Job Location: Vijayawada Duration: 3 years Job Description for Project Coordinator Competencies Required Good Knowledge in IT Services- Technology & delivery Good command over written and spoken English and Telugu Good analytical and Reasoning skills Letter writing & Comprehension skills Computer Skills-Microsoft tools & Internet Good report writing and Coordination skills Job Responsibilities Assisting and supporting the DIG-CARD/DT in their daily duties. Alerting the authorities during Quality Assurance Vendor follow ups & Coordination with teams in resolving the Day to Day incidents. Preparation of Project progress report Ensuring that relevant management information is captured and analyzed. Working with the team to remove blockers Helping the DT with the development of operating procedures. Resolving any financial queries that are raised, including timely communication if extra budget is needed. Day to day Coordination with stakeholders for flawless execution of project work Coordinate and arrange meetings with stakeholders as required Make Travel arrangements for resources travel whenever required Maintain all files pertaining to the CARD Project in soft and hard copies Maintain all files and folders pertaining to all communication/correspondence happening in the project Maintain Issue Log, Change Log for the Project Record Minutes of meetings held in the project from time to time and maintain a repository of the same to reproduce as and when required Assist technical lead in execution of their daily project related tasks Ensure smooth flow of information to all stakeholders as directed by technical lead Report and escalate issues to technical lead as needed Assist technical lead in preparation of Procurement documents like EOI, RFP etc. Assist technical lead in Payment recommendations, Issuance of work orders etc. as required Create and maintain comprehensive project documentation including Procurement documents

2 Close project and documentation including signed-off project deliverables. Reporting to DT. Qualification & Experience Diploma/Any Graduate with minimum 4 years experience in a similar role. PG Diploma in any IT related subject will be an added advantage. Job Description for Team Lead Competencies Required a)technical & Project Management competencies Solution Development and Delivery Adept in understanding Complex database concepts, New Architectures, Multiple Programming Languages & Development Standards in SDLC(Software development Life Cycle) Should Offer Technical support for the AP CARD Project Should be able to suggest alternative technical solutions to meet department s requirements more efficiently, and/or with greater reusability, and / or longer life. b) Technical Effort Management Carry out the assigned duties and tasks within the IT department. Review completed tasks to ascertain compliance with standards. Provide necessary advice and guidance to the users. Perform periodic risk assessments and initiate risk control strategies. Coach all team members and motivate them to produce desired results. Organize regular seminars and trainings to teach team members new techniques and methods. Keep up with trends in the constantly evolving information technology industry. Work alongside other departments to achieve company goals and visions. Write and forward regular reports to the management. Provide solution to any complex IT related challenges in the Project and IGRS Department Carry out in-depth research to reveal new and better methods of handling functions within the department. Ensure that the company s data and information are protected from unauthorized access.

3 c) Other core competencies Task & Result Oriented Approach Good Team Player Excellent Communication Skills Managerial Skills Decision Making Skills Job Responsibilities To act as the first level of trouble shooting for all IT related issues within the Department of IGRS Take Co-ownership with the Technical Director for the CARD Project implementation & maintenance by the SI/Vendor Oversight of various aspects of Project implementation by SI to achieve the desired objectives Overall responsibility for Scope, Cost, Risk & Quality management in the CARD project Work with SRO s/dro s and the team sponsor to obtain necessary resources to support the team s requirements Monitor issues/incidents related to Hardware and Networking and ensure speedy resolution for all the users Coordinate with NIC at regular intervals Regular Review of Issues/Incidents/Risks and initiation of suitable preventive and corrective actions required To review the deliverables submitted by SI/Vendor periodically. Recommend approval of the deliverables after due validation process Assist the Technical Director in preparation/review of all Procurement documents including DPR, EOI,RFP,PSOW etc. To monitor periodic reports generated through appropriate tools used by SI To prepare and submit monthly reports on the project activities for due review by NISG before submitting it to the client To handhold all users and resolve issues to ensure continued smooth usage of the system. To escalate all issues related to Policy, Process & Technology to Technical Director and /or appropriate authorities within IGRS for removing bottlenecks that affect smooth functioning of the system To guide the SI/Vendor and ensure timely completion of all assigned activities including Change Request implementation, Bug fixes etc. To organize stakeholder meetings periodically [including NISG] for regular monitoring of the progress Identify Training needs for users where and when required and Support conduct of such trainings in improve competencies Oversee the Risk management processes [Identification, Analysis, Response implementation]continuously in the Project

