Working knowledge of Kyrgyz. 2 January 2019 through 31 December 2019 Up to 200 fee days Background UN Women was established by GA resolution 64/289 of 2 July 2010 on system-wide coherence, with a mandate to assist Member States and the UN system to progress more effectively and efficiently towards the goal of achieving gender equality and the empowerment of women. Since 2001 UN Women (previously as UNIFEM) in Kyrgyzstan has implemented catalytic initiatives on promoting women s economic, political and social rights. In 2012 a full UN Women Country Office (CO) was established. The consultant will mainly provide communications, administrative and logistical support in relation to implementation of respective activities of the UN Women Kyrgyzstan CO Annual Work Plan for 2019, particularly with a focus on the following outcomes: Development Results Framework (DRF) Outcome 4 All women and girls live a life free from all forms of violence (EVAWG): UN Women Kyrgyzstan will continue its assistance to national partners in Kyrgyzstan and advocate to end violence against women and girls, under the global SP Outcome 4, Output 11 via one Kyrgyzstan-specific outcome 3.1 and four outputs. The Kyrgyzstan-specific outcome, outputs and activities in this area align with the overarching logic of the Strategic Note Theory of Change. UN Women Kyrgyzstan s Ending Violence Against women and Girls (EVAWG) portfolio is aligned with the Flagship Programme InitiativeI on Prevention and Access to Essential Services to Prevent Violence and is mainly funded from resources provided by the UN Peace Building Fund and the European Commission. UN Women partners with UNDP and UNFPA, coordinating EVAWG related interventions. UN Women will support social activists and opinion-makers in traditional and social media through improving communication skills to contribute to prevention of gender discrimination and EVAWG. Organizational Effectiveness and Efficiency Framework (OEEF) Output 1 UN Women s coordination on Gender Equality and Women s Empowerment (GEWE): UN Women will continue to chair the Gender Theme Group and support its joint activities (implementation of Convention on Elimination of all Forms of Discrimination Against Women, Beijing Platform for Action, SDGs localization, UNCT SWAP Scorecard Action Plan, consultations with civil society on the upcoming Beijing+25 review and other gender related activities); in line with the Commission on the Status of Women s (CSW) 2019 priority theme, the country office will help the national partner improve social protections system, access to public services and sustainable infrastructure for gender equality and the empowerment of women and girls; UN Women shall also start working with the national government and partners to review and appraise the implementation of the Beijing Declaration and Platform for Action in anticipation of the CSW 64 (Beijing +25) scheduled for March 2020, preceding the 25 th anniversary of the 1995 Beijing Conference (September 2020); provide support to

2 UNCT on gender mainstreaming of SDGs localization process, including gender-responsive monitoring / and use of gender data/ statistics in relation to UNDAF Joint Work Plans, specifically in RG2 co-chaired by UN Women (RoL, HR, and GE).; in line with the UNCT annual work plan, provide demand-driven capacity development on GEWE (UN SWAP Gender Scorecard Action Plan) to the UNCT and national partners; and through the UNCT, actively explore opportunities for UN joint programming and the implementation of the QCPR. OEEF Output 2 Strategic partnerships: UN Women will further support platforms for participation of government, civil society organizations (including Civil Society Advisory Group), private sector, academia and development partners in support of UN Women s mandate; develop and implement CO s communication & advocacy strategy; develop capacity of programme staff on behavior change communication & advocacy; actively promote GEWE agenda in One UN communication activities; continue working with opinion-leaders and journalists on promoting GEWE among the general public (HeForShe); facilitate UNiTE movement in exchange of lessons learnt and action planning for better network s performance; and contribute to Development Partners Coordination Council meetings with substantive inputs on CEDAW, SDGs localization and implementation of National Action Plans on gender equality and UN Security Council Resolution 1325 Objective Under the overall guidance of the Representative and direct supervision of the Communications and Advocacy Specialist (primary supervisor) and the National Programme Officer (secondary supervisor) the Consultant will provide administrative and logistical support in relation to implementation of respective activities under DRF and OEEF of the UN Women Kyrgyzstan Country Office. Duties and Responsibilities Summary of key functions for the Consultant include: Provide communications and administrative support to Communications and Advocacy Specialist in relation to AWP (up to 120 fee days) [reporting to the Communications and Advocacy Specialist] Assist in preparation and organization of the informational and advocacy campaigns including the International Women s Day, Twenty-fifth anniversary of the Fourth World Conference on Women and adoption of the Beijing Declaration and Platform for Action (1995), UNiTE campaign, Girls Day, 16 days of activism against gender-based violence, etc.; Assist in developing informational and visual materials for the organization of the events; Assist with preparation of procurement documents for production of promotional and visibility materials; Update a photo bank related to UN Women activities in Kyrgyzstan; Support in carrying out a regular media monitoring of coverage of UN Women project and programme activities in the Kyrgyz Republic in all sources of mass media; Assist in drafting general official letters, documents, and minutes of meetings when requested; Provide written and oral translation between the languages of English, Russian and Kyrgyz; Any other related tasks. Provide administrative, procurement and logistical support to National Programme Officer (NPO) in relation to AWP (up to 80 fee days) [reporting to the National Programme Officer] Provide administrative, procurement and logistical support in implementation of the respective activities under DRF and OEEF related to management and representative functions under the CO Annual Work Plan for 2019; Logistical support in organizing meetings of Civil Society Advisory Group, Extended Gender Thematic Group, UN Gender Thematic Group; Assist in drafting general official letters, documents, and minutes of meetings when requested; Provide written and oral translation between the languages of English, Russian and Kyrgyz; Any other related tasks. Generic tasks included under both parts of the assignment: Provide respective inputs to the quarterly monitoring and annual reports;

