King County Housing Authority (KCHA), an independent municipal organization, is a high performing nationally recognized leader in affordable housing. We are currently recruiting for a Senior Housing Program Manager - Compliance to be located at the central office in Tukwila, WA. This individual will supervise, manage and oversee the Tax Credit Compliance Program in the Housing Management Department. The ideal candidate will be a seasoned professional with supervisory experience as well as a depth of knowledge in affordable housing and/or tax credit. The right person will find this work to be challenging as well as satisfying as they work closely with stakeholders both internal and external to the Authority regarding tax credit certification policies and procedures. The individual selected for this position will be an excellent communicator that will be adept at explaining and interpreting program requirements. A natural relationship builder, this person will be seen as an advocate by stakeholders that are held to high standards of compliance to program policy, procedure and regulatory requirements. The work will include conducting quality control reviews of files, and reports, and analysis and recommendations on issues. Other duties will include determining eligibility of applicants and approving or denying applications. Application instructions:

Acting as a point of contact in a highly diverse environment. ESSENTIAL FUNCTIONS: This section serves to illustrate the more typical aspects of the work indicative of the classification. The primary functions of the classification are not to be considered a detailed description of every duty of each position allocated to the classification. The responsibilities and essential duties typically performed by positions allocated to this classification on a frequent and recurring basis include: 1. Manages and approves all tax credit certifications. Reviews and checks all files prepared by field staff for accuracy, completeness and program eligibility. Tracks tenant data to ensure compliance with both tax credit and other applicable programs such as HOME, Section 8, and Public Housing. Makes determinations whether to approve or deny exceptions to the student rule, if paperwork provided is usable as verification and if applicant is eligible under the tax credit program. 2. Manages list of upcoming certification and insures they are completed on-time. Monitors the property profiles to make sure the tax credit applicants stay in compliance with policies and regulations; conducts quality control reviews by reviewing files, reports, and issues. 3. Assists with the conversion of building tenants to the tax credit program. Develops forms, determines how to spread tax credits and other funding among units in the property. Determines initial certification timelines and problem solves when regulations conflict and provides guidance to staff. 4. Trains program and field staff to be successful with tax credit. Designs, schedules and conducts large and small group training for staff at conversion and ongoing. Periodically updates training. Provides information on outside courses and newsletters for additional resources. 5. Develops procedures for the tax credit program; ensures technical compliance with all applicable program policy, procedure and regulatory requirements. Works with IT to ensure software meets the unique needs of the tax credit program. Works with management to determine program and processing policy changes as needed. 6. Plans, organizes, manages and supervises the work of assigned staff Evaluates work, provides feedback via performance appraisals, coordinates discipline with Director of Compliance and Analysis 7. Coordinates investor visits. Organizes transportation, facilitates preparation for meetings including availability of required attendees; researches, acquires and provides appropriate information and documentation and ensures that site staff attendance is confirmed as required. 8. 3 Page 3 of 5 The application of laws, rules and regulations, policies and procedures relating to tax credit and other affordable housing programs; The policies and procedures of the Authority pertaining to tax credit programs; Effective methods of communication and interpersonal relations; Principles and practices of effective supervision which will accomplish goals and objectives and motivate employees; Customer service etiquette and techniques; Data gathering, analysis and report preparation techniques; Operation of word processing and spreadsheet computer software; Dispute resolution and mediation techniques. Ability to: Plan, schedule, assign, supervise, train, and evaluate the work of subordinates in a manner which will maintain a high level of productivity and morale; Accurately interpret U.S. Tax, HUD and Authority rules and regulations relating to the programs; Deal effectively with people from diverse cultural and ethnic backgrounds,; communicate clearly and effectively, orally and in writing; Conduct surveys, analyze data and prepare clear and concise reports; Obtain compliance with standards and regulations; Establish and maintain effective working relations with staff, Authority managers and employees, applicants, public and private officials and the general public. Required Qualifications: Bachelor's degree and three to five years relevant work experience in affordable and/or public housing, or an equivalent combination of education and experience. Valid Driver License in good standing at the time of employment and a Washington State Driver License and acceptable driving record throughout employment. WORK ENVIRONMENT: Incumbent(s) must be able to meet the physical requirements of the classification and have mobility, balance, coordination, vision, hearing and dexterity levels appropriate to the functions performed.
