1 Job Description: St. Joseph s Training Services Manager Job Element Detail Overview of Ability West Ability West provides a wide range of high quality community based services for people with an intellectual disability and/or an intellectual disability with Autism throughout Galway City and County. Services provided are day services, residential, short break respite services, supported self-directed living programmes, outreach services, community supports, educational, rehabilitative training and multi-disciplinary supports. The ethos of service provision is underpinned by our Vision, Mission, Core Values and Strategic Plan, which is to enable people with an intellectual disability to reach their full potential, take their rightful place in society and realise their dreams and ambitions. Job Title St. Joseph s Training Services Manager Overview of Role The St. Joseph s Training Services Manager will lead and manage Rehabilitative Training across Ability West services. This includes overseeing the curriculum design and delivery, and leadership of the staff team and its operations. This will be achieved in line with Ability West s strategic plan, ethos, vision, policies and procedures so as to support service users and staff, in line with best practice and in a person centred manner. Purpose of Role The purpose of this job is to lead and manage Rehabilitative Training across Ability West services, including overseeing the curriculum design and deliver and leadership of the staff team and implementation of the programme. This is achieved in line with Ability West s strategic plan, ethos, vision, policies and procedures so as to support service users and staff, in line with best practice and in a person centred manner. Reporting To The post holder reports directly to the Assistant Director of Client Services. 2 Organisation structure in regard to this role Please note that Ability West reserves the right to amend or change the organisational structure at any time to meet service and business needs. Department/ Location The role will be based at St. Joseph s Training Centre with some travel to other locations in accordance with service and business needs. Key Duties SERVICE USER DEVELOPMENT: Ensure the content of all Rehabilitative Training programmes are in line with National Guidelines and Standards. Maintain an individual training planning process in line with Ability West policy and practice and QQI quality assurance policies and procedures. Guide and direct staff in the provision of programmes and services for people with an intellectual disability and/or an intellectual disability with Autism, including Rehabilitative Training programmes and support strategies and techniques guided by Multi-Disciplinary Team supports. Maintain a person centred planning process in line with Ability West policy and practice as a means of ensuring that service user needs and wishes are central to service planning and delivery To promote and uphold a Positive Behaviour Support model across the programme under the guidance of the Multi-Disciplinary Team. To ensure the availability of structured occupational activities for service users as part of a comprehensive individual programme. Establish, develop and maintain links with community-based training and education providers and employers. Keep abreast of developments in the I.D. and Autism sector including policies such as New Directions, Assisted Decision Making, individualised funding arrangements, National Quality Standards etc. and implement such developments as required. To support transitions for school leavers who are new to Rehabilitative Training services, as well as transitions for those finishing and moving on to Page 2 of 5

3 their destinations. COMMUNICATION: Liaise with Multi-Disciplinary Team members, other relevant Ability West staff and staff within other organisations, with regard to service users as required. Liaise with parents, carers and other family members as necessary. Ensure regular and effective communication with your line manager, and that they remain informed on relevant matters pertaining to service users and the centre. TRAINING AND DEVELOPMENT Training provided to service users will be relevant, ambitious and personal to their needs and personal goals. Keep abreast of current research, methodology and best practice and ensure this translates into best practice across the Rehabilitative Training Services. Ensuring professional guidance and training to staff in support of their Continued Professional Development and the quality of service delivery. EQUIPMENT Maintain all plant and equipment in good working order, including relevant records, logs, etc. Maintain high safety standards and ensure that all safety regulations are complied with and implemented as contained in the Ability West s Safety Statement. Provide training to staff and service users in the use of equipment as necessary. MANAGERIAL Management of the Rehabilitative Programmes in St. Joseph s Training Centres as well as its outreach centres. Ensure all internal verification, external authentication and results approval processes are undertaken in line with QQI procedure and best practice. Be familiar with and adhere to the organisation s Safety Statement, Trust in Care Policy, Dignity, Respect and Equality in the Workplace policy, Children First, Client Protection, Code of Standards and Behaviour for Employees working in Ability West 2011 and all of Ability West s policies and procedures, operational and quality procedures and guidelines, and ensure that staff are made aware of, and comply with same, insofar as is possible. Supervise, develop, motivate and support team members in their work, monitor and evaluate their performance, ensuring high standards of service are provided for our service users. To oversee rosters and staffing ratios as required by service users. Ensure the health, safety and welfare of staff, service users and visitors is Page 3 of 5

4 maintained in accordance with Ability West policies and procedures, safety statement and unit specific policies and procedures. Participate in IT initiatives including Core HR, Intranet facilities, QMIS, Staff Development and Support Meetings etc. in line with the organisation s Policies, or any other system introduced by Ability West. Provide an annual report setting out a service plan to meet the requirements of the department and report on the implementation of the service plan as required. Provide statistical information for financial and administrative purposes, as necessary, utilising all available information and technical systems. Manage and monitor the annual budget, including staffing and all aspects of funding allocated to the service. Work in any of the Ability West s centres as directed by the Chief Executive. Adhere to all legislation, guidelines and standards that apply to the provision of services. The list of key duties is not exhaustive. Other Requirements of Post Reliability and a flexible approach. Ability to conduct oneself in a professional manner throughout the course of one s duties. Adherence to Ability West s policies at all times. Person Specification: Essential Criteria A relevant third level qualification e.g. education/training or social care, health, social studies, nursing, social work or allied health professionals. A minimum of 5 years post graduate experience preferably in the area of intellectual disability, Autism and education. Relative managerial experience in the area of rehabilitative training and/or training with knowledge of National accreditation and Framework of Qualifications A full clean driving licence with access to your own car. Desirable Criteria A teaching qualification Key Competencies Good leadership and motivational skills with the capacity to embrace change and innovation. Good interpersonal skills and problem solving skills together with an ability to advocate on behalf of service users/trainees. Genuine respect and empathy for diversity and individuality.
