We take a systems-based approach in our programming, with the aim of improving the lives and potential of vulnerable individuals and communities across Nepal. Program / Department Summary Mercy Corps has received funding from the Margaret A. Cargill (MAC) Foundation to implement a 3-year integrated disaster risk reduction (DRR) and economic development program, called Managing Risks through Economic Development (M-RED). This program will be implemented in four districts of Nepal: Kailali, Kanchanpur, Dadeldhura and Baitadi. M-RED aims to reach 4358 households in 52 communities with mitigation measures that reduce vulnerability while also linking to local markets to increase incomes or contribute to broader community economic strengthening. By economically incentivizing DRR mitigation measures, the program hopes to demonstrate a new approach to sustainable DRR that is market-driven. Mercy Corps takes a market development approach. This is characterized by a focus on acknowledging that the poor are participants in market systems, understanding their role as producers, consumers and laborers in these complex systems, and facilitating systemic change by identifying and leveraging capacities and incentives of market players to address underlying causes of market system dysfunction. The aim is to address income poverty by improving the core market relationships and transactions, supporting functions, and rules/ regulations of a market system to improve access and terms of access of the poor. General Position Summary The Deputy Project manager under supervision of the Program Manager(PM) for M-RED II will work to achieve program objectives and targets through coordination and management of the field level implementation of M-RED II program; timely and effective coordination with community-level farmers and/or other targeted livelihoods (as identified) together with public and private sector actors and relevant business development agencies (both government and non-government). S/he will work closely with District Coordinators in each target area, providing technical advice and supervision to Disaster Risk Reduction (DRR) and the market/enterprise development components of the M-RED interventions in each location and project, and across different target areas and markets. S/he will also be responsible for building capacity of the partner staff, private and public-sector partners for the quality implementation of project interventions. S/he will also mercycorps.org

2 provide technical input to the program s monitoring and evaluation system coordinating with MERL team and assist PM to prepare project reports. S/he will also need to work closely with Zurich Alliance 2 Project to synergize the program efficiency and impacts. As gender and social inclusion (GESI), governance and M&E are all cross-cutting and core components of the MC-N programs, the Deputy Project Manager is required to own these components and ensure that GESI sensitivity and integration, governance practices and the M&E systems are integrated across all program components, and the implementing partner is supported to ensure it happens. Essential Job Responsibilities The specific duties and responsibilities of the Deputy Project Manager include, but are not limited to, the following: PROGRAM MANAGEMENT Strategy and Vision Ensure that the global advocacy strategy development and implementation draws on Mercy Corps field experience and program expertise. Design and implement the GESI sensitive programming Identify the areas and work with the Province and Local Government stakeholders and Non-government agencies Program Management Ensure effective implementation of the Disaster Risk Management and Economic Development related program activities at field level. Support PM for Budget planning and track the expenditure Undertake community risk assessment using participatory tools and approach. Coordinate with District Coordinators in strengthening market-development, financial services and DRR program activities for targeted local producers and private sector actors to ensure high quality performance and program delivery. Support the PM in development of the training curricula and materials on selected contents. Provide the necessary support to strengthen the Disaster Risk Management Information system and maintain good working relation with public, private and civil society actors working in the MRED areas Support Program Manager to designing support activities for the SMEs at the local, district and regional level. Facilitate the role of private and public actor for efficient and effective disaster risk reduction and resilience building communities. Support DC s and other project team to facilitate community linkage to access resources and technical support from public, private and civil society organization/ agencies. Ensure proper integration of GESI aspects into sector-specific program planning and implementation Planning, Monitoring, and Evaluations Prepare Annual, Quarterly and Monthly Work plans which adhere to the overall M-RED project objectives and activities and assist DCs and local partner staff in doing the same. Monitor project activities regularly and provide comments/suggestions to the local partner staff on how the efficiency and effectiveness of the activities and budget use can be enhanced

