1 Job description JOB TITLE: TEAM: LOCATION: REPORTS TO: National Programme Manager Integration London (includes national travel) Refugee Integration Services Manager GRADE: 8 HOURS: 35 New Roots Project The Refugee Council in partnership with RETAS (Refugee Employment and Training Advice Service), HCAS (Humber Community Advice Services), Path Yorkshire and the Goodwin Trust applied for Asylum, Migration and Integration Fund (AMIF) funding to roll out a model of integration for refugees who have status based in London, Leeds and Hull, called the New Roots. The project aims to engage with 3568 refugees with multiple and complex needs over a period of two years, providing a range of holistic, intensive and enhanced support activities, adding significant value to the limited refugee integration provision in each area and improving integration outcomes. Participants will benefit from a bespoke wrap around programme through three stages: 1. Engage: specialist casework (move on and crisis work) 2. Connect: social integration, language and wellbeing activities. 3. Aspire: training, volunteering and employment opportunities. This programme also provides a valuable opportunity to develop a bespoke integration measurement tool, as well as informing integration policy work with local and central government. Context and Purpose of the Job The Refugee Council works in the UK with asylum seekers and refugees. Our operational teams based in various locations in England provide advice and assistance across a wide range of issues, including helping asylum seekers through the complexities of the asylum system, addressing issues of destitution and assisting refugees and asylum seekers to access key services including housing, welfare benefits, health, education and employment. 2 We operate four main teams: Resettlement, Therapeutic, Integration and Unaccompanied Children s teams. Our teams work with relevant agencies including the Home Office, Refugee Community Organisations, Local Authorities, Legal Service Providers, Housing Providers, Health Institutions, Job Centre Plus and other mainstream service providers The post holder will have responsibility for the strategic, financial and partnership management of the New Roots project including project delivery and compliance/ quality, monitoring, evaluation and reporting against targets. The Project Manager will be based in London with a national remit, and will report to the Refugee Integration Services Manager. The post holder will lead the programme working closely with finance, service managers and partners to ensure effective and efficient service set up, monitoring and development. The post holder s role will ensure that relevant information is effectively communicated across the partnership, and targets and outputs are collected for the monitoring and evaluation of the programme. The post holder will be able to work at a high level with central and local government, corporate world, and funders. Main Duties and Responsibilities 1. Project Management 1.1. To manage the New Roots AMIF project and ensure that the project plans are delivered in accordance with the with the Funding agreement To be the budget holder for the project, planning, managing and monitoring the budget of approximately 3.5 million over a two year period To produce clear project and delivery plans and to work with the partners in a sensitive and collaborative manner to assist them in implementing agreed plans To ensure robust systems are established to monitor and report on activity and expenditure in accordance with the requirements of the funder To establish clear quality assurance processes from the outset, ensuring products and processes alike meet high quality and consistent standards across the regions To produce regular reports for the Refugee Council s Senior Management Team and to funders To work with the partners to assist them in implementing agreed plans within the time and budget constraints of the project and ensuring the services of all organisations are delivered to agreed standards To work with relevant managers within Refugee Council and across other partner organisations to ensure that documentation, record keeping, accounting, and communication are maintained in line with partnership agreements To work across the Refugee Council and partners in meeting all project management responsibilities. To ensure that outcomes are recorded across the partnership in similar ways to ensure a consistent approach for evaluation To ensure the project has a robust evaluation and consider what tools might be developed to support integration To work with teams across a range of often complicated integration services to ensure that any newly developed activities are designed with consideration for, and learning from, identified good practice within service delivery. This is a national project with regional distinctions/ strengths requiring an understanding of localism. 2. Communications 2.1. To build and maintain good relations with the stakeholders and RCOs and ensure the New Roots AMIF Project is seen to work in a transparent and collaborative manner To represent the project internally and externally at meetings as required. 3. Staff management 3.1 To support the recruitment of all new staff required within Refugee Council working on the New Roots project. 3.2 To manage 2 Regional Project Managers and a London based Project Administrator role working under the New Roots AMIF Project in accordance with the Refugee Council's policies and procedures including carrying out supervision and appraisal and staff development. 3.3 To engage and manage external consultants to conduct an independent evaluation of the project, and oversee the evaluation process, acting as the focal liaison point 3.4 To set-up effective communication channels for AMIF team members and partners including convening regular internal and partnership meetings. 4. Team work and key relationships 4.1 To act as a key point of contact for the project for both internal and external stakeholders, promoting clear and effective communication. 4.2 To work closely with key designated staff, stakeholders and partners and funders at all times in overseeing delivery of the project. 4.3 To work closely with existing teams delivering integration related services across the delivery regions to learn from current good practice on delivery and recording. 4 Cooperating with the Refugee Council in delivering all legal responsibilities in respect of your own and your colleagues, volunteers, clients and others health and safety whilst at work. Becoming familiar with the Refugee Council s Health & Safety Policy and procedures including evacuation procedures at your workplace. Carrying out risk assessments of your own work and especially of your own workstation to ensure that you do not expose yourself or others to unnecessary risk. Flexibility In order to deliver services effectively, a degree of flexibility is needed and the post-holder may be required to perform work not specifically referred to above. Such duties will, however, fall within the scope of the job, at the appropriate grade. The job description will be subject to periodic review with the post-holder to ensure it accurately reflects the duties of the job. 5 Person Specification JOB TITLE: AMIF National Programme Manager Experience Essential 1. Experience of designing, planning and monitoring projects or programmes at a national level 2. Experience of successfully managing and coordinating complex projects involving a range of senior stakeholders. 3. Experience of managing complex and sizable budgets (preferably with EU experience) 4. Team management experience sufficient to lead and develop staff with a range of responsibilities and across a range of locations. 5. Excellent IT skills Desirable 6. Experience of using a formal project management tool Knowledge, skills and abilities Essential 1. The ability to work effectively in a multi-cultural environment 2. Knowledge of, or the ability to quickly gain a good working knowledge of, the complex integration needs and barriers experienced by refugees in the UK 3. Very good written skills, sufficient to draft a range of documents and report on project outcomes 4. Well developed communication and interpersonal skills, sufficient to influence and negotiate with a range of stakeholders at a range of levels 5. Sufficient skills to acquire and understand complex new information quickly and maintain a strategic overview of the project 6.
