TOD has served as General Planning Consultant (GPC) to FDOT continuously since 2006, with performance grades of at least 4.6 out of 5. Mr. Gary Kleker, our proposed project manager, has successfully managed similar GPC contracts for District 7 and has established strong working relationships with District 7 planning staff. TOD will be supported by an exceptional team of

2 Page 2 sub-consultants, which include URS (URS), Gannett Fleming, (GF), Grimail Crawford, (GCI), Martino Planning (MP), AIM Engineering, (AIM) and Kittelson and Associates, (KAI). Together these firms will provide the District with the experience, expertise, and depth of staff to successfully accomplish all the tasks in the scope of services as discussed below: Proposed Approach For each task assignment, the District 7 and TOD project managers will establish the appropriate Task Leaders and Project Team to successfully achieve the Department s objectives. Constant coordination with the District 7 project manager will be essential to ensure that all expectations are met. As a key part of our Quality Assurance/Quality Control (QA/QC) process, each project deliverable will be reviewed by an expert team member, who was not involved in the production phase, prior to submittal. Understanding of Critical Issues Traffic forecasts are the basis of most planning studies. Given our extensive experience developing and applying travel demand models, the TOD Team is uniquely qualified to ensure that all traffic forecasts are reasonable and defendable. This expertise will insure efficient application of the RTA model, particularly as it pertains to elements such as managed lanes, freight and transit. Relevant Project Experience TOD, URS, GF, GCI and KAI have all successfully managed similar GPC contracts for FDOT. Relevant project experience is included as part of our discussion of the scope element tasks described below: A. Corridor Analyses and Sub-area Analyses The TOD Team has produced numerous corridor and sub-area analyses for District 7, including traffic studies for SR 54, US 19, I-275, SR 56, SR 674, US 301 and Gandy Blvd. Our team has significant data collection resources as well as the GIS expertise needed to ensure the accuracy of the data. We are also experienced in utilizing FDOT s Efficient Transportation Decision Making (ETDM) process. Corridor alternatives may incorporate potential multi-modal options which are pedestrian and bicycle friendly and provide a concept that is efficient and safe. Alternatives may also incorporate roundabouts, for which KAI has proven expertise serving FDOT. This experience, combined with our depth of staff, enables the TOD Team to serve the District in any capacity requested, whether it be performing Corridor and Sub-area studies directly under this contract, or working with other consultants on traffic studies associated with their PD&E or design studies, or serving in a review capacity. Our wealth of resources in this area ensures our ability to perform multiple concurrent assignments. The TOD Team has both transportation planners and PD&E engineers that have worked on hundreds of project development studies. Consequently, we have expertise in all the elements that are needed to achieve a successful study, including; project visioning, identification of existing deficiencies, alternatives development and evaluation, access management, stakeholder meetings, engineering and environmental assessments, concept plans preparation, preliminary cost estimates, public workshops and identification of potential funding sources. B. Development and Preparation of Project Traffic Reports The TOD Team has produced over 100 project traffic reports for FDOT. Our Team has the depth of staff to quickly review and assess site traffic studies to verify that project trip generation, internalization, trip distribution, multi-modal trip assignments and design hour operational analyses are appropriate. The Project Traffic Report is the foundation for determining the roadway geometry needed to accommodate future traffic. The key to these studies is to develop sound traffic forecasts, a TOD specialization. Our team s familiarity with developing and analyzing traffic for FDOT enables us to produce and verify defendable traffic projections in a reduced time frame. Our Team has a thorough understanding of FDOT s Project Traffic Forecasting Handbook (March, 2014), to both prepare and review Project Traffic Reports. C. Development and Preparation of Quality/Level of Service (LOS) Analysis Studies TOD Team members are currently developing Level of Service Analysis reports for District 7, and have performed bicycle / pedestrian LOS studies for District 1. We have the experience to provide any LOS analyses required, consistent with procedures outlined in the current FDOT Quality/Level of Service Handbook. D. Review of Developments of Regional Impacts (DRIs) Our Team has prepared over 100 DRI traffic studies, and conducted over 200 DRI reviews for clients throughout Florida. This collective experience and expertise will ensure that DRIs (or Florida Quality Developments) traffic impacts are appropriately addressed and that adequate infrastructure is specified. A critical step in conducting or reviewing a DRI study is the development of the study Methodology where all key assumptions are agreed upon up front ensuring that both the study and the review will proceed smoothly. The development of future year traffic volumes (both background and project) is a critical step in the DRI process. The TOD Team has the essential modeling expertise to insure that reasonable traffic projections are developed for study. We typically can provide review comments within 10 business days. We recognize that the role of FDOT, with respect to evaluating DRIs, is evolving and we will ensure that any policy changes are reflected in our review comments. E. Interchange Justification Reports (IJRs) and Interchange Modification Reports (IMRs) The TOD Team members have produced over 200 SIS projects including more than 50 IMRs, IJRs or IOARs. We have successfully worked on several SIS projects in coordination with District 7 s DIRC as well as with Central Office and FHWA representatives. TOD staff is currently reviewing SIS projects for District 1, which include eight I-75 interchange projects.

Community Impact Assessment Our Team s vast PD&E study experience and knowledge of the FDOT Central Environmental Management Office s Community Impact Assessment Handbook will allow us to conduct any type of Community Impact Assessment. Our recommendations typically incorporate a Complete Streets approach to determine the impact of a proposed transportation improvement on a neighborhood / community with emphasis on safety and disadvantaged populations. G. Special Transportation Studies The TOD Team offers has a wealth of local expertise to perform a wide variety of specialized traffic studies and analyses. We have experience in developing FSUTMS travel demand models that incorporate Time of Day, Managed Lanes, Transit, and Freight. Our Team has experience with a variety of other transportation planning software platforms, including the 2010 HCS, SYNCHRO/SimTraffic, CORSIM, SIDRA, and VISSIM. We have used these tools to analyze the impacts of various transportation alternatives, and to identify potential solutions to any deficiencies. We also have travel characteristics survey experience, which will be useful in assessing potential mode choice and travel patterns. H. Review of Other Planning Studies Our Team has extensive experience in reviewing all types of transportation planning studies, allowing us to provide a more thorough review in a reduced time frame. I. Plans Review We are experienced in design reviews for PTMS and TTMS traffic monitoring siting and specifications, as well as multi-modal plan components such as freight, transit, bicycle/pedestrian, and ports. J. Data Collection and Preparation The TOD Team has performed numerous traffic counts, surveys and other data collection efforts for the District over the past 25 years. We have the ability to compile and geocode the data and prepare reports summarizing and documenting the results. K. Technical Assistance to the Metropolitan Planning Organizations (MPOs) and Local Governments Over the past 20 years, our Team members have developed excellent relationships with each of the MPO Directors and their staffs while successfully completed numerous projects, including several LAP projects. The TOD Team will continue to provide transportation planning assistance to the MPOs and local governments at the direction of the District. L. Other Activities The TOD Team has assisted the District with other activities, such as Project Management assistance, GIS/Database development, and has public involvement capabilities to conduct workshops and public hearings; from identifying the site of the meeting to the production of all the graphics and audio-visual presentations. We are well versed in the requirements of the Public Involvement Program (PIP), and will ensure that the materials produced meet the Plain Language Policies. Proposed Key Personnel and Roles TOD Team members are well known to the District and bring many years of relevant expertise to all areas of this contract. Our proposed Task Leaders are all locally based, and have a long history of working together, particularly within District 7.
