1 APRIL 2010 Information for TV Staff TV Division - Final Changes to TV s operating model On 8 April 2010, the Director of Television, Kim Dalton, announced the conclusion of the consultation period for changes to ABC TV s operating model. Following is information about the changes which will be implemented. Also attached are the final organisation charts for ABC TV. Why a new operating model? ABC TV needs to change its current operating model from a model centred around a single, analogue channel to a model reflecting its true outputs one focussed around a number of digital multichannels and multiplatform format. With additional channels, ABC TV needs to separate its strategic outputs from the operational requirements of the Division. ABC TV needs to focus on its core business of aggregating content and distributing it to audiences across a multichannel and multiplatform environment. ABC TV requires the flexibility to support the launch of additional channels and platforms which require distinct, yet integrated strategies and brands. Benefits to ABC TV and the broader ABC The model will: Deliver aligned content strategy providing ABC TV with distinct channels, distinct programming and a healthy and competitive production model. Allow content and programming strategies to be developed and delivered at genre, channel and platform levels. Allow for the introduction of additional channels. Provide a stronger management alignment allowing the Division to increase its structural capacity and maximise its ability to adapt within a changing media landscape and audience environment. What are the key changes? Create the roles of Channel s who will set the vision, branding and program strategy for ABC1, ABC2, ABC Childrens (across ABC for Kids and ABC3) and ABC Multiplatform. 2 Devolve the acquisition editorial selection process to content specialists, under the management of the Heads, and create roles within the genre areas to allow the process to be fulfilled. Prioritise Indigenous content. Sally Riley, the recently appointed Indigenous, will be responsible for positioning ABC TV as the leading broadcaster for quality Indigenous content. Consolidate media preparation and management by bringing together Scheduling, Captioning, Presentation Planning, Quality Control and Media Acceptance, Capital & Technology and the BMS project under Business & Operations, under the leadership of the, Television Media Operations. Move the editorial functions of the current programming department to s and Heads. Minimise the number of content units by merging Comedy with Drama to create Fiction and merging Sports and Events into Factual. Reorganise the Business & Operations department to provide financial analysis and measurement to the Division across all areas of content production and acquisition. Redesign business processes including ordering content (both acquired and commissioned), editorial selection of content and Divisional reporting on performance. Transfer Classification staff and activities to Strategy & Governance to enable Editorial Policies and Classification to collaborate and share their expertise more effectively. Transfer iview programming and scheduling to Multiplatform, resulting in transfer of the Internet Broadcasting Program and positions. Transfer Presentation Planning to Business & Operations, under the leadership of the, Television Media Operations. This will provide workflow benefits and cement this part of the business within the newly created Media Operations Hub. The of Presentation Planning will report to Marketing on all editorial matters. There are also a number of changes to individual positions and some positions will be abolished, details for each individual department are outlined in following pages. Immediate next steps The first step will be to commence the recruitment process for key positions. For logistical reasons, recruitment will occur in two phases. 3 The second phase will be to recruit for the following positions: (2 positions) s (2 positions) Multiplatform Sport & Events Business Process Changes Once the ABC1, s s/s and, Television Media Operations have been appointed, ABC TV will begin to implement the next phase rolling out the revised and Media Management processes. In the meantime, these current processes will continue as normal. Creation of Fiction position The changes result in 2 positions being abolished and 2 redundancies. 12 Summary of Key Changes continued Business & Operations Will provide overall management of the acquisition process, strategic channel management and operational media management Commissioning department retitled to Business Management with the following additional responsibilities: o Provide centralised administrative management for the acquisitions process, particularly the notification of decisions to Executive o Monitor and report on genre and channel strategies o Deliver analysis into the strategic planning and ordering process for the Division o Centrally monitor acquired content, commissioned content and development budget allocation and performance of all genres for the Division o Provide analysis and reporting as required for acquired content (as well as commissioned content). Incorporate media preparation and management activities including Scheduling, Captioning, Presentation Planning, Quality Control and Media Acceptance under the leadership of the, Television Media Operations. The changes result in the following positions being created: o, Television Media Operations o Acquired &, it is not anticipated that this position will be recruited in The changes result in the following positions being reclassified: o Commissioning & Project position (Band 8) to Business (EL1) o Commissioning & Officer position (Band 6) to Business Analyst (Band 7) There will be no changes to the Production and Operations area, including the Production Pool. Marketing Presentation Planning staff and activities will be transferred to Business & Operations, under the leadership of, Television Media Operations.
