1 JOB TITLE: Maternal Neonatal Child and Adolescent Health Specialist JOB LEVEL: P-4 REPORTS TO: Regional Advisor Health and Nutrition LOCATION: Regional Office (MENARO) Jordan, Middle East and North Africa JOB PROFLE NO.:_52357 CCOG CODE: 1I03n FUNCTIONAL CODE: MGH JOB CLASSIFICATION PURPOSE OF THE JOB Under the guidance of Regional Advisor Health & Nutrition (H&N), the Regional Maternal Neonatal Child and Adolescent Health Specialist supports Country Offices and Governments in policies, strategies, programmes and systems for the designated areas of responsibilities including in emergency settings. Responsible for providing technical support, advice, programme support and capacity building to country offices throughout the Region for Maternal New-born Child and Adolescent Health (MNCAH). Facilitates application, adaptation and achievement of UNICEF global and regional goals, polices, and strategies in the area of Health programme (including immunization with focus on Maternal Newborn Tetanus Elimination- MNTE) in development and humanitarian settings in countries of the Region. Supports UNICEF Health and emergency programmes with technical inputs including expert advice, knowledge management, supporting policies and strategies, situation appraisal, and support for monitoring and evaluation, including fostering networking and strategic partnership creation. Reinforce the intersectoral work with Nutrition, WASH, Communication for Development (C4D) and Gender. KEY END-RESULTS 1. Programme policies, strategies, and approaches for the region are supported and advocated. Regional Advisor Health, the health nutrition and WASH Teams and Country Offices are advised on strategy, policy, programme and advocacy in the field on Maternal Newborn Child and Adolescent health including in emergency settings. Contributes to formulation of UNICEF's regional programme, strategy, policy and advocacy guidelines and shared with Country Office programme staff regarding health including immunization with a focus on MNTE. 2. In order to achieve /maintain Maternal and Neonatal Tetanus Elimination (MNTE) a strong coordinating mechanism between United Nations Children s Fund (UNICEF), United Nations Population Fund (UNFPA), and WHO is establish to support countries in meeting MNTE goals. 3. Facilitate harmonization and implementation of regional and country strategies in collaboration with colleagues at country and emergency team at regional HQ level. Guidance and support are provided to form strategic alliances with national partners to influence on programme strategy and plan. 3. Up-to-date technical expertise is supported, expanded and disseminated throughout the Organization, and shared with the regional/national institutions/partners. 4. Country Offices, Regional Office staff and national partners supported in regional programme development, implementation and management processes due to continual, effective capacity building especially in the field of MNCAH including MNTE and Integrated Management of Childhood Illnesses 5. Regional and Country Offices expand, lead and deliver programmes at a high quality standard in area of expertise due to strong technical leadership. Page 1 of 7

2 6. Regional financial resources are enhanced by effective advocacy and leveraging. 7. Accurate, coherent and reliable regional information is collected, analysed and reported for monitoring and evaluation purposes. 8. UNICEF is effectively represented and programme goals and strategies are widely advocated with high level and senior government officials, multi-lateral agencies, bi-lateral agencies, NGOs, other UN agencies, and donors. 9. Effective communication, partnerships, and networking are forged to develop harmonized programme interventions and expand programmes and networks. 10. Emergency preparedness is assessed, needs for emergency support is identified, and emergency responses with effective coordination are provided. KEY ACCOUNTABILITIES and DUTIES & TASKS Within the delegated authority and under the given organizational set-up, the incumbent may be assigned the primarily, shared, or contributory accountabilities for all or part of the following areas of major duties and key end-results. 1. Advisory Capacity and Policy Development Support Regional Health Adviser H&N in providing guidance, coordination and initiatives in policy and strategy development, including in relation to oversight of the implementation of regional UNICEF programmes. Advise and support the Regional Advisor Health/H&N Chief and other Advisers and managers on programme strategy, policy, and advocacy. Submit recommendations and position papers for use in the development of UNICEF global/regional programme policy. Contribute to the formulation, refinement, adaptation, articulation and communication of UNICEF's regional programme strategies, priorities and approaches. 2. Strategy Coordination Support harmonization of regional and country strategies and approaches in the achievement of programme goals with health colleagues in country offices & Regional office. Support cross-cutting interventions, working with counterparts and team members to establish overall programme plan, monitor compliance and performance standards, and ensure coordination of activities, information and experience to achieve programme objectives. Provide technical support to national partners toward the development of national policy/strategies for UNICEF-assisted programmes. 3. Knowledge Management Maintain technical expertise, including open knowledge sharing with colleagues and regional/national institutions. Contribute to monitoring developments in technical area, as well as political and social developments, at the national and regional levels. Contribute to the regional health, maternal newborn child and Adolescent health knowledge by analyzing and disseminating available data, health information systems, and trends, to evaluate cost and impact on SDGs, capturing determinants of the trends and their implications for country programming. Synthesize best practices for maternal newborn and child health and nutrition (including MNTE and strengthening antenatal care (ANC) platform for maternal vaccination) in development settings as well as emergencies from ongoing programmes/projects and disseminate through print, electronic media and through facilitation of exchange visits, study tours, workshops, and training. Document investment cases for leveraging Page 2 of 7

