1 POSITION DESCRIPTION POSITION TITLE DIVISION DEPARTMENT REPORTS TO REMUNERATION RANGE Manager, Given the Chance Wrk and Learning Given the Chance (GtC) Senir Manager Given the Chance $71,050 - $75,110 per annum plus superannuatin ORGANISATIONAL PURPOSE Established during the Great Depressin, the Brtherhd f St Laurence was the visin and creatin f Fr Gerard Tucker, a man wh cmbined his Christian faith with a fierce determinatin t end scial injustice. The BSL has develped int an independent rganisatin with strng Anglican and cmmunity links. Tday, we cntinue t fight fr an Australia free f pverty. At the Brtherhd f St Laurence, we are defined by the peple that make up ur rganisatin. With 600 emplyees and 900 vlunteers acrss mre than 50 sites, tgether we strive t help peple experiencing disadvantage thrugh research and plicy and services and advcacy. As well as prviding services and prgrams fr families and elderly n lw incmes, refugees, yung peple and the unemplyed, we research the causes and effects f pverty and advcate natinal and lcal plicy slutins fr peple wh are disadvantaged. The BSL is currently fcusing its wrk n strategies t alleviate and prevent pverty fr thse peple mst at risk at the fur transitin stages cnsidered critical t their future well-being: the early years, the years frm schl t wrk, perids in and ut f wrk and retirement and ageing. Our Strategic Plan fr identifies five rganisatinal bjectives: t demnstrate hw t reduce disadvantage and increase scial, civic and ecnmic participatin thrugh quality, evidence-based plicy, prgrams and practice t undertake quality research, gather knwledge and evaluate evidence t infrm and supprt ur wrk t wrk cllabratively and in partnership with thers t influence plicy and practice. t strengthen ur rganisatinal capability t supprt innvatin and respnd flexibly t changed circumstances t cllabrate with Abriginal and Trres Strait Islander peples and ensure the Brtherhd supprts their rights and aspiratins. 2 DIVISION & DEPARTMENT PURPOSE The Wrk and Learning Divisin f the Brtherhd f St Laurence seeks t assist peple t live and wrk independently thrugh access t effective, high quality emplyment, training and supprt prgrams. The department als advcates fr apprpriate and innvative cmmunity respnses t emplyment and related issues. Current prgrams in the Wrk and Learning Divisin include: Given the Chance delivers a range f demand-led emplyment prgrams that wrk clsely with bth emplyers and disadvantaged jbseekers including refugees and asylum seekers, lng term unemplyed, jbseekers with disability, mature aged jbseekers, and parents with yung children seeking wrk acrss Melburne (currently Fitzry, Dandenng and Epping). Given the Chance perates three main prjects as fllws: Given the Chance Grup Training Organisatin (GTO) brkers and prvides traineeships, labur hire and wrk placement pprtunities fr jbseekers with a range f hst emplyers acrss Melburne. Given the Chance fr Asylum Seekers (GtCAS) supprts asylum seekers int emplyment. The prgram is funded thrugh private philanthrpy and wrks clsely with emplyers t secure jb pprtunities fr participating asylum seekers. Given the Chance, Jbs Victria Emplyment Netwrk (JVEN) supprts disadvantaged jbseekers int emplyment in partnership with lcal prviders and emplyers at sites in Dandenng and Whittlesea. This prject is supprted by funding frm the Victrian Gvernment as part f the Jbs Victria Emplyment Netwrk. Training Services incrprating a Registered Training Organisatin (RTO), this service prvides accredited training funded under the Victrian Training Guarantee (VTG) and pre accredited training delivered as Learn Lcal, funded by the Adult Cmmunity and Further Educatin (ACFE) Bard. Training Services is als respnsible fr delivering the new Recnnect prgram in Frankstn, Hume and Whittlesea. Wrk and Learning Centres perate in fur reginal and ne inner Melburne lcatin. Funded by the Victrian State Gvernment and delivered in partnership with lcal cmmunity rganisatins, WLCs prmte emplyment pathways and learning pprtunities fr disadvantaged peple living in areas with high cncentratins f public husing. Cmmunity Safety and Infrmatin Service is a scial prcurement cncierge service delivered with funding frm the Victrian Gvernment s Department f Human Services. The prgram supprts Public Husing Tenants thrugh a traineeship mdel t btain nging wrk in the security r custmer services industries. Parents Next - This prgram wrks with parents in the City f Hume t help them t identify their educatin and emplyment gals, develp a pathway t achieve their gals and links them t activities and services, including training, in the lcal cmmunity. POSITION PURPOSE The Manager Given the Chance is respnsible fr the peratins and cmpliance management and successful delivery f Given the Chance, Jbs Victria and Given the Chance fr Asylum Page 2 f 5

