2 Role Purpose: TfN s Transport Appraisal, Modelling and Economics (TAME) team is split into three closely related core activities of: data analytics & modelling; technical management and assurance; and economic planning and analysis. Whilst TAME officers can expect to be involved across all three activities role profiles are tailored primarily to one activity, with this role tailored towards technical management and assurance. As a Senior Officer of the TAME team you will be required to apply technical expertise and theoretical understanding to deliver information, data, analysis, modelling and appraisal solutions, and technical management and assurance that aid others in the production of recommendations/outputs.. You will be expected to collaborate with others to deliver outcomes, and will contribute to the improvement of existing processes and procedures. The TAME team works closely with our strategy and policy makers and managers to analyse and appraise the most appropriate interventions in our future investment portfolio. This includes developing and applying pan-northern data, modelling and appraisal practices to help understand the needs of the economy and transport system, and develop robust evidence. Overall TAME activities are captured within TfN s Analytical Framework, that promotes one voice for developing evidence. Key to TAME s activities is to the grow our capabilities within the Analytical Framework focused on supporting capabilities and support our existing and emerging programmes. This requires a range of analytical techniques: from acquiring and storing spatially enabled data on contemporary data analytics platforms; to undertaking geo-spatial data analytics and statistical analysis; through to exploring problems, appraising options and providing objective advice.

Technical Leadership Coach, mentor and/or supervise internal technical specialists or external contractors, sharing knowledge and experience to contribute to colleagues' technical development, and provide guidance to strengthen individual and team capability. Coach, mentor and formally develop professional colleagues, providing expert guidance and knowledge on a regular basis, in order to improve team and service-level capability and increase the service's technical capacity to deliver programmes of work. 2. Technical Service Delivery Manage the delivery of work projects to meet customer needs and expectations, adapting and amending work scope or timelines where required, in order to ensure customer satisfaction. Identify customer/stakeholder/partner needs, link to Technical function offerings, and translate into the development of technical design solutions to ensure customer satisfaction. 3. Analysis and Design Undertake strategic analysis, selecting relevant information and applying specialist techniques to identify themes to be used in the development of strategy and policy, or technical designs. Undertake and oversee the delivery of strategic analysis from multiple data sources, identifying key themes and requirements, to support the development strategic design solutions and/or a comprehensive evidence base. 4. Research Conduct evaluative research and keep up to date with advancements within own field to ensure that leading thinking and technologies are applied to technical tools, techniques and processes. Lead research and development within a particular specialist technical area, co-

4 ordinating the inputs of other colleagues or managing the interfaces with other projects, in order to ensure specialist technical work delivered represents best practice and reflects the work of external partners. 5. Project Management Represent team/department/function on TfN projects by providing technical support, or manage complex project work stream to ensure the project has the technical inputs it requires. Contribute professional expertise/knowledge and provide advice to support the successful delivery of projects, or oversee and co-ordinate Technical project teams to ensure the effective delivery of projects. 6. Policy, Process and Systems Research best practice in own area of expertise, and review and analyse detailed business models to support senior management in developing and improving policies, processes and systems relevant to own area. Act as a champion of policies and procedures for own area to help embed them in everyday activity. 7. Risk Management and Compliance Ensure team members work within standards, policies and procedures, and identify potential compliance issues, in order to deliver work in a compliant manner. External Representation Represent TfN at external forums, in order to keep up-to-date with best practice within technical discipline and ensure the business is aware of any relevant external issues. Represent TfN at external events, working groups or with stakeholders/partners, in order to provide advice on technical matters and contribute to the resolution of wider system issues. 10. Collaboration and Networking Key Deliverables 1. Develop strategic analysis to inform TfN policy and strategy development 2. Develop TfN s strategic modelling capacity Collaborate with stakeholders and partners internal and external to TfN, to improve collaborative working and ensure activities are aligned with those of other bodies across the North of England. Develop relationships with partners and stakeholders beyond TfN, managing programme interfaces and coordinating information sharing to ensure that technical services are aligned across the North of England and delivered successfully. Develop and maintain a range of future economic scenarios and analysis tools to support strategy and scheme development. Ensure research techniques are fit for purpose and meet best practice standards. Ensure that fit for purpose strategic modelling tools and datasets are available for strategy and scheme development. Work with national agencies to align strategic model development programmes for the north of England. Undertake audits of transport model outputs. Work with and manage suppliers to develop and update TfN modelling tools.

6 3. Technically manage application of strategic transport models to support strategy and scheme development Apply models to support scheme assessment to outline business case standard. Support project managers across TfN to ensure consistent application of transport models to support business case development. Develop and apply multi-modal variable demand modelling tools as part of major scheme business case submissions. Use framework contracts with TfN's modelling consultants, including developing supplier briefs. 4. Scrutiny of value for money assessments Support application of the appraisal framework, including collaborating with consultants. Scrutinise value for money assessments developed by others and provide recommendations to TAME officers. 5. Integrated approach to modelling and analysis Work with other members of TAME to ensure an integrated approach is taken between transport modelling and appraisal of the wider impacts of transport. Ensure that transport models data and outputs are made available for transport appraisal and wider analysis. Provide information for wider analysis of the economic, social and environmental impacts of transport proposals. Monitor key technical developments and guidelines to ensure TfN s modelling is fitfor-purpose. Compulsory Outputs (COs) What must be achieved for the post-holder to be successful in the role 1. 8 Person Specification Qualifications, knowledge, skills and experience required at selection stage: EQ1 Degree in a relevant subject or equivalent experience. EQ2 Professional qualification, chartered status or equivalent experience. ES Skills and Experience ES1 A track record of developing and applying modelling and analytical approaches to public policy appraisal. ES2 Experience of transport planning and analysis. ES3 Experience of business case development for public policy interventions, particularly supporting the production of the Strategic and Economic Cases. ES4 Significant experience in specialist technical area. ES5 Ability to interpret complex data using specialist software, programmes, tools or techniques. ES6 Ability and confidence to represent TfN in public, professional and stakeholder forums. ES7 Proven track record of successful delivery of complex, multi-faceted projects. ES8 Demonstrated effectiveness in managing complex working relationships with external stakeholders (such as agency partners), including at a strategic level. ES9 Demonstrated effectiveness in managing working relationships with internal stakeholders at executive/senior management level. ES10 Requires significant experience of developing technical outputs, and inputting into the development of strategies/plans/business cases for a defined area. ES11 Acts as the lead professional and will be seen as TfN's primary specialist (subject matter expert).
