1 General Summary: CITY OF MANVEL The work of a commissioned police officer involves responsibility for the protection of life and property, prevention of crime, apprehension of criminals and the general enforcement of laws and ordinances. Duties normally consist of routine patrol, preliminary investigation and traffic regulation. Police officers also may be assigned duties as detectives, court security officers, crime prevention officers, Department training officers, evidence technicians, field training officers, accident investigators, firearms instructors, hostage negotiators special response team officers. Work involves an element of personal danger. The employee must be able to exercise sound independent judgment under stress. Assignments may include work on special tasks, which call upon specialized abilities and knowledge possessed by the officer. Work assignments can be general or specific and instructions are received from a supervisor who reviews work methods and results through reports, personal inspection and discussion. JOB SUMMARY Under general direction of the Police Chief Develops, implements, and monitors programs, policies, administrative processes, inspections, and research to ensure the timely delivery and improvement of departmental services Acts as liaison to persons and groups within and outside the police department EXAMPLES OF ESSENTIAL FUNCTIONS Performs all duties Conducts inquiries and resolves complaints on department services coming from other agencies or the community Designs and conducts inspections of performance and administrative processes by significant units within the department, reports results to include recommendations for improvement Analyzes data obtained, prepares written reports of inquiries, field observation, evaluations, evaluations and decisions, preparing recommendations for policy and or administrative process changes needed within the department to enhance performance Effective 10/01/2018 1

2 Confers with personnel, reads staff reports and records, researches data and best practices for on-going work or projects, reporting progress, and adherence to project completion dates Plans, organizes, and directs administrative activities and work projects to ensure the highest and best use of available resources Develops and monitors performance measures for units supervisory personnel Reports to the Police Chief on supervisory performance Coordinates activities of the Office of the Police Chief to ensure designated functions or service are provided with minimum delay and accuracy Interview persons, meets with citizen groups, and confers with technical or professional specialist to obtain facts and to identify gaps between police service priorities and community needs At the direction of the Police Chief, monitors, documents, and reports changes of substance or interpretation of laws, codes, policies, or procedures As directed, may conduct departmental meetings to dissemination of information to department personnel Acts as liaison for the Police Chief with City supervisory staff inside and outside the department as required Acts as liaison with other municipalities, City, State, and Federal agencies as required At the direction of the Police Chief, meets with citizen groups to enlist cooperation and explain department policies, procedures and actions, promoting and enhancing the community-police partnership Assist with development and administration of annual departmental budget Other duties as may be assigned This job has the authority to require delivery of information from and issue routine directives to all police department personnel, including the command staff for the purpose of reviewing organizational and management issues necessary to identify and correct problems found within the department MARGINAL FUNCTIONS While performing the duties of this job, the employee is regularly required to use hands to finger, handle, or feel; reach with hands and arms; and talk or hear The employee frequently is required to sit The employee is occasionally required to stand, walk, climb, balance, stoop, kneel, crouch, or crawl The employee must occasionally lift and/or move up to 100 pounds Effective 10/01/2018 2

Training and Experience: Bachelor degree or equivalent is preferred Completion of the Bill Blackwood Law Enforcement Management Institute of Texas or the Federal Bureau of Investigation National Academy at time of appointment or completion within 24 months of appointment years continuous service in law enforcement with a minimum 5 years experience in supervision and or training; or equivalent combination of education and related experience in supervision or Law Enforcement Administration Advanced Peace Officers License issued through the Texas Commission on Law Enforcement (T.C.O.L.E.) Valid Texas Driver s License B. Knowledge, Skills, and Abilities: Ability to read, analyzes, and interprets law enforcement periodicals, professional journals, technical procedures, or governmental regulations Ability to write reports, correspondence, and procedure manuals Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public Ability to define problems collects data, establish facts, and draw valid conclusions Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables Computer literate Effective 10/01/2018 3

Physical Requirements: Some tasks involve the regular, and at times sustained, performance of heavier physical tasks such as walking over rough or uneven surfaces, bending, stooping, working in confined spaces, and lifting or carrying moderately heavy (20-50 pounds) items D. Environmental Requirements: Some tasks require exposure to adverse environmental conditions (e.g. dirt, cold, rain, fumes) Some tasks require exposure to extreme heat/cold or extreme weather conditions Some tasks require exposure to strong odors and/or smoke Some tasks require exposure to strong and/or toxic chemicals Some tasks require exposure to dust or pollen E.
