They may als be deplyed in the business (when there is a need) t lead a dedicated Change Management team. Thrugh the applicatin f business change techniques, they wrk with the prgramme and the business, t identify hw the change being implemented impacts n the business, and ensure that they are sufficiently engaged in rder t change ways f wrking and realise sustainable business benefits. This rle influences the success f significant transfrmatin prgrammes with far-reaching impacts - mitigating substantial risk and leveraging pprtunities fr benefits. Key respnsibilities and accuntabilities Wrks clsely with the prgramme and the business t ensure that there is a clear and cmpelling visin, with clearly defined benefits. Engages senir stakehlders t understand change impacts and business readiness t adpt planned changes and realise benefits. Leads strategic planning and implementatin f change activities and reslves escalated issues. Highly autnmus, rganises and plans a demanding wrklad, and sensitively manages cnflicting pririties. Has nn-permanent line-management respnsibility fr change managers n change prgrammes (upn which they will be engaged fr mst f their time) the staff being managed will change as they mve frm prgramme t prgramme. Leads all aspects f change including resurces and delivery. Respnsible fr directin f ad-hc teams including bjective-setting and mnitring quality and prgress. Rle-mdels gd practice change management cmpetences and behaviurs and helps the BBC t cntinually enhance CM apprach. Visin and Directin Ensure that there is a defined and agreed visin, a clear picture f the future state, a fit fr purpse Target Operating Mdel (TOM), and that the change envirnment is understd. Make sure that the required csts and benefits are evaluated, the investment fr change is secured and that effective change leadership is in place. Design (Shape) Oversee and gain senir stakehlder buy-in fr the design and planning f the required change management (CM) interventins required t successfully embed the change. Change impact assessment against the intended TOM / blueprint cmpletin. Stakehlder identificatin and mapping, and cmmunicatins planning e.g. cre prgramme messages linked t benefits. Develp the CM strategy and identify requirements, rles and respnsibilities, and versee recruitment f the change team. Unblck issues. Planning and Risk Management In line with the prgramme, identify the change budget and change interventins and ramp up fr delivery f the change - ensuring a benefits and peple fcus thrughut and bringing stakehlders alng. 2 Scpe and agree the change management budget and be respnsible fr the mnitring, spend, and cntrl f this budget. Lead and versee the implementatin f key plans and mnitr prgress against success criteria. Plans may include: change management, engagement and cmmunicatins, and benefits plans, benefits prfiles and training plans. Deliver L&D requirements e.g. needs-based analysis; learning/training plans and materials. Lead and manage stakehlder engagement and cmmunicatins, set up advcacy and ensure change agents are mbilised. Implementatin Ensure the business is ready t accept the change, utilise new capability, and ensure the successful delivery and embedding f this change int the business. Ensure nging stakehlder management, and supprt cmmunicatin initiatives and leaders t rle-mdel change, and address any barriers r resistance. Lead develpment and delivery f relevant assessments, plans, prcesses and materials t enable the change i.e. business readiness assessment, change sustainability plans, new prcesses, training, benefits realisatin plans and tracking. Handver Enable the smth handver f plans and capability, supprt the transitin int BAU and mve twards cntinuus imprvement. May include implementing sustainability plans, mnitring adptin, reprting n change effectiveness and measuring, analysing and respnding t perfrmance metrics. Oversee lessns learned / after actin reviews relating t change effectiveness, and celebrate success. Is an ambassadr fr CM and champins gd practice internally and externally, helping t prmte the BBC and develp psitive relatinships with external rganisatins. May take a lead rle in the resurce management f change management resurces wh are deplyed nt prgrammes, r within a business functin. Knwledge, skills, training and experience Essential Relevant qualificatin including ONE r mre f the fllwing: Change Management Institute ACMF (Accredited Change Manager Master); APMG - Change Management Practitiner; Prsci ADKAR 1 Mdel, r equivalent. Experience f leading the initiatin, management and implementatin f change via large-scale transfrmatinal change prgrammes. Strng demnstrable understanding and apprach t benefits management frm strategy t realisatin. In-depth wrking knwledge f the principles and cncepts that underpin change management and able t advise with authrity senir stakehlders n gd practice apprach t business change. Experience in stakehlder management n cmplex/sensitive prgrammes and at senir 1 ADKAR: Awareness f the need fr change; Desire t participate and supprt the change; Knwledge n hw t change; Ability t implement required skills and behavirs; Reinfrcement t sustain the change. Desirable Has led change fr r managed at least five change prgrammes, each f significant length and each with a budget f 15m+ and significant impact acrss multiple business areas. Experience f facilitating change fr prgrammes requiring TUPE and emplyment issues. Awareness f the BBC s aims and strategy, and an appreciatin f changing technlgy and wrking practices acrss the bradcasting industry. Jb impact Decisin making: Influencing agreement n an accurate change management budget. Advising n the readiness f the business t accept prgramme utputs and the degree f impact n the rganisatin, caused by the cumulative effect f multiple changes. Able t influence the g/n-g decisin n the release f capabilities int business areas. Scpe: Will line-manage senir / change manager (s), c-rdinatrs and/r specific resurces fr the prgramme duratin, fr example cmmunicatins, HR, rg design specialists, and third party cntractrs. If there is sufficient demand fr change management within a business unit, the PCM may permanently line-manage senir / change manager rle(s). This is a highly cmplex and wide ranging prtfli f change acrss the BBC ranging cvering jurnalism, audi and vide cntent acrss Online, Radi and TV. As well as surcing and develping new tls, we will need t we need t change the way ver 10,000 peple wrk in 40 different languages, enabling them t use data and technlgy t wrk even mre effectively. C-rdinatin with a range f business change prgrammes acrss the BBC will be necessary t realise the benefits we aim t deliver. Sme f the change and cmmunicatin prjects will be pan-bbc, sme fr technlgists in Design+Engineering, but the bulk will be driven thrugh Change Prgrammes in the News, Radi & Educatin, Cntent, and Studis divisins.
