Introduction: APDCL, AEGCL & APGCL is in the process of recruitment of Class-III & IV employees for a considerable number of posts. It is expected that the numbers of candidates for OMR based recruitment will be near about 1. lakhs (approx.). To conduct the recruitment process smoothly and timely, APDCL, AEGCL & APGCL invites Technical & Commercial proposal in sealed envelopes from selected/interested firms having past experience of OMR based recruitment related works in public sector organisation. 2. Scope of Work: 2.1 Pre Exam Activities: Registration, Admit Card Generation & Support System a) Online Registration of candidates will be done from APDCL side and after completion of registration process; the list of candidates along with the details will be handed over to the party. b) The responsibility of the party is to generate the admit cards as per pre-approved format of APDCL, give SMS alerts to the candidates & facilitate the candidates with a system to issue/download the admit cards. c) The party have to give Help-desk/Support through and Telephone to the candidates as and when required Question Booklet & OMR Sheet Printing a) Preparation of question booklets, printing & delivery to the party in two locations of Assam will be carried out by APDCL. b) The packing of question booklet will be done by APDCL as per requirement of the party. c) The party will design OMR sheet as per the specification mutually agreed between the party and APDCL. d) There will be a check on number of digits required for Roll No., Booklet code (P, Q, R & S), Discipline code, etc.

2 e) OMR sheet is to be finalised in mutual consultation with APDCL. f) After finalisation of the OMR sheet, APDCL will print the OMR sheets. g) APDCL will deliver the Question booklets and the OMR sheets at two locations in Assam, namely Guwahati and Dibrugarh, from where the party shall collect it with proper formalities and distribute it to the respective examination centres Exam Centre booking a) APDCL is expecting a candidate base of minimum of 1. lakhs (approx.). The exact number of candidates will be informed to the party after 2 (two) working days from the last date of submission of online application. b) The party is to book examination centres in various district headquarters of Assam to accommodate minimum 1. lakhs (approx.) candidates immediately, if work is allotted to them. c) The party is to provide room-wise capacity of each exam centre immediately after booking to APDCL before issuing Admit Card. d) The exact date of examination will be informed in due course by APDCL to the party. 2.2 During Exam activities: Candidate Verification on the day of Examination a) Candidate identification & authentication is to be done at the examination centre before allowing them to sit in the examination by the party. b) After candidate verification, there should be proper instructions for the candidates so that they reach their respective examination room easily. c) Proper frisking in the examination centres are to be done by the party. d) Installation of Jammer in the examination centres may also be required (optional) Conduct of OMR based Examination a) Question booklets are to be distributed at defined time mutually agreed by APDCL & the party. b) Candidates are to be given sufficient time to fill their required details like Roll No., Discipline etc. in their respective OMR sheets before distributing question booklets. c) The party is to print Centre-wise, Roll No-wise, Name-wise list of the candidates. The party will take candidate signature on the attendance sheet as a proof of their presence. d) The party is to deploy sufficient number of manpower at each examination centre so as to handle examination activities and smooth execution of the examination. e) The party should deploy 1 (one) centre-in-charge per centre and 1 (one) invigilator on every 30 candidates or as per requirement. f) Sitting Arrangement in the examination centre is to be provided in such a way that the gap between the candidates is sufficiently more. g) When the examination time is over, the party will collect the OMR sheets from the candidates and handover the question booklet to the candidates. h) The invigilator is to ensure that the number of OMR sheets collected is matched with the number of attendees.