3 Seekers prjects in the City f Greater Dandenng and City f Casey. This psitin leads the site specific Given the Chance team t achieve prject bjectives and perfrmance targets/kpis that meet cntractual and evidentiary requirements fr the Department f Emplyment s Jbs Victria prgram, and GtCAS funder. The Manager is als respnsible fr establishing and maintaining cllabrative relatinships with partner agencies, lcal service prviders, lcal gvernment, cmmunity rganisatins and ther agencies t ensure referral pathways and access t high quality activities and services fr participating jbseekers. KEY RESPONSIBILITIES AND DUTIES 1. Emplyee Management and Accuntability Wrk cllabratively within teams t achieve cmmn gals Demnstrate a cmmitment t the Brtherhd s quality framewrk and culture by participating in and prmting quality actins thrugh cntinual imprvement activities In cllabratin with the manager, set gals and bjectives t ensure utcmes are met Prvide caching and supprt t all direct reprts in the perfrmance f their duties, mnitring and prviding apprpriate feedback in accrdance with Brtherhd plicies and prcedures and ensuring perfrmance targets/kpis, evidentiary and cmpliance requirements are met. Mdel the Brtherhd values and adhere t the Cde f Ethical Behaviur in everyday wrk practices Take respnsibility fr managing risk, safety, health and cmpliance in wn area f respnsibility and ensure steps are taken t prevent unsafe wrk practices in accrdance with Brtherhd plicies and prcedures. 2. Operatins and cmpliance management Play a key rle in the planning, establishment, including merger, f GtCAS and Given the Chance (JVEN) peratins and lead the delivery f prject bjectives, targets, utcmes and all cntractual and cmpliance bligatins at the delivery site. Cllabrate with partner agencies and ensure that rles and respnsibilities f the partner agencies and the Given the Chance team are clearly understd by all parties t create seamless pathways and ensure wrap arund supprt fr their clients In cnsultatin with Senir Manager, adapt and develp the Given the Chance peratinal mdel t ensure it is respnsive t identifying and addressing any barriers t emplyment experienced by a diverse range f jbseekers and dcument these adaptatins. Prmte a team apprach and fster a culture f excellence in service delivery and psitive client utcmes that supprts bth participating jbseekers as well as participating emplyers. Wrk with BSL Vlunteer Services and partner agencies t recruit and engage vlunteers t prvide additinal, high quality supprt t participating jbseekers. Mnitr incme and expenditure fr relevant delivery site, and prvide analysis f budget variances and issues t management with recmmendatins fr crrective actin. Cntribute t the develpment f Given the Chance s data system and ensure apprpriate reprting, data cllectin and evidentiary systems are established and maintained t meet the reprting requirements fr each prject. Prvide timely, accurate data/reprts in line with internal requirements, cntract schedules and funding arrangements, including reprting and cmpliance with the Department f Page 3 f 5

Cntribute t the GtCAS advcacy bjectives and when required, carry ut r cntribute t actins identified in the GtCAS Advcacy Actin Plan. Cllabrate with the Emplyer Engagement team t ensure sund understanding f emplyer requirements and t supprt jbseekers t meet thse requirements. Supprt a caselad f participating jbseekers where required t ensure KPIs are met. 3. Stakehlder engagement Build and maintain relatinships with key stakehlders bth internally and external (lcal cmmunity and health services, TAFE and ther lcal emplyment and training prgrams) t ensure jbseekers can access high quality services and learning prgrams and t ensure agencies refer jbseekers t Given the Chance fr supprt. Participate in lcal netwrks f prviders, r cnvene netwrks where necessary t shre up client flw and supprt. Represent the Brtherhd and the prgram in a variety f netwrking and prfessinal frums as necessary. 4. Multi-Skilling The incumbent may be directed t carry ut such duties as are within the level f the psitin and scpe f the incumbent s cmpetence and training as directed by the manager. KEY SELECTION CRITERIA Essential Demnstrated experience in successfully establishing and managing emplyment r related prgrams that engage and wrk with peple experiencing disadvantage, including achieving perfrmance targets and milestnes and meeting reprting and cmpliance requirements fr gvernment r ther funders. 5 Prven peple management skills in managing a small team t achieve perfrmance targets and deliver high quality services t the cmmunity. Prven ability in develping and maintaining psitive relatinships with a range f stakehlders including cmmunity rganisatins, gvernment, service agencies and emplyers/business. Excellent cmmunicatin and interpersnal skills including the ability engage and cmmunicate effectively with clients f different ability and cultural backgrunds. Strng analytical skills with the ability t interpret data/infrmatin and make recmmendatins t imprve service delivery and utcmes. Highly develped written skills with capacity t prepare reprts r ther materials fr a variety f audiences. High level f IT skills including use f client recrd management databases and Micrsft prgrams. Understanding f and empathy with the values and ideals f the Brtherhd. MANDATORY EMPLOYMENT CRITERIA Specific wrk requirements include wrk based travel, attendance at a variety f different wrk lcatins. A BSL Vehicle with Limited Private Use is attached t this psitin. This may change depending n the peratin requirements. The incumbent will be required t leave the vehicle at the BSL during perids f absence in excess f 3 wrking days (eg. Annual Leave, Persnal Leave, Lng Service Leave etc). Prf f eligibility t wrk in Australia is required A satisfactry Plice Check is required.
