CIOB Branch established in Hong Kong for more than 40 years from More than 2,200 members including ACIOB, ICIOB MCIOB & FCIOB Basic qualifications required Honor Degree in Built Environment + 3 to 4 working Experience + Professional Review become Chartered Builder, MCIOB Membership Aim at Local and International wider Recognition of CIOB Professional Qualifications Recognition by Buildings Department ACIOB or above as TCP-T3 in Contractors Stream and TCP - T2 in Safety Certification for Exempted Houses in NT Categorization of CIOB Members Stage 2 3

Introduction (cont d) Recognition by Public Sector - HKHA and ASD that MCIOB/FCIOB as Construction Manager and Contracts Manager in Term Maintenance Contracts and Minor Works Contracts etc. Recognition by Private sector, Developers, Contractors, MTRC and Overseas Developers and Contractors and Mainland China s Developers and Contractors Stage 1 Members Clarification for T2 and T3 started from August 2012 and now in progressing more than 100 Nos. were classified Industry view current CIOB qualification is too broad and relatively lack of specialization in the field CIOB strength in Construction Management in the project cycle from inception to completion then to Facility Management and further to Total Project Management Categorization of CIOB Members Stage 2 4

Respond to the industry needs and requirements in sense of division of labors/specialist to explore further development To achieve a Project Administration i ti Officer as Administration i ti Officer (AO) in the Top Management Level Approach to its qualifications fit for purposes to enhance specialization as Project Manager(PM) within Project Management Discipline, example in other field, like quantity surveyor and building surveyor, structural engineer, civil engineer, environment officer/engineer etc in Built Environment Categorization of CIOB Members Stage 2 5

Introduction (cont d) CIOB Hong Kong Branch launches a Members Occupational Competency Scheme (MOCS) - Stage 2 in different core occupational competencies locally in Hong Kong These include: Construction Project Manager MCIOB(ConstPM)/ FCIOB(ConstPM) Contract Project Manager MCIOB(ContPM)/ FCIOB(ContPM) Development Project Manager MCIOB(DevPM)/ FCIOB(DevPM) Academia a Project Manager age MCIOB(AcaPM)/ FCIOB(AcaPM) Technical Competent Person, TCP/T4-Contractors Stream/BD MCIOB(T4)/ FCIOB(T4) Categorization of CIOB Members Stage 2 6

Objectives Aim at classify members into different core occupational competencies based on their occupational working experience and knowledge Recognition of member s expertise, specialist and working experience in that particular field or more Enhance the core competency effectiveness in different specialist in division that facing the ever ending challenging Classify member s professional,, technical, expertise and specialist skills to enhance their core competency(s) Categorization of CIOB Members Stage 2 7

Members Occupational Competency Survey Survey of the Categorization Scheme was conducted to all Hong Kong members in May % (482 nos.) returned survey agreed to categorize to enhance professionalism and specialism of CIOB qualification recognition Majority of CIOB Hong Kong agreed for the Classification Scheme Start Classification of CIOB Members, the 1 st Branch of CIOB and the 1 st time of 40 years in Hong Kong Categorization of CIOB Members Stage 2 10

Members Occupational Competency Survey (cont d) Stage 1 has started since August 2012 Stage 2 will start on 28 March 2013 Core competencies in 1) Construction, Operation, Environment, Quality, Safety, Facilities Management 2) Contracts & Costs Administration Management 3) Development of Property and Real Estate Management 4) Academia, Research, Teaching & Training Management Categorization of CIOB Members Stage 2 11

Members Occupational Competency Scheme (MOCS) Decision for the MOCS registration by members voluntarily Download declaration Form from CIOB website Fill the required details and select your core competencies Members declare by signing i the Declaration Form of their professional qualifications and working experience and forward to CIOB office processing Consent given to CIOB to disclose their personal information and professional status (with contact telephone only apply to T2 application) to public to access. Members can choose not to disclose their contact telephone number to public Categorization of CIOB Members Stage 2 12

Occupational Competency Scope (Cont d) Members are eligible to apply more than one core competency subject to they have not less than 4 years proofed working experience in that field and by their own declaration All relevant working experiences are counted on linear approach which concurrently working experience in two or more core competency(s) will not be counted Examples: apply two core competences are required not less than 8 years (4+4 =8 years) relevant working experiences Three core competences required not less than 12 years relevant working experience and perfectly with the Fellow of CIOB be one of an advantage Categorization of CIOB Members Stage 2 20

21 6. Occupational Competency Scope (Cont d) Technical Competent Person, TCP/T4-Contractors Stream/BD - MCIOB(T4)/FCIOB(T4) Based on BD s statutory requirements: 1. Technical Memorandum for Supervision Plan 2009, Table 2 stated: A degree holder with minimum total relevant working experience of 4 years to the satisfaction of the Building Authority or a registered professional for site supervision 2. Code of Practice for Site Supervision i Note that the BD s requirements may change periodically like TM 2009 & CoP-Site Supervision 2009 Categorization of CIOB Members Stage 2 21

Occupational Competency Scope (Cont d) either one of the following degrees plus 4 years or above working experience accepted by BD BEng(Hons) in Civil Engineering, HKU BA in Architectural Studies, HKU BSSc in Architectural Studies, CUHK BEng(Hons) in Civil & Structural Engineering, i PolyU BSc(Hons) in Building Surveying, PolyU BEng(Hons) in Civil & Structural Engineering, HKUST BEng(Hons) in Civil & Environmental Engineering, HKUST BSc(Hons) in BEM, CityU BSc (Hons) in Building Surveying, CityU BSc (Hons) in BEM, CityU BSc(Hons) inbem BEM, PolyU Categorization of CIOB Members Stage 2 23

Occupational Competency Scope (Cont d) either one of the following Registered Professional(s) accepted by BD Registered Professional Engineer in Building or Civil or Structural Disciplines, RPE (BUD, STL or Civil) Authorized Persons in Architect or Structural Engineer or Building Surveyingin BD s Registered of HKSAR Government Registered professional Surveyor in Corporate member of HKIE in Building Surveying Discipline, RPS (BS) Building or Civil or Structural Discipline Registered Architect, t RA Registered Structural or Geotechnical Engineer, RSE or RGE Corporate member of HKIA Corporate member of HKIS in Building Surveying Discipline Categorization of CIOB Members Stage 2 24

25 7. Checking and Verification By Branch Administration Officer and By Branch Manager, then Endorse by Council Officers Categorization of CIOB Members Stage 2 25

26 8. Review Panel If dissatisfy of the classification, Members may raise disputes to CIOB Branch office. Note that no change to MCIOB/FCIOB membership status. Appeal Panel chaired by Hong Kong President, SVP & VP and Disputes are reviewed by President, SVP & VP and President decision as final Member may require to attend for enquire, explain and provide evidence(s) Categorization of CIOB Members Stage 2 26

Confirmation of Competency CIOB(HK) will inform members by to confirm their competency(s) Upload member s competency(s) to CIOB website with personal contact information (if agreed) for the public to search Members may use the competencies qualification title eg. MCIOB(ConstPM), Chartered Builder, FCIOB(ContPM), Chartered Builder Confirmation letter will issue to members within 3 months by ypost or Categorization of CIOB Members Stage 2 27