3 resources for health. Ensure an integrated approach towards health related SDGs. 4. Capacity Building Support and contribute to a regional programme with Regional and HQ Advisors to upgrade the capacity of key counterpart staff, as well as UNICEF Regional and Country Office staff, in area of expertise (Health, maternal, newborn, child and adolescent health). Provide technical inputs for capacity development of UNICEF staff in country offices and, upon Country Offices' request, of their partners, in the integrated maternal, newborn and child health strategy planning and budgeting against health related SDGs. Remain current in related fields including, maternal immunization MNTE-, Integrated Community Case Management (iccm), HIV/AIDS, nutrition and WASH to ensure an integrated approach toward health related SDGs. 5. Technical Leadership and Quality Assurance Combine cutting-edge technology and programme innovation with operational and political perspectives that empower and position UNICEF programmes in health in the field and support health SDGs. Advocate and support the scaling up of UNICEF's health and nutrition strategy implementation, through a results based approach. Support country programme development, monitoring and evaluation. Provide country offices with documentation and research related to maternal newborn and child health. Contribute to strengthening capacity for planning and budgeting health strategy. 6. Advocacy and leveraging Enhance the financial resources available for maternal, newborn and child and adolescent health activities in the region, by support cluster efforts to raise funds with Governments and donors, supporting country offices on the preparation of project proposals. 7. Regional Monitoring and Assessment Partner with the HQ specialists, the Regional Monitoring and Evaluation specialists and Country Monitoring and Evaluation Officers in the development and review of indicators and participatory approaches for programme monitoring and evaluation. Ensure that current information about the situation of children and women, health programme performance and evaluation, the attainment of the MDGs, and best practices is available to UNICEF country and regional offices. 8. Representation Support UNICEF representation in meetings with high level and senior government officials, agencies, NGOs, and donors. Contribute to better consultative processes and networking with donors. Participate in the inter-agency meetings in the collaboration with the UN country team in support of the attainment of the SDGs targets. 9. Communication, Networking and Partnership Enhance UNICEF s regional technical leadership role by forging internal and external partnerships in the development of harmonized programme interventions, through participation in regional fora, with partners and stakeholders. Contribute to develop innovative strategies for information, advocacy and resource mobilization. Build strategic alliances with various international and regional partners, national associations, Page 3 of 7

4 entrepreneurs, academics, religious organizations and NGOs. Strengthen strategic partnerships for MNCAH. Establish institutional links with UN agencies and other relevant entities to improve the health economics and health systems of maternal, newborn and child health. Strengthen collaboration with other UNICEF Regional Offices for interregional cross fertilization. 10. Emergency Preparedness and Response Ensure that adequate emergency preparedness measures are taken in the region by the relevant Field Offices through the development and updating of country contingency plans and establishment of early warning mechanisms. Develop and maintain databases on country/regional information crucial for the planning and implementation of emergency plans. Assist in developing and conducting emergency training courses specifically designed for regional Emergency Response Teams. In the event of an emergency, be deployed as a member of the Emergency Response Team. Participate in needs assessment mission in conjunction with HQ Divisions and field staff. Support funding appeals in consultation with the country office and HQ. Contribute to identifying long term operational and staffing structures to take over from the Emergency Response Team. Identify implementing/operational partners, and establish implementing arrangements, in order to ensure an effective emergency response. JOB GRADE FACTORS 1 Nature of work is primarily of a technical advisory role, providing the Regional Health, Nutrition and WASH team with policy advice and cutting edge technical expertise. The work typically requires developing innovative approaches, new techniques or contributing to policy development/change, and establishing important guidelines. As a technical specialist and expert, the Maternal Newborn Child and Adolescent Health Specialist provides oversight and/or supports on planning, integrating and coordinating professional work of intricate, broad, often, of conflicting demands arising from the region. The programme results affect ultimately credibility, reputation and success of programme/sectoral group or the organization. As primary technical expert in the field, the Maternal Newborn Child and Adolescent Health specialist s effectiveness as an advocate and trusted counterpart substantially affects UNICEF s image as a reliable and creative partner in the Region. Advocate effectively for resources and/or mobilize resources. Serve as a catalyst in the expansion and harmonization of programme initiatives by other international or bi-lateral development partners. Education UNITED NATIONS CHILDREN S FUND Advanced degree in one of the disciplines relevant to the following areas: Medicine, Public Health, Pediatrics Health, Health Research, Global/International Health, Health Policy and Management, Adolescent Health, Environmental Health Sciences, Family Health, Biostatistics, Socio-medical Sciences, Health Education, or Epidemiology. 2. Work Experience Eight years progressively responsible professional work experience in all aspects of programme management, and/or advisory support, in the technical area or programme sector resulting in recognized expertise in the technical area. 3. Language Proficiency Fluency in English and another UN language. Knowledge of local working language of the duty station an asset. 4.
