2 AGENDA ITEM 15 A WESTERN TECHNICAL COLLEGE DISTRICT I S S U E P A P E R Topic: President Job Description and Addendum Issue: The College is conducting a search for the new President of Western Technical College. The District Board approved a profile for the position at the December 2016 meeting and the position has been posted internally and eternally. It is anticipated that interviews for the position may begin in February of The District Board has reviewed the current job description and has made revisions to update the job description. In addition, an Addendum has been developed in order to incorporate activities considered essential to the position. Draft versions have been reviewed by the members of the District Board. 3 Administrative Job Description Job Title: President Originated Date: March 15, 2011 Unit: Eecutive Div/Dept: Last Revised Date: December 20, 2016 Reports to: Western Technical College District Board Summary of Position: The President serves as the Chief Eecutive Officer and is responsible for all functions of the organization. The President is responsible for oversight and carrying out the details of educational programs and services, student support services, business operations and finance, personnel, and college and community relations. Function # Essential Functions: (related to all College positions) 1. Maintain and uphold the College values of Learning, Ecellence, Accountability, Diversity, Student Success, Teamwork, Integrity, and Respect. 2. Complete all required College training and responsible for maintaining the skills necessary to complete the essential functions of the position as defined by the department. 3. Perform other duties as assigned. Function # Essential Functions: (specific to Division/Department/Position) 1. Serve as eecutive head of the District, in charge of all functions of the organization. 2. Identify, develop and administer educational programs that best meet the needs of the District. Provide oversight of development and maintenance of all educational programs. 3. Organize, direct, coordinate, and evaluate the activities of all college personnel, including employment, assignment, and dismissal of employees for positions authorized by the Board. 4. Recommend policies on all functions of the District to the District Board. Keep the Board informed and enforce and implement all approved policies. 5. Provide oversight for effective procedures and practices for all college operations in order to fulfill the college mission and meet the goals of the strategic plan. 6. Oversee the preparation and administration of the strategic plan and the annual budget and make recommendations to the Board for approval. Represent the college at national, state, community, and campus events, in meetings with other 7. institutions and during the accreditation process. Represent the District to the public and lead in public engagement in achieving the goals of the college. 8. Maintain an active role in fundraising, development, and partnerships in support of college priorities. 9. Serve as the chief spokesperson regarding the national, state, and local legislative interests of the College. 10. Delegate duties and responsibilities to appropriate staff and keeps the Board informed regarding major activities. 11. Provides leadership in developing, communicating, and implementing the direction of the college. 12. Directs the liaison activities between the District Board and its relationship with the Wisconsin Technical College System and other stakeholders. 13. Directs all activities to ensure compliance with federal, state, local, and District regulations. Minimum Education Requirements: Master s degree from a regionally accredited institution with an emphasis in higher education, educational administration, or other appropriate discipline Doctorate degree from a regionally accredited institution preferred Minimum Eperience Requirements: Strong record of academic, eecutive, and/or administrative leadership is required, preferably in a technical college or community college setting, with a minimum of si years in the field Record of teaching eperience will be considered a valuable qualification At-Table Agenda 3 January 17, 2017

Possess the qualities of an energetic, forward-leaning servant leader, with integrity and authenticity, who operates collaboratively, engages all constituents, fosters strong relationships, inspires transparency and accountability, values innovation and creative thinking, and cultivates a collegial and positive environment through good humor. Be willing to take strategic risks that demonstrate a commitment to improving student outcomes, where such strategic directions pursue the following criteria: (i) are fact-based, data-informed and technology-driven, (ii) are the result of inclusive planning processes, (iii) are designed to yield sustainable results, (iv) are communicated effectively and implemented timely, and (v) are routinely assessed and continuously improved. 6 Possess familiarity with the Higher Learning Commission s AQIP accreditation pathway, Baldrigebased systems appraisals, and the Continuous Quality Improvement Network (CQIN), and embrace Western s organization-wide emphasis on continuous quality improvement and accountability. Be familiar with Achieving the Dream TM and reaffirm Western s commitment to a studentfocused, outcomes-based culture that promotes student access, retention and success and recognizes the important role all parts of the college plays in the overall contribution to education.
