NPS and ADPs should prepare for these new challenges. We would expect to see evidence of this in the report. We will certainly cover this in our next report but we may have failed to include information about working with Trading standards and departments within the Local Authority e.g.cleansing to establish appropriate actions that could be taken regarding sale and distribution of NPS. Outcomes and actions from these discussions will be part of our 15/16 plan. That would be helpful and helps identify the work that is taking place locally re NPS. Report notes that the performance framework operates at a number of different levels: a. Outcome monitoring for strategy outcomes (incorporating the 7 national core ADP outcomes). b. Outcome monitoring for operational service delivery (Via ADP service agreement letters). c. The function of the Commissioning, Performance and Finance Group (CPF) to manage the ADP s commissioning, performance and finance activity on behalf of the ADP Committee. d. The Delivery Plan and tactical group roles reports received at each ADP meeting from each group highlighting progress against action plans. e. Evaluation of activities and consultation with providers through self-assessment of their work. Activities are linked to outcomes and indicators, with a range of data being used to monitor progress. Reporting would be strengthened if the report included additional baseline data. The baseline is often the most recent data available and that doesn t allow recent progress to be assessed. Ideally a number of previous data points would be used, particularly for key indicators. Targets are generally clear and most appear suitably ambitious. 43b) Are SMART Improvement Goals in place for all local Indicators? Benchmarking: Has this been undertaken? If yes, is the comparison against Scotland or another ADP(s) or both? In places but it would be helpful if this could be expanded. There s an over-reliance in the most recent data, which makes progress difficult to assess. For a relatively small number of indicators only. Comparison generally with East Dunbartonshire and Scotland (note position relative to Scotland for some of the key indicators but don t tend to use this to benchmark progress over time). 48. Performance Framework Generic Comments for to ADP. A good performance framework but would be strengthened with enhanced use of baseline data (and potentially benchmarking) to help monitor progress over time. We anticipate this will be improved in the 15/16 plan and have highlighted out outcome recording as what we feel is our greatest weakness.
