Unit purpose and key objective of the role The purpose of Regulatory Programs Unit is to: manage the implementation of key statutory programs to ensure obligation-holders meet EPA compliance requirements. The team does this by driving compliance through consistently applying EPA s Compliance & Enforcement Policy, gathering and sharing intelligence, auditing, supporting duty-holders and developing their expertise and skills. These programs currently include: National Pollutant Inventory (NPI), Ballast Water, Motor Vehicles, Landfill Levy, Annual Performance Statements (APS), Waste Certificates, Used Packaging and Financial Assurance. The unit has an improvement agenda across several programs and this role will drive and oversee the agenda. The role is responsible for overseeing the delivery of the financial assurance reform implementation and working across the organisation to ensure a viable on-going program is developed; advancing the reform project for waste transport certificates; and supporting other improvement work including in the landfill levy program. It will be part of the unit leadership team, showing leadership across the unit and working closely with the team leaders and staff in the unit. It will work with Strategic partnerships unit to ensure great engagement across relevant stakeholders (internal and external) and ensure the programs and processes are effectively embedded into the delivery of the unit s functions. It will also be hands on in areas such as writing procedures, establishing templates, designing and delivering training and developing performance reporting capability. Oversee delivery of financial assurance reform implementation and development of viable ongoing program by: Link to standards and broad measures This role is expected to display EPA s guiding behaviours. 3 Key Accountability Areas (Outcomes) Overseeing the production of program and project plans with clearly defined objectives and action steps Ensure the overall integrity and coherence of the program, and their inter-dependencies, and any risks and other issues that may arise Ensure the efficient allocation of common resources and skills across the key project areas Managing and mentoring team members in methodology, communications, delivery and providing expert guidance and support to project team to identify risks Leading issue resolution, developing and promoting teamwork Leading reform of waste transport certificates (WTC) by: Leading the WTC reform work, including rescoping of project and identification of other options to achieve desired outcome Ensuring integration with the prescribed industrial waste (PIW) operational reform program Monitoring and reporting on cost (actual vs budget); timelines (actual vs forecast); scope (planned vs actual) and variation to the Project Sponsor and Executive Team Implementing strategies to build buy-in and support from internal and external clients or stakeholders Building and maintaining strong relationships with relevant stakeholders Support the unit improvement agenda, maintain enthusiasm and momentum and drive the team to achieve improvements by: Developing plans in collaboration with the team to ensure success can be achieved Coaching and supporting team members in methodology, communications, delivery and providing expert guidance and support to project team to identify risks Ensuring plans are aligned with the organisation s strategic direction and used to inform future direction Link to standards and broad measures Specific program or project milestones met or exceeded or adjusted based on sound reasoning All project stakeholders clear on their roles and responsibilities Efficient, timely and successful delivery of program or project Elements required for ongoing program developed to high quality and approved This role oversees and leads programs and projects Specific project milestones met or exceeded or adjusted based on sound reasoning Project scope in compliance with all relevent frameworks Credibility among stakeholders Improvements to process efficiency and data quality This role initiates and maintains effective relationships with the objective of gaining cooperation, influencing views and meeting project timelines High levels of communication and a well informed unit Application of specialist knowledge to drive unit improvement agenda Feedback from Manager and Team Decision-making, innovation and communication requirements Decision-making: describes the types of decisions you will need to make in this role, and how you will be expected to make them (i.e. the level of support you will have). Experience could be approximately 8 years in a range of fields but with significant involvement in continuous improvement or reform projects/programs.
