1 Rule Writer / Air Quality SIP Planner FLSA Non-Exempt Salary Range $3,955/mo - $5,205/mo $47,463/yr - $62,459/yr Job Summary As an independent project manager reporting to the Director, this position coordinates and develops regulations and state implementation plan (SIP) updates to meet local, state, and federal laws, regulations and policies. Examples of Duties As an independent project manager reporting to the Director, this position coordinates and develops regulations and SIP updates to meet local, state, and federal laws, regulations and policies. Rule Writer Plans, develops, researches, and conducts technical data collection in preparation of rule development. Analyzes, evaluates, and interprets data collected. Prepares memoranda, reports, and other documents in support of policy determinations and proposed rule revisions. Customizes reports, presentations, etc. for simple conveyance as well as for more complex technical reviews. Prepares timelines, environmental checklists, public notices, written responses to public comments, and implementation plans which include relevant fiscal projections. Develops preliminary rule language. Provides concise and informative summaries and presentations to staff, Advisory Council, Board of Directors, public, and other relevant persons and entities for development of final rule language. Becomes conversant with all aspects of the rule making procedures. Remains current with applicable and 5/19/15 1 P age

2 proposed federal, state, and local clean air laws and regulations. Advises the Director on revisions to SRCAA rules that may be necessary in order to meet proposed rule changes by Ecology and EPA. Coordinates and participates in the public comment process and public hearings. SIP Planner Prepares regulations adopted by SRCAA s Board of Directors for Ecology adoption and EPA approval into the SIP, when applicable. Serves as liaison with Ecology and EPA on rule, SIP and related policy issues. Maintains effective working relationships with staff, public, and other entities. Plans, directs, and coordinates plans, analysis and submittal packages for SIPs. Develops SIP documents for staff, Advisory Council, Board of Directors. Corresponds and coordinates SIP activity with Ecology and EPA. Assists and coordinates with technical staff and management to define and analyze strategies to meet air quality goals. Works closely with local stakeholders such as Spokane Regional Transportation Council, business organizations and local government entities. Tracks developments in federal and state air quality rules, regulations, and standards, and evaluates the impact of these changes for Spokane County. Collects and analyzes monitoring data, emissions data and effectiveness of control strategies with goals of meeting state and local ambient air quality standards. Oversee any contracted SIP work. General Assists in the administration of current programs to comply with applicable laws and regulations. Participates in special short-term and long-term projects as necessary. Performs other duties as required. Does not have supervisory responsibility. Minimum Requirements Bachelor s degree in Environmental Studies, Environmental Science, Environmental Planning, Environmental Policy, Engineering, or a closely related field and three or more years of professional level experience in an environmental field; OR a combination of education, experience, and training that indicates the ability to successfully serve in this position. 5/19/15 2 P age

The person is expected to be competent in administering rulemaking activities and SIP updates under the direct supervision of the Director of SRCAA. The person is responsible for the quality of his/her own work and dealing with technical data necessary for the end-product and for interfacing with other groups, organizations, and the public.
