1 Benefit Recovery Investigation Tracking System (BRITS) and CARES Worker Web (CWW) Integration Desk Aid Purpose: This desk aid is a reference guide for W-2 workers on how they can use BRITS and CWW together in the benefit recovery process. Using this document, you will be able to: Identify an open or ongoing BRITS referral on the Case Summary page in CWW. Explain how to link a current BRITS referral to a W-2 IPV on the W-2 IPV Penalty page in CWW.

3 Introduction W-2 agencies are required to complete an investigation of all potential program fraud and overpayments. W-2 staff must enter and track referrals for both fraud and overpayments in the Benefit Recovery Investigation Tracking System (BRITS). CARES Worker Web (CWW) links the BRITS referral with the case. Updates to CARES Worker Web Case Summary Page The Case Summary page displays a BRITS field in the Case Information section. W-2 workers can either select Create BRITS Referral if there is not a current BRITS referral entered, or select View BRITS Referral if there is a current BRITS referral. Create BRITS Referral Link If the case does not have an open referral, a referral in investigation complete status, or a post investigation status, the BRITS field displays the Create BRITS Referral link. If the W-2 worker is logged into BRITS and selects the Create BRITS Referral link, the link takes the W-2 worker to the BRITS Create Referral page. If the W-2 worker is not logged into BRITS and selects Create BRITS Referral, the link takes the W-2 worker to the BRITS login page. After the W-2 worker logs in, he or she is taken to the Create Referral page. A screen shot of the Case Summary page with the Create BRITS Referral link is on the following page. 5 BRITS Case Detail Link If the W-2 worker is logged into BRITS and selects the BRITS Case Detail link, it takes him or her to the BRITS Referral Detail page. If the W-2 worker is not logged into BRITS and selects the BRITS Case Detail link, it will take him or her to the BRITS login page. After the W-2 worker logs in, he or she is directed to the Referral Detail page. DCF/DFES/BWF/Partner Training Section 5 11/21/16

6 W-2 IPV Penalty Page If the W-2 worker determines that an Intentional Program Violation (IPV) has occurred, he or she must enter the IPV on the W-2 IPV Penalty page in CWW. The W-2 worker must first complete a referral in BRITS prior to linking the BRITS referral to a W-2 IPV. If there is an overpayment, he or she must enter it on CARES screen BVRF. Then, the W-2 worker needs to go to the W-2 IPV Penalty page in CWW to link the BRITS referral. When a W-2 worker first navigates to the W-2 IPV Penalty page, the Link BRITS Referral section will not display any information. The W-2 worker needs to complete the following steps: 1. Complete the Intentional Program Violation Details section. 2. To generate a list of referrals for the selected W-2 applicant or participant, the W-2 worker must click the Load List of BRITS Referrals button in the Link BRITS Referral section. The most current list of referrals that are in a post-investigation or closed status for the selected W-2 applicant or participant is displayed. The list updates in real time whenever a W-2 worker clicks the Load List of BRITS Referrals button. 3. Select the appropriate BRITS referral from the List of BRITS Referrals associated with the W-2 IPV. 4. Click on the radio button under the Link column to link the BRITS referral with the W-2 IPV. The W-2 worker will not be able to navigate to the next page until the BRITS referral is linked. 5. Click Next. DCF/DFES/BWF/Partner Training Section 6 11/21/16

8 A Client Error (CE) Error Type cannot be linked to a W-2 IPV. If a W-2 worker links a BRITS referral with the Error Type CE, a yellow warning message, shown below, appears at the top of the W-2 IPV Penalty page. The warning message states that the BRITS referral linked to is a CE claim reason. DCF/DFES/BWF/Partner Training Section 8 11/21/16

9 Resolving BRITS Referral Linkage Issues If a W-2 worker is unable to link the BRITS referral to the W-2 IPV Penalty page in CWW, then he or she needs to follow the steps below. For W-2 IPVs created before the BRITS go live date: 1. Delete the existing W-2 IPV penalty in CWW. 2. Create a new sanction record to link the BRITS referral and override the dates to correct them. Suppress all notices (if the notices were not already sent) For W-2 IPVs created after the BRITS go live date: 1. Verify that there is no referral in BRITS. (If there is a referral, follow your agency s protocol for contacting the W-2 help desk.) 2. Verify that no BVIR record was created in CARES. (If there is a referral, follow your agency s protocol for contacting the W-2 help desk.) 3. Create a new BRITS referral and complete the steps necessary to complete the BRITS referral. 4. Modify the referral number in the claim to the new BRITS referral number. 5. Note in BRITS that the claim was created and complete the referral/investigation. 6. Navigate back to CWW and the W-2 IPV Penalty page. 7. Reload the list of BRITS referrals and find the newly created referral. 8. Link to that referral and complete the sanction process. 10 Conclusion W-2 workers can view or create BRITS referrals directly from the Case Summary page. When linking a BRITS referral in CWW, ensure that the correct referral is linked to the W-2 IPV Penalty page.
