The Corporate Officer is key to any local government, in particular, post-election when a new Council and Board are poised to set their agenda for the next four years. The 2018 Forum features local government experts who will help you build your skillset to chart the course and set the stage for the term. Important elements and learning outcomes include: a blend of theory and practice, with an emphasis on interactive, two-way discussion, practical application, and case study review; updates and information based on current concepts relating to administrative, legal, and statutory matters; a forum for the exchange of ideas and methodologies within local government, particularly in the area of best practices; the opportunity to establish a network of contacts and potential mentors throughout the province. The workshop will also provide tools to work with clients and/or the public who may be experiencing distress due to mental illness or stress. How can you help the rest of your organization do the same? What is your role in helping your new Mayor or Chair to implement governance changes such as a new committee structure? Learn some tips from an experienced CAO, Corporate Officer and elected official on how they have built relationships post-election with a new Council or Board and the role they played in the organization during this period of change. It is sometimes viewed as a characteristic of individuals who can t get along with others, aren t team players, or simply don t fit in. Today, conflict is viewed much differently. Conflict is normal and natural - an interpersonal dynamic that, when handled well, can at least be managed, often resolved and potentially has very creative results. Participants will be exposed to understandings and skills that will help them to more successfully manage disputes. Whatever the position - management or staff, team leader or team member - the ability to effectively manage differences with co-workers, staff, members of the public and elected officials is a critical factor in both personal and professional success. Learn how to: Have an increased understanding of the dynamics present in a conflict situation. Increase awareness of strengths and challenges in dealing effectively with conflict in your life. Learn the process of win-win conflict resolution as an approach to conflict management to resolve conflict effectively. Gain exposure to the communication skills which assist you to be collaborative in managing conflict. Address the emotional content and resistance present in conflict and consider methods to deal effectively with this information.

Are you responsible for reviewing these documents prior to execution? Who has the authority to approve and sign contracts and agreements? This session will provide an overview of essential legal instruments in the local government sphere. There will be a focus on best practices and the common pitfalls and avoidable mistakes in the use of the contracts, service agreements and Memoranda and Understanding (MOU). SESSION 2 MINUTES AND RESOLUTIONS BEST PRACTICES Lisa M. Zwarn, Consultant & Registered Parliamentarian What are the different types of minutes and what is the essential content that needs to be included? What does a properly worded resolution look like? Does your local government have minute taking guidelines? Join Lisa Zwarn for best practices review of minutes and resolutions. 2:45 3:15 PM REFRESHMENT BREAK 3:15 3:45 PM LGMA CODE OF ETHICS Nancy Taylor, Executive Director, LGMA The LGMA s Code of Ethics include ethical principles that govern the conduct of any member of the Local Government Management Association of BC. The LGMA is committed to a new Code of Ethics that aligns with the foundational principles developed as part of the work around Responsible Conduct of Local Government Elected Officials and clarifies both the standards of conduct expected of local government professionals as well as the procedures to launch a complaint. This session will highlight the work being undertaken to renew the Code of Ethics while also serving as an opportunity for your input and feedback. 3:45 5:00 PM NUTS AND BOLTS SESSION This is an opportunity for participants to discuss common problems and the solutions that are working for them. Beth Page is an author, international consultant and speaker who specializes in providing organization development consulting and coaching services in collaboration with her clients. She has led and consulted on numerous projects in the areas of change management; small systems; role negotiation, and team-building. She also provides coaching for individuals and senior executives to encourage greater leadership and organizational success. Whether you re a department of 20 or a department of 1, a workplan will help you plan your core responsibilities and any special projects or initiatives you have been tasked with over the next four years. It will also help you to identify where you might need to seek additional resources, realign your work priorities and plan for succession.
