Setting and Reporting This position is located in the African Institute for Economic Development and Planning (IDEP) based in Dakar, Senegal. IDEP is a subsidiary body of the United Nations Economic Commission for Africa (ECA). It was established to give specialized training to the officials of its African Member States in economic management and development planning. The Institute undertakes research and policy dialogue activities, whilst also offering advisory services on pertinent socio-economic issues of direct interest to African countries. Under the overall supervision of the Senior Finance Assistant, the Finance Assistant assists in keeping the accounts of the Institute, maintains financial records, and assists in the production of monthly reports.

2 Duties and Responsibilities The Finance Assistant: Assists in the processing of payments to vendors for good and services through the preparation of payment vouchers and supporting schedules/documents, preparation of checks and bank transfers after approval of payments, disbursement of payments to service providers and maintaining the check register; Assists in preparing pension documents for the United Nations Pension Fund and MIP periodical and annual report; Prepares a monthly Outstanding staff receivables schedule (salary advance, travel advance, medical advance) for payroll recovery, a monthly Outstanding ARL schedule for income and monitors trainees ARL for each training course; Monitors the monthly accounts receivable aging summary and follows up on all aged receivables; Records and reconciles accounting transactions; Examines and records financial transactions in the accounting system and regularly updates and maintains physical records; Reconciles assigned bank account in various currencies; Assists in the facilitation of annual external audits; Responds to queries from staff members; Performs any other accounting and finance duties as assigned from time to time by the Administrator and the Sr. Finance Assistant. Results Expected: Timely and accurate preparation of all payments and disbursements; maintenance of up-todate financial records; resolution of queries, timely and accurate preparation of assigned reports and reconciliations. Education Completion of secondary school is required. Supplemental training in accounting, audit or administration is required. Work Experience Several years experience in finance and accounting work is required. Language English and French are the working languages of IDEP. For the post advertised, fluency in oral and written French and working knowledge of English is required. How to apply? 4 Notes: A current staff member who holds a fixed-term, permanent or continuing appointment may apply for temporary positions no more than one level above his or her current grade. However, a current staff member who holds an appointment at the G-6 or G-7 level may also apply to temporary positions in the Professional category up to and including the P-3 level, subject to meeting all eligibility and other requirements for the position. A staff member holding a temporary appointment shall be regarded as an external candidate when applying for other positions, and may apply for other temporary positions at any level, subject to staff rule 4.16 (b) (ii). Therefore, a staff member holding a temporary appointment in the General Service or related categories may only apply to positions within those categories. In its resolution 66/234, the General Assembly further stressed that the Secretary-General should not recur to the practice of temporarily filling posts in the Professional and higher categories with General Service staff members who have not passed the General Service to Professional category examination other than on an exceptional basis, and requests the Secretary-General to ensure that temporary occupation of such posts by the General Service staff shall not exceed a period of one year, effective 1 January Consequently, eligible candidates in the General Service or related categories for temporary job openings in the Professional category that have not passed the competitive examination may be selected only on an exceptional basis endorsed by the Office of Human Resources Management where no other suitable candidate could be identified. While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. An external candidate selected for this position is bound by the prevailing condition of the staff selection system under ST/AI/2010/3, as amended, and ST/AI/2010/4/Rev.1. a staff member holding a temporary appointment, and placed on a position authorized for one year or longer may not apply or be reappointed to his/her current service. This provision does not apply to staff members holding temporary appointments and placed on positions authorized for one year or more in duty stations authorized for peacekeeping operations or special political missions.