3 Organize regular field visit to ensure implementation of program activities more with desired quality and within stipulated time and resources. Review the Quarterly and Monthly reports received from the local partner staff and provide feedback/ suggestions either independently or in conjunction with the other project team members. Work with MERL team to prepare field based monthly and quarterly updates based on the monthly/quarterly reporting from the local partners and independent observations for input into country and regional level reports compiled by the PM. Assist the PM in gathering data for high quality donor reporting, effective project management and the production of technical and marketing materials. Update Project Milestone, Plans, Result Chain framework and PMP regularly in coordination with MERL team and report to PM. Coordinate with MERL team to develop tools and facilitate its implementation to collect feedback, capturing and documenting learning as per learning and documentation plan. Ensure that innovative approaches, good practices, particular challenges, or good results are documented to support agency learning. Others Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission. Mercy Corps as a humanitarian agency is expected to response as and when crisis and humanitarian situation engulfs. As an MC employee, all staff are expected to be part of humanitarian and emergency response in addition to their regular roles and responsibilities in such situations. Other duties as assigned by the direct Supervisor and or the Country Director FINANCE & COMPLIANCE MANAGEMENT Ensure that MC operational policies and procedures are followed, while ensuring downward and upward project efficiency, transparency and accountability Ensure that functional administrative systems are established and maintained in the partners and project at the field level. Prepare and authorize District coordinators travel plan and expenses. Mentor all District Coordinators and act as financial approver of all field level program staffs. Work closely with finance/compliance to mitigate fraud, conflict of interest and legal ramifications of Mercy Corps activities. Support and orient on MC Code of Ethics and uphold Mercy Corps Zero tolerance of corruption policy. TEAM MANAGEMENT Create and sustain a work environment of mutual respect where team members strive to achieve excellence. Promote accountability, communicate expectations and provide constructive feedback via regular performance reviews. Strengthen the Disaster Risk Management (DRM) capacity of DRM stakeholders at all local and province level. Provide capacity building and supervise local NGO partners in Disaster Risk Reduction (DRR) approach, strategies and tools.

4 Work together with District coordinators to develop and maintain relationships with district implementing partners. Contribute to country team-building efforts, help team members identify problem-solving options and ensure the integration of all team members into relevant decision-making processes. INFLUENCE AND REPRESENTATION Manage good relationships with the Province and District level project stakeholders, including local NGO partners, GoN officials, community officials, and colleague agency officials. Represents MRED at the Province, district and regional level and contact the counterpart, I/NGOs, line agencies, communities and visitors as required. Organize critical review and reflection meeting periodically to share plan, progress, issues and way forward Participate and contribute to joint initiatives, training activities and media events organized collectively by the M-RED II implementing partners country-wide or regionally, as required Prepare and implement Cost/Budget Collaboration/Resource Leveraging Plan. SECURITY Ensure compliance with security procedures and policies as determined by country leadership. Proactively ensure that team members operate in a secure environment and are aware of policies. Supervisory Responsibility District Coordinators Accountability Reports Directly To: Program Manager Works Directly With: Resilience MERL Tech Adviser, Livelihood Development Advisor, Senior Project Engineer, District Coordinators, Senior MEL Officer, Advocacy Coordinator, Senior Communication and Knowledge Management Officer, Partners Project Team, Disaster Management Committees Knowledge and Experience Under graduate degree in Agriculture/ Livestock production, Business Administration and or relevant field. Graduate degree is preferred.

5 5-7 years of experience successfully working in and or managing community-based Disaster Risk Reduction(DRR) and Livestock Improvement/ Market Systems Development programs. Demonstrated experience working with local NGO, government officials, and, integrating them into program implementation. Prior experience in designing and facilitating capacity building initiatives like training to various audiences. Ability to come up with different ideologies and or resource to develop innovative approaches Strong organizational skills and ability to effectively handle multiple tasks, work under pressure and meet tight deadlines. Demonstrated proficiency with the MS Office software (i.e., Word, Excel, PowerPoint) is required. Ability to work effectively with and building capacity of an ethnically diverse team in a sensitive environment. Success Factors A successful Deputy Project Manager will be able to manage and mobilize project resources for effective and efficient implementation of the project activities to achieved the results and influence public, private and civil society organization to replicate and scale-up project best practices and learnings related to market-driven solutions to risk reduction and integration of market-development and financial service approaches into the DRR methods and tools utilized in the program. S/he should have the ability to travel frequently to remote areas and the capacity to develop training package and tools as required in the project districts. The most successful Mercy Corps staff members have a strong commitment to teamwork and accountability, thrive in evolving and changing environments and make effective written and verbal communication a priority in all situations.
