1 HEALTH SERVICES EXECUTIVE Job Specification and Terms and Conditions CHIEF OPERATING OFFICER Job Title and Chief Operating Officer (COO) Grade Competition HSE 1600 Reference Closing Date 12 th November 2010 Location of Post HSE Dublin, at our Corporate Offices, Dr Steevens Hospital, Dublin 8 Organisational Area Details of Service Reporting Relationship Scope of the Role Health Service Executive Corporate The Health Service Executive (HSE) is responsible for all health and social services in the Republic of Ireland with an annual budget of circa 15 billion and directly employs over 100,000 people. Public Health and Social Services in Ireland are delivered through four regional operating units with some services, such as Cancer, delivered through national programmes. As a key member of the Senior Management Team the Chief Operating Officer will report to the Chief Executive Officer (CEO). To be accountable for the efficient and effective operational delivery of a range of health and personal social services under the responsibility of the HSE, both directly and through HSE funded agencies, within available resources. Although responsibility for Cancer services and Children and Family Services will rest with other National Directors the COO will need to ensure that these services are delivered in line with the National Service Plan. In addition, while responsibility for acute hospital reconfiguration rests with another National Director the COO will be responsible for ensuring that delivery on acute hospital reconfiguration is in line with the agreed service plan. Purpose of the Post Principal Duties and Responsibilities To create a single point of authority and accountability for the safe and effective operational delivery for a range of health and social services to patients and clients in Ireland. To ensure and fully demonstrate achievement of highest possible patient outcomes in respect of all services delivered by reference to best international practice. To hold full budgetary responsibility for public health and personal social services and be accountable for ensuring that these services operate within agreed service levels and budget. To ensure easy and timely access for patients to appropriate services at the level commensurate with their need at all times. Page 1 of 6 October 2010

2 To contribute significantly and commit to the development and implementation of the HSE Corporate agenda (includes strategy, medium / immediate term planning, transformation programme, etc). To ensure alignment with broader corporate agenda and effective joint working relationships with other key functions (e.g. Planning & Performance and Quality & Clinical Care Directorates). To develop appropriate relationships with other National Directors, the Board of the HSE, relevant external agencies, the Department of Health & Children and national and local public representatives. To act as the public face of the HSE; to represent the HSE on forums and contribute to National agendas on health and personal social services as appropriate. To act as a spokesperson for the organisation in line with the organisation s Communications Plan. To hold full responsibility and accountability to the CEO for: o the delivery of a range of health and personal, social services under the responsibility of the HSE. o ensuring these services are delivered to the highest best-practice standards and level of efficiency possible, demonstrably providing value for money. o the delivery of the full quantum of services as provided for in Annual Service Plans and other plans consistent with resources made available for this purpose. To ensure and fully demonstrate that all Corporate policies, procedures, standards etc. are implemented at service operational level as prescribed for by the national support / corporate functions (i.e. National Directors Quality and Clinical Care, Planning & Performance, Communications, Finance, HR, ICT, Estates, Procurement and other functions). The above is not intended to be a comprehensive list of all duties involved and consequently, the post holder may be required to perform other duties as appropriate to the post which may be assigned to him / her from time to time and to contribute to the development of the post while in office. Eligibility Criteria Qualifications and/or experience Mandatory Have an effective track record of achievement as a leader and senior manager in a large complex organisation in either the public or private sector Minimum of five years experience as a senior operations manager. Have delivered at least one major change programme across a large public or private sector organisation. An appropriate 3rd level qualification, preferably MBA-/MSC, and further training in business or healthcare. Desirable Have extensive operational experience as a senior manager in the health sector. Have experience of working and delivering results through cross-divisional working as a senior manager in a large public or private sector organisation. Page 2 of 6 October 2010

Have excellent interpersonal and communications skills and be willing and able to act as a media spokesperson as required. Demonstrate a patient/service user centred approach to provision of health and personal social services. Be capable of coping with competing demands without a diminution in performance. A five year fixed term contract will be available to the successful candidate. A secondment arrangement may be considered. Appointment as an employee of the Health Service Executive is governed by the Health Act 2004 and the Public Service Management (Recruitment and Appointment) Act Remuneration The Salary scale for the post is 183,774 per annum as at 01/01/2010. Working Week The standard working week applying to the post is: 35 hours Annual Leave The annual leave associated with the post is: 31 days per annum Superannuation All pensionable staff become members of the HSE pension scheme. Applicants for posts in the Mental Health service are advised that Section 65 of the Mental Treatment Act, 1945, does not apply to new entrants to the Mental Health Services as defined by the Public Service Superannuation(Miscellaneous Provisions) Act, 2004 (Section 12 of that Act) New entrants. Probation Every permanent appointment of a person who is not already a permanent officer of the Health Service Executive or of a Local Authority shall be subject to a probationary period of 12 months as stipulated in the Department of Health Circular No.10/71. Age Age restrictions shall only apply to a candidate where he/she is not classified as a new entrant (within the meaning of the Public Service Superannuation Act, 2004). A candidate who is not classified as a new entrant must be under 65 years of age. Health A candidate for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. 6 Character Each candidate for and any person holding the office must be of good character. Ethics in Public Office 1995 and 2001 Positions remunerated at or above 173,217 as at 1st March 2008 are designated positions under the Ethics in Public Office Acts 1995 and In accordance with Section 18 of the Ethics in Public Office Act 1995, a person holding such a post is required to prepare and furnish an annual statement of any interests which could materially influence the performance of the official functions of the post. This annual statement of interest should be submitted to the Chief Executive Officer not later than 31st January in the following year. In addition to the annual statement, a person holding such a post is required, whenever they are performing a function as an employee of the HSE and have actual knowledge, or a connected person, has a material interest in a matter to which the function relates, provide at the time a statement of the facts of that interest. A person holding such a post should provide such statement to the Chief Executive Officer. The function in question cannot be performed unless there are compelling reasons to do so and, if this is the case, those compelling reasons must be stated in writing and must be provided to the Chief Executive Officer. Under the Standards in Public Office Act 2001, the post holder must within nine months of the date of appointment provide the following documents to the Standards in Public Office Commission at 18 Lower Lesson Street, Dublin 2: 1. A Statutory Declaration, which has been made by the post holder not more than one month before or after the date of the appointment, attesting to compliance with the tax obligations set out in section 25(1) of the Standards in Public Office Act and declaring that nothing in section 25(2) prevents the issue to the post holder of a tax clearance certificate 2. and either (a) a Tax Clearance Certificate issued by the Collector-General not more than 9 months before or after the date of the appointment or (b) an Application Statement issued by the Collector-General not more than 9 months before or after the date of the appointment. A person holding such a post is required under the Ethics in Public Office Acts 1995 and 2001 to act in accordance with any guidelines or advice published or given by the Standards in Public Office Commission.