3 Document and file all relevant administrative, communication and background information; Inputs/resources on behalf of UN Women UN Women staff will provide the contractor with a computer, transportation in UN vehicles or hired vehicles during missions, and necessary information and materials for the fulfillment of tasks, and provide office space in UN Women s office, as required. Deliverables and payment schedule The duration of the consultancy will be from 2 January through 31 December 2019, with up to 200 fee days based on about 21 working fee days per month, not exceeding 25 working fee days: Payment will be made in KGS in monthly instalments after all the deliverables are submitted, accepted and approved on by-monthly basis as per guiding table below: Deliverables Period between 1 January 2019 and 31 January 2019 on communications and administrative support provided. Language Requirements: Fluency in English and Russian language; Working knowledge of Kyrgyz. The consultancy may require travel to the fields. In this case UN Women will cover travel costs. The financial proposal should be provided in KGS. If the proposal is provided in any other currency, it would be converted as per UN exchange rate on the date of post closure. Evaluation of applicants

6 The evaluation starts with shortlisting of potential candidates and received applications against the mandatory requirements. Only full applications will be considered. Shortlisted candidates will be then evaluated using a cumulative analysis method taking into consideration the combination of the applicants' technical qualifications and experience, and financial proposal. The contract will be awarded to the individual consultant whose offer has been evaluated and determined as: Technically responsive/compliant/acceptable to the requirements of the ToR; and Having received the highest cumulative (technical & financial) score out of below defined technical and financial criteria. Only candidates obtaining a minimum of 70% (49 points) in the technical evaluation would be considered for financial evaluation. Technical Criteria - 70% of total evaluation - max. 70 points Criteria A - Bachelor s degree in communications, social sciences, international relations or related area - max. relating to relevance/level 20 points; Criteria B - A minimum one year work experience in a relevant institution in providing communications and administrative support max. relating to relevance/level 20 points; Criteria C Familiarity with and strong commitment to gender equality issues - max. relating to relevance/level 20 points; Competent in the usage of computers and office software packages (MS Word, Excel, etc.) yes/no mandatory criteria; Criteria D - Previous work experience with UN Agencies, government agencies and/or international development partners highly desirable - max. 10 points; Criteria E Fluency in English and Russian language - yes/no mandatory criteria; Criteria F - Working knowledge of Kyrgyz - yes/no mandatory criteria. Financial Criteria - 30% of total evaluation - max. 30 points The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion. A suggested formula is as follows: p=30 (μ/z) Where: p - points for the financial proposal being evaluated; μ - price of the lowest priced proposal; z - price of the proposal being evaluated The Consultant shall promote a client-oriented approach consistent with UN Women rules and regulations and commits to high standards of quality, productivity and timeliness in the delivery of tasks. The Consultant will meet and apply the highest standards of integrity and impartiality. The Consultant must be fully dedicated to the mandate and the values of UN Women, particularly to promoting Gender Equality as a strategy to reduce conflict, improve livelihoods and ensure fairness and justice; to Women Empowerment underpinning Gender Equality promotion efforts; to inter-ethnic tolerance and concord; and to respect for diversity.