3 i) The room wise counted OMR sheets are to be sealed & signed under the supervision of authorised officers of APDCL and the party. j) APDCL will hand over the Room wise sealed OMR sheets to the party. k) The party is to collect the remaining test materials e.g., unused question booklets, OMR sheets etc. and are to be sealed under the supervision of APDCL s supervisor, centre-in-charge of the party and authorised officers of APDCL and handed over to APDCL. l) The party is to ensure that the filled attendance sheets are duly signed by the invigilator appointed by the party and submit the same to the APDCL s supervisor. 2.3 Post Exam Activities: OMR Scanning a) The party is to pre-validate all the answer sheets before scanning in presence of APDCL representative. b) The APDCL representative will carry the attendance sheet at the time of prevalidation. c) The party is to perform the scanning of filled OMR sheets. d) The party will identify multiple markings and other errors highlighted by the OMR machine and will take action as per the mutual discussion with APDCL representatives. e) Both the party and APDCL are to perform manual counter checking of the results randomly Merit List a) The party will generate Merit List of the candidates in mutually agreed format like Category of Caste, Gender, PWD etc. b) The hard copy of the merit list is to be signed by the representative of the party and APDCL and to be submitted to APDCL in proper sealed and signed condition along with the soft copy. c) The party will hand over the hard copy & soft copy of the OMR sheets to APDCL after completion of the examination process. 3. Tentative Timeline: 3.1 Last Date of submission of Proposal : upto 4:00 PM 3.2 Date of opening of Technical Proposal : at 4:00 PM 3.3 Date of Presentation : Date of opening of Commercial Proposal (In presence of representatives of the party) : at 11:00 AM 3. 4 4. Scope of Work of APDCL: 4.1 Providing Question Booklets and OMR sheets. 4.2 Online registration & submission of application by the candidates.. Qualifying Criteria: ORGANIZATIONAL STRENGTH/CAPABILITY SUPPORTING EVIDENCE REQUIRED 1. The Bidder should be an Agency/Firm/Company and Valid Registration Certificate should have a registered office in Assam having minimum 1 years experience in conducting recruitment examinations. 2. The net worth of the Bidder should be positive for the last Financial positions/statement with 2 (two) financial years (FY & FY 17-18). ITR for the last three financial years. 3. The Bidder should have a minimum average turnover of CA Certificate. Rs. 30 (Thirty) lakhs of the best 3 (three) years among the last (five) financial years (FY , , , and ). The Bidder should have minimum liquid assets equal to 10% of their estimated cost. 4. The Bidder should have minimum 1 employees of the CV of resource persons to be company having requisite qualification deployed for OMR submitted. examination related works and should have a minimum of 3,000 employees to be deployed for specific work (considering an estimate of 1. lakh candidates).. The Bidder should have a minimum experience of as 20 (twenty) OMR based written examinations having candidate count of minimum 0,000 in one exam in the past, with minimum 10 (ten) OMR based written examinations under Govt. of Assam. 6. The Bidder should not be currently blacklisted/ debarred/ enquiry pending under jurisdiction/ ineligible to participate for bid due to corrupt/ fraudulent or any other unethical business practices. 7. The Bidder should have valid PAN card and GST registration. 8. The Bidder should have a certification of ISO 9001 and family/ other widely accepted International Certification related to quality services. Certificate of experience of satisfactory services issued by the concerned institution/organisation. An undertaking in the shape of an affidavit, to this effect, signed by Authorized signatory (Notary officer / Oath Commissioner). PAN and GST Registration Copy. Copy of valid ISO 9001 and family Certificate or other widely accepted International Certificate related to quality services. 9. The Bidder should have valid Trade License. Trade License/ Valid Certificate 10. CVC Certificate of Commitment is required. CVC Certificate of Commitment. 11. The Bidder shall furnish an Earnest Money Deposit (EMD) of INR 0,000/- (Rupees Fifty Thousand Only) through Demand Draft / FDR drawn on a nationalised bank, in favour of Chief General Manager (F&A), Assam Power Distribution Company Ltd., Assam and payable at Guwahati at the time of submission of proposal along with technical proposal. The EMD of unsuccessful bidders will be refunded within 1 days from opening of Financial Bids. 12. If any quotation during the evaluation process, does not meet the RFP conditions laid down in the RFP document, the same will be out rightly rejected.

Evaluation of Proposal: There will be two tier evaluation of the proposal with a total of 100 Marks as follows: Technical Evaluation : 60 Marks (maximum) Commercial Evaluation : 40 Marks (maximum) 6.1 Technical Evaluation will be based on the following criterions: Total Allotted Technical Evaluation Criterions Marks 1. Bidder s Profile: 10 marks a. Annual Turnover of the company 0 lakhs & Above = marks 40 to <0 lakhs = 4 marks 30 to <40 lakhs = 3 marks b. Experience in conducting Recruitment examination 20 years & Above = marks to 20 years = 3 marks 2. Experience in conducting OMR based Recruitment examinations: 20 marks a. Number of OMR examinations conducted earlier 30 & Above = marks 2 to 29 = 4 marks 20 to 24 = 3 marks b. Number of OMR examinations conducted under Govt. of Assam. 20 & Above = marks 1 to 19 = 4 marks 10 to 14 = 3 marks c. Number of OMR examinations having candidate count of minimum 0,000 in one exam. 10 & Above = marks to 9 = 4 marks 1 to 4 = 3 marks d. Cumulative number of candidates appeared 4 lakhs & Above = marks 3 to <4 lakhs = 4 marks 2 to <3 lakhs = 3 marks 1 to <2 lakhs = 2 marks 0,000 to <1 lakh = 1 mark 3. Total Manpower Strength & Experience: 1 marks a. Employees of the company having requisite qualification deployed for OMR examination related works. (Project Management/Quality Assurance/ Implementation/operations.) 2 & Above = marks 20 to 24 = 4 marks 1 to 19 = 3 marks b. Proposed number of employees to be allotted for this specific work. (considering estimate of 1. lakh candidate) 000 & Above = marks 400 to 4999 = 4 marks 4000 to 4499 = 3 marks 300 to 3999 = 2 marks 3000 to 3499 = 1 mark c. Overall Experience of the Project Manager (deployed in Guwahati) 20 years & Above (with minimum 1 years exp. in Assam) = marks 1 to <20 years (with minimum 7 years exp. in Assam) = 3 marks 4. Technical Solution & Presentation: 1 marks Total: 60 marks Documents Required Copies of audited accounts/ Certificate from auditors Copies of Work orders/loi/ Contract. To indicate the number, a client certificate should be submitted. CV of the resource person(s).

6 6.2 Commercial Evaluation will be based on the following criterions: L1 will get 40 marks Other party s mark will be decreased proportionately based on L1 price. The complete Techno-Commercial proposal should reach the undersigned in two separate sealed envelope (clearly mentioning Technical Proposal (Annexure A) & Commercial Proposal (Annexure B) on top of the envelope) on or before 26/10/2018 upto 4:00 PM. The format of submission will be strictly based on Annexure A & Annexure B. The undersigned reserves the right to reject any or all the proposals if not found suitable without signing any reason thereof.
