First review of applications: 12:00pm on February 2, 2017 The University District The University District is a live/work/play confluence of innovation, discovery, entrepreneurship, scholarship and neighborhood revitalization. 2 Overview and Expectations The Executive Director position reports to the board of directors of the University District Development Association (UDDA), a 501(c)3 non-profit corporation and the University District Public Development Authority (UDPDA), a municipal corporation. The Executive Director is responsible for carrying out the mission and goals of The University District, providing strategic leadership, forming tactical partnerships and collaborations, managing the financial well-being of the organization, moving projects from creation to completion, and overseeing operations and staff. The successful candidate will have developed strong working relationships with key stakeholders in the first year. Ongoing expectations will be the ability to maintain positive relationships while bringing projects and deals to completion which stimulate or are a part of business growth within the District (e.g., capital invested, jobs created, companies formed or relocated). Performance metrics will include: increasing the tax base, fostering new employment, spurring economic development, and providing needed ancillary services (infrastructure, integrated parking and mobility, housing, office and lab space, retail and dining, green space, etc.) within the District. Principal Responsibilities Lead the UDDA and UDPDA organizations. Provide strong leadership as the voice and face of The University District. Challenge the board, staff and organization to continually greater performance. Lead the implementation of the University District Strategic Master Plan as well as current annual work plans. Maximize the effectiveness of the District by encouraging, engineering and facilitating collaborative efforts amongst all stakeholders and the higher education partners collective interests. Lead through influence, example and collaboration. Serve as the key public relations representative with the media and other interested organizations (i.e., elected officials, regional economic development organizations, etc.). Oversee the financial stability of the organization including fundraising and sustainable revenue generation. o Responsible for the fiscal accountability and integrity of the organization with board support. Oversee financial reporting, budgeting and planning per GAAP and state RCWs. o Lead fundraising for the organization including revenue enhancement strategies and execution by engaging board member assistance when needed. o Identify, evaluate and apply for available grants and execute grant documents (pre- and post-award) as authorized by the board. o Manage professional services contracts as authorized by the board. o Oversee management of assets acquired by the UDPDA for the purposes of driving catalytic investment and operational revenue. Develop, maintain, and support a strong board of directors; serve as ex-officio of each committee, seek and build board involvement with strategic direction for local operations. Provide University District boards members and City of Spokane leaders with key information/updates (i.e., status of obligations under contract, operating budget, policy recommendations, etc.) o Demonstrate a clear understanding of the difference in governance, information requirements and engagement between the public (UDPDA) and private (UDDA) organizations. Manage the daily operation of The University District in compliance with organizational policies and procedures (i.e., establish annual budget, strategic operations and programmatic plans, standard operating procedures, etc.)

3 o Lead personnel and staffing including recruitment, hiring/discharge, training/orientation, supervision, performance evaluation and compensation review. o Oversee maintenance of official records, documents, contracts, policies and bylaws to ensure compliance with federal, state and local regulations. o Coordinate and be responsible for work with the legal counsel of the organization, including preparation of agreements or contracts between the organization and third parties. o Develop and maintain proper liaison with the City of Spokane and other local, state, and federal governmental agencies and Non-Governmental Organizations (NGOs). o In conjunction with staff and the board, develop and execute communications and marketing plans consistent with the brand promise and beneficial to The University District and its partners and stakeholders, and help oversee digital and print content. Envision, create and bring complex projects to fruition. Lead new project development, including researching potential projects that fit with the organization's mission, vision, and development goals. Obtain board approval for action, and delegate to staff as appropriate. Maintain an awareness of governmental management, global industry trends, benchmarks, best practices and other developments that would be helpful to The University District apropos current/future projects. Awareness will be indicated by tracking current literature, attending relevant events, maintaining strong and productive relationships with federal/state/local officials and actively participating in key conferences and meetings. Education and Experience Requirements Minimum Bachelor s degree from an accredited college or university and five (5) years of executive leadership experience; which must include identifying and facilitating real estate development opportunities. Master s degree level education is desirable. Management Profile Candidates for this position must demonstrate in their application documents: A track record in effectively leading a regional and/or national performance- and outcomes-based organization; provide specific examples of having developed and operationalized strategies that have taken an organization to the next stage of growth. Leadership of community-wide development initiatives, and the ability to develop multilevel relationships from leaders of organizations to front-line community members. A track record of completing complex multi-partner projects. Business and academic acumen. Management experience in areas such as private development, real estate and economic development, urban planning, public finance, development finance, real estate finance, project management, and local and state government. Project and people management skills, including fostering a strong team-oriented environment. Excellent analytical and decision-making skills both strategic and tactical. Able to effectively navigate through and accomplish goals while balancing political, financial, technical, public, timing, and staffing requirements/demands. Must be an excellent communicator, both written and verbal, and able to speak effectively to the media, high-level business and political leaders, and the general public. Flexibility, diplomacy, patience, and creativity are essential. Work Environment Situated at the north landing of the future University District Gateway Bridge and amongst the five higher education entities that along with 770 acres include the downtown Spokane campuses

4 of Gonzaga University, Washington State University Health Sciences Spokane, Eastern Washington University, Whitworth University and Community Colleges of Spokane district offices as well as the instructional activities of the University of Washington medical school in Spokane The University District s office is a convenient hub and headquarters for stakeholders, community members and visitors alike. The work of The University District staff is conducted primarily in an office setting at a computer. The incumbent is expected to communicate verbally, in person, via and by telephone. The position involves local travel and frequent attendance at meetings and community events, some of which are before or after normal work hours and on the weekend. The position may require some out of town trips to strategic conferences or events. Search Process Schedule Please carefully note the dates below. If you are successful second-round candidate, you will be asked to present to The University District board of directors on March 7. It is anticipated that an offer will be made to a final candidate by mid-march with the expectation of an April 3 start date.