4 Support Technical Lead in ensuring Statutory compliances[including audits] and corrective actions thereof Track, analyse and communicate project risks and opportunities Enforces standard policies and procedures and ensure overall quality of all outputs in the project Report to Technical Director at the client location. Qualification & Experience B.Sc / B.Tech with experience in Software Development Lifecycle At least 8+ years of experience out of which, should have worked for minimum 2 Years in Govt. Projects Job Description for Technical Lead Competencies Required a)technical & Project Management competencies Solution Development and Delivery Should act as a Technical expert representative on behalf of IGRS AP /AP CARD Project Team. Should Offer Technical support for the CARD & CARD++ Project Should be able to suggest alternative technical solutions to meet department s requirements more efficiently, and/or with greater reusability, and / or longer life. Adept in exercising fiscal responsibility and providing the framework for developing strategies to work within project constraints. b) Technical Effort Management Promote and co-ordinate Technical knowledge harvesting within the Department. Define, communicate and enforce coding standards with the SI/Vendor selected by the Department. Manage multiple Stakeholders in Department, SI/Vendor within budget and project schedule. Track and identify areas for continuous improvement across processes & offerings. 5 Managerial Skills Decision Making Skills Job Responsibilities Ensure the CARD & CARD ++ Application of IGRS, Govt. of A.P is available-up and Running smoothly Primary ownership of the CARD Project implementation & maintenance by the SI/Vendor Act as a single point of contact on behalf of the Department of Registration & Stamps[IGRS],Oversight of delivery by SI Work closely with Stakeholders, business organizations, and OEM s to form coalitions that advocate in terms of Technical interests of the department. Approve and adopt Technology Authority, policies, procedures and maintains accountability for the performance of the entire Department in terms of ICT. Make recommendations to the Department Authorities on significant matters Affecting Technology trends, operations and policies. To assist the Department in preparation of all Procurement documents like DPR,EOI,RFP,PSOW(Procurement Statement of Work) etc. up to selection of SI/Vendor. Oversee the development and implementation of short-range and long-range goals and business plans. Technical assistance to IGRS/DIG-CARD to appraise about the Project, security and its efficiency. Updating about new technologies and global trends. Maintaining relationship with OEM s for the continuous process for the sake of Department ICT advantage. Shall be responsible for all Statutory Compliances for the IT systems[including oversight of third party audits where necessary] and to facilitate Gap studies if and when required with clear Gap analysis reporting to the Department for necessary corrective action Manage Communication/Correspondence relating to both internal and external technical matters with the permission of the IGRS/DIG-CARD regarding delivery of work and service to others. Identify the key responsibility of department and assess the level of systematic effort undertake on a consistent basis to ensure its performance. Identify the vital functions of the department and describe the support to maximize user s value and long term functional viability. Assess the efficiency and effectiveness of the data centre, based on the results, evolving action plans for the enhancement of performance of the servers and application running on them. Regular Review of Issues/Incidents/Risks and initiation of suitable preventive and corrective actions required Oversee the work of the selected SI and assist in getting the deliverables signed off by the competent authority in the IGRS Department. To involve the senior executives[assigned for this project] of NISG on Policy matters, Strategic decisions and review of major Milestones in the Project

6 To prepare and share monthly reports on the project activities with all stakeholders after due review by NISG To Handhold, assist and build capacities for IGRS department and handhold all users for continued smooth usage of the system. To escalate all issues related to Policy, Process & Technology to appropriate authorities within IGRS for removing bottlenecks that affect smooth functioning of the system To guide the SI/Vendor and ensure timely completion of all assigned activities including Change Request implementation, Bug fixes etc. To organize stakeholder meetings periodically [including NISG] for regular monitoring of the progress To ensure smooth interface of CARD IT system with other IT initiatives taken up by Govt. of Andhra Pradesh as part of service delivery enhancement from time to time. Guide and mentor the Team lead and ensure achievement of targeted goals within the stipulated time Enforce standard policies and procedures and ensure overall quality of all outputs in the project Define parameters and support Annual Performance appraisal for team members Create and sustain an environment of competence within the team Shall act in a fair and transparent manner in the best interests of the Department and NISG in all matters Reporting to IGRS/DIG-CARD at the client location Qualification & Experience B.Sc /B.Tech (Science/Engineering Graduate) with MBA with at least 15+ years of experience Minimum of 8 Years experience working in Govt.
